REGIME CHANGE SHOULD HAPPEN IN FIJI SOON
A Second Statement by Lieutenant Colonel Tevita Uluilakeba Mara

Firstly I would like to thank Commodore Bainimarama for his statement yesterday. Without his help my arrival in Tonga would have been unnoticed by the world’s media. But now it has become global news and people the world over will learn of Bainimarama’s oppression of the Fijian People.

The Commodore has never qualified as a Naval Officer from any Naval Academy so his confusion of two points on the charts which are 100 miles apart, though understandable, bodes ill for the Fijian Navy. 

The Brotherhood of the Sea, in an emergency demands that the saving of life temporarily supersedes bureaucratic considerations of sovereignty. It is exactly under these rules that RNZAF aircraft are permitted often to overfly the waters of South Pacific Islands once an EPERB transmission is received. It is an exemplary and selfless act which is in the highest traditions of the RNZAF. 

Does the Dictator now suggest that, having found shipwrecked victims in future they should now be interrogated by the crew of the rescue craft and put back in the water if they were found to have been critical of the military regime? I can assure you that Kaiyum and Bainimarama will not get far instructing a tough bunch of Kiwis to carry out these inhumanities!

He has accused me of being under investigation for the disappearance of $3m from the Fiji Pine Board. These are the desperate attempts by a mentally and morally bankrupt man to smear the Mara name. There is no truth to the allegations. In fact that money went missing long before I became Chairman of the Fiji Pine Board. And it was under my Chairmanship that the loss was discovered and it was I who made it known to the authorities. All of this is recorded in the minutes of the Fiji Pine Board.

I was charged with using Seditious language. In a conversation to a fellow officer, whilst in Korea last year, I am alleged to have said “This Government is F*** All!” If saying that is sedition then everyone in Fiji, except for Bainimarama and Khaiyum, is also guilty of sedition. 

What he is saying is that anyone who criticizes any aspect of his regime in a private conversation can be reported and charged. That is not the Fiji I know and love, that is more like Nazi Germany and the Gestapo or the Soviet Union and the KGB.

I will come back to Fiji and I will face my fellow Fijians and answer for my part in the 2006 coup. However, I will not come back to face frivolous charges whilst the puppet master, Khaiyum, interferes with the Fiji judiciary on a daily basis. There are no longer fair trials in Fiji. The courts pass verdicts and the sentences dictated by Khaiyum.

I am more than happy to face any attempts for my extradition from Tonga. They have had democratic elections for the first time in November and they have a Government accountable to the people. They have a judiciary free from interference and I am sure that my side of the story will be heard fully and justice will prevail.
I want to give my thanks to the Tongan people for their hospitality and kindness.


Bio-data of Ratu Uluilakeba Mara

Ratu Tevita Kapaiwai Lutunauga Uluilakeba Mara is a Fijian career soldier, with the rank of Lieutenant Colonel as of early 2006. On 3rd Feb, 2001 he was named Army Chief of Staff succeeding Colonel Meli Saubulinayau, a close relative of his. 

This position is the fourth highest in the Fijian Military, behind that of the Military Commander, Commodore Frank Bainimarama, Deputy Commander and Chief of Staff RFMF Brigadier General Mohamed Aziz and the Land Force Commander Brigadier General Pita Driti. Mara held the position for several months, before he was appointed Commanding Officer of the Third Infantry Regiment, a key position in the Fiji Army as he controls the infantry division.

Background
In December 2006 The Republic of Fiji Military Forces took control of Fiji in bloodless coup. The army had a strict plan which was te remove corruption and corrupt politicians and to return to barracks within a year. 

Lieutenant Colonel Tevita Uluilakeba Mara was in charge of the 3 FIR on that day and for the next 4 years.

He witnessed from the inside how power has corrupted the key players in the regime and how now they have forgotten their original objectives as they desperately cling to power. Colonel Mara has left Fiji so that he can speak freely about the need to for regime change in his beloved Fiji.

2. Whether he went to naval school or not and how he became commordore and what qualifcations he got, most important did he complete form 6 high school as it is understood he failed class 8 and joined FMF under volunteer scheme?

The Commodore title was given to him by Epeli Ganilau......His best friend from the officers barracks; their wives are best buddies (not sure if this remains to be true, given the current power struggles of who gets to wear the husbands higher rank)!!!! He (Ganilau) planted the seed to all this bullshit. He plucked Frank from the Naval Base to be his Chief-of-Staff even though the RFMF was already full of decorated senior officers. Then when it came to the end of his term as Commander of the RFMF, he again shamelessly and embarrassingly chose Frank over those same senior army officers, of which he had more than a hand full to chose from!!!...He tried to take over Cakaudrove too!!!....Like one of the bloggers commented; "Birds with the same feathers flock together"

Feudalism is a phase of government that nations need to bypass in order to become a modern democratic state.It is well past its use by date. Bainimarama is doing Fiji a great favour by totaly eradicating it for good. It seems we do not have a choice but to give him the benefit of the doubt. He must now prove to us he is fair dinkum to have any kind of credibility.

We don't want him to be made out as any kind of a hero or role model for future generations especially as he is of chiefly status. Roko Ului can be used as a lesson to all the people of Fiji who at any stage backed those that staged the coup. It must never happen again.

I say again, please get some good advice from people that will stand by you thick and thin, under any circumstances because of your blood ties. He is very well respected in Tonga.

Give us the hard facts/evidence that would give us an insight into what really had transpired throughout these years and forget the video-releases - remember what happened to Bin Laden who was fond of seeing himself on video. How The Fijian Provinces Were Betrayed And Looted By The Fijian Initiative.

People of Fiji had been told of corruption and questionable dealings by those who were considered the marshals, saviours and guardians of the Fijian race. When Frank Bainimarama sacked the government and took charge, his reasoning, among others, was to save the Fijian race from unscrupulous and wanting leadership. My purpose here is to substantiate this through reporting on Senate proceedings of some 14 years ago.

The first, Kadavu Development Company, which is fully owned by the people of Kadavu, owned only $50,000 shares. The other, KJY Investment Limited, owned by Qarase's Cabinet Minister Konisi Yabaki and his family, owned $100,000 shares. The third, Taoi Investment Limited, owned $200,000 shares. Shareholding in this Company then belonged to Jesoni Vitusagavulu and Ulaiasi Taoi.


The next province is Lomaiviti, which had only $55,100 shares while KB investment Limited and 5X Investment limited owned $100,000 each while Vensalisi Investment Limited had $80,000 shares. KB Investment Limited, with $100, 000 shares is owned by the Bakani family.


Stiks Investment Limited shares of $150,000 are fully owned by Weleilakeba family. Sitiveni Weleilakeba is the CEO of FHL and one time business partner of democracy activist Laisa Digitaki, together with whom, he tried to run Mobil Walu Bay Service Station which went into receivership and was then acquired by Carpenters Motors. The shares in Stiks had been financed by FDB.



Q-Ten Investment Limited held $200,000 shares, which is owned by Laisenia Qarase Family. One property CT 14743, Lot 2 was mortgaged twice to acquire finance for $112,400 and $353,217 respectively. Note that at the time, Laisenia Qarase was the Managing Director of FDB, the lender for share acquisition. At that time, Laisenia Qarase was also the financial advisor to the Fijian Affairs Board, but failed to advise them of this insider information of acquiring shares. Kepa Investment Limited, with $100,000 shares, was wholly owned by Lakepa family, Satini and Milika, and financed by FDB.


An interesting point is that one of the nine points of Deuba Accord was for government to make $20m interest free LOAN to FHL through Fijian Affairs Board, repayable over 20 years. What taxpayers of Fiji need to know is under whose authority this taxpayers' loan of $20m was converted to a gift for FHL. Note that board members of FHL, with shares then included Laisenia Qarase, Sitiveni Weleilakeba and Josaia Mar, who has been removed as Chairman of FEA by Commander. Also note that Laisenia Qarase was the interim Prime Minister when this shady and questionable deal took place.


What the Fijian race needs to ponder is that the Qarase regime has been projecting Indo Fijians as the common enemy of the indigenous race. Is this really so? Indigenous Fijian people had placed their faith in the hands of these intellectuals, so called professionals and who were supposed to be guiding the Fijian race.

The FHL was the commercial vehicle through which the wellbeing of Fijian race was intended to be improved. The dependency of the wisdom of Great Council of Chiefs and the elders in the villagers was on the shoulders of the so called Fijian Initiative group. However these very same people tricked their own people while projection Indo Fijians as villains. With friends like the Fijian Initiative, the indigenous race need no enemies at all. There is a saying that enemies who strike you from the front are miles better than friends who strike you on the back. Fijian Provinces have been dealt commercially fatal blows on their backs by their trusted sons.



Perhaps those who are crying for Qarase regime to come back need to consider whether he is worthy of this honour. The Commander is right in trying to save the indigenous race from the enemy within, as there is no fear from those outside.

Focus should be on the man behind the scene or master planner - Khaiyum (Chaudhary's puppet). He is slowly putting into place the plans nurtured by Chaudhary, Shameem and their associates. Check should be made on how he runs the Judiciary - how many indigenous Fijian lawyers has he terminated in the last four years without following the normal disciplinary procedures? How many lawyers has he recruited from overseas into the Judiciary to become his puppets? How many cameras has he installed in the various judicial offices under his command? This shows the person's hateful perception and attitude towards indigenous Fijians.
His recent marriage of convenience to an indigenous Fijian is an act to cover up his attitude and plans on the indigenous Fijian population.
Let's revisit Butadroka's words and views on the Indian race in Fiji - "na kaidia ena kaidia tikoga me yacova ni ra sa vagagalu ka sa biu na ligadra ena dela ni saredra."

Just highlighting the comment by the DPP from FIJI concerning Roko Ului's passport on Fijilive:

"She said yesterday she informed the court that Mara has submitted his passport to the court which was one of his bail conditions."

This is the radio broadcast of Koma...Da concerning the same passport of Roko Ului also shown on Coup 4.5:

"He said Mara was supposed to have surrendered his passport but had not and has therefore breached bail."

I thought your comment about Tonga having had their 1st democratic election recently will not go down well with your hosts...implying that their previous elections have not been democratic...this is debatable and a sensitive topic in Tonga and part of the causes of recent civil upheavals leading to constitutional changes. Previous elections were conducted under the then existing constitution some people might think was not democratic....debateable, but under Tongan customs and practices may be acceptable...time has changed so they decided to change but some may say do not go far enough...ie depends on ones' perception.

Risky for a refugee guest and is not Fijian to be making opinionated statements against hosts after few days arrival... you might quickly lose their hospitality.

Read fiji.gov.fj home page. VB states that Tonga Naval extracted RU from Fiji waters. Tonga government better clarify this first before handing RU to VB.

I see a lot of people in here saying that Roko Ului is saying nothing new. Why dont you put your list of questions about FNPF, CRW, dead helicopter pilot etc. down on this blog for him to answer. Do you think he is able to read your mind and answer your questions for you? If you cant write any questions, shut up and stop whining.

As I have suggested before, our goal right now is to get rid of this lawless regime. For that we need everyone to pull together. Kaidia and Kaiviti. Army, former army and civilians. Forget our differences for now and deal with it at the proper time (when we have archived our goal: regime change). We shall cross that bridge when we get to it.As Roko Ului has said he is willing to submit to the verdict of the people once this is over. In the meantime lets stop bickering and work together like the people of Egypt and other places did.

Sure peopel exploited and gained commercial benefit - this was done legally. Sometimes what is legal is not morally correct. Unfortunately this is the harsh reality. However, a coup and forcefully removing peoples goverment is both legally and morally wrong. Why someone bothers dicrediting Qarese; afterall i think he clearly worked within the constitution and never ever interfered with the judicial system. Some of his closest supporters were sentenced but not once he interefered; he only helped those individuals within the legal juristriction. How about listing all the commercial and personal benefiting deals carried out by the key individuals in the current regime? where is the accountability. If anyone questions they are ordered to QBE and thereafter no voice is raised - the intimidation and nepotism is sickening and we (at least some individuals) justify all these by discrediting other people past actions. Two wrong does not make one right!! Clearly Frank is in my view a genuine individual who is being used by some unscrupilous people.

Anonymous 8.04am. You sound like a broken record. FHL shares is a non/issue. It was agreed follwing 87 coup on the need to create an elite group of indigenous to lead us into business. That was part of the 9-point plan. I still remember the word "elite" being part of the deal. They are to set the pace so to speak. I do not have anything in FHL, no share nothing but I have no qualms seeing my fellow fijians thrive in business benefitting from the 9point plan.

Qarase is partly to blame for where we are today! He as a leader, was there for the whole country, problem was he was a puppet of two major Institutions the The Methodist Church-whome he used to belittle other races who queried things and some Chiefs like the Qaranivalu who did all the advising! In the end he did his darndest to get rid of the Indo-Fijian from every facet of life in Fiji! Look around-the convincing of the landowners not to renew sugar cane leases? The releasing of those like the former Vice President from prison under the guise he had blood pressure, goodness you could release a 1/3 of the prison population suffering form much under much worse conditions. Qarase stuffed up big time because he was just another small time leader who had no record behind him to prove he could lead a Nation, forget about uniting the country. His main concept was not to enhance the Taukei it was to advance himself & his friends

I have personal experiences with Qarase's corrupt ways. Yes he is very corrupt, exploited the Methodist Church and Chiefly system for his own gains.

Went to school with him, involved in SDL with him.....SDL is founded on largely corrupt, racist losers. Few SDL persons are OK.

But we have an immediate issue fronting us....to get rid of Bainimarama. Forget Qarase. Only way to deal with him is not to vote for him back to Power and give another chance to rape the Fijian race

Yes -Chaudhry plays with farmers emotions and the community being so poor from the subsistent farming, are vulnerable and Chaudhry does take advantage of them.

Qarase - did not need to have extremist in Gov't only to please them. The Fatiaki Opinion in interpreting the provision of the constitution, clearly stated CAMV could not have any cabinet positions. This meant they could join the govt side but on supply and confidence vote only and not be granted ministerial posts without FLP's cabinet posts coming first.

So ONLY after giving FLP their cabinet seats that completed the cabinet, SDL could therefore only give CAMV cabinet seats from within their own basket. Hence he ruled a dictatorial govt for 5 years.

Frank's dictatorial govt will reach it's 5 yaers in another 7 months to have equal score point!

Where were you to raise these about Qarase...were you a SDL minister?

The only people who seem to have a major gripe with Qarase are those who couldn't take the loss at the elections (Labour/Epelis/die hard Chaudhary supporters) and people who have fallen for Bainis pathetic attempt to discredit him. Where is the corruption that he was claiming...we'll just wait and see what Ului has to say about some real corruption thats been going on. If you didn't agree with his policies than you should have waited for a democratic election to see if the majority of Fiji agrees with your point of view...not try and shortcut to gain power. Where are all these losers now?? Chaudhary? Ganilau? Military Council? Useless people who wanted power at any cost.

Yes what you say about Chaudary is true but that happened later as for asking the idiot Chaudary to get Labour to have a sharing of Govt ie cabinet places, all Chaudary and Company got were seats that were of no value, if you want some one to join in in running Fiji-show them you are sincere by allocating relevant seats.The only 2 seats that Labour got of relevance was Health & Labour!Its a moclery of the multiparty system! You still have not answered why they got the Vice President and crew out of prison with the Extra mural clause on the basis of him having high blood pressure!
