Fiji regime issues decree to cover up salaries deal

NOT QUITE READY TO BARE ALL: Bainimarama still holding out on pay.

Telling move by the illegal regime today. It has revealed it's scrapped the Higher Salaries Commission, publicising the decree that nullifies it.

Transparency at last? We think not. We suspect it's more a case of it covering its arse for the illegal act it has indulged in already. The regime stopped using the Higher Salaries Commission some time ago and has been deciding itself what they're paid. And they'e paid handsomely.

But listen to the gall of the illegal Attorney-General, Aiyaz Sayed-Khaiyum, explaining why the decree was issued: " .... the HSC lacks commercial understanding and sufficient knowledge of the market forces, and tends to apply a public service approach in determining the remuneration of these entities.

“Furthermore, the current establishment and processes of HSC are very cumbersome, bureaucratic and time insensitive. In addition, the process fails to obtain a proper independent assessment of these salaries, by professionals who have the necessary expertise in making such analysis.”

The regime now says the pay of every Permanent Secretary or other officers who manage a ministry or department will be set by the Public Service Commission, after its approved by Bainimarama.

The path is surely clear for them to keep paying themselves as much as they like via Nur Bano Ali's accounting firm. And with all CEO of public enterprises like Air Pacific and FBCL being appointed by Khaiyum, they can keep getting away with things like housing allowances of $FJD12,000 a month like David Pflieger does.

One who is willing to show all is Fiji's minister of youth affairs before the December 2006 coup, Rajesh Singh. He  surfaced on Coupfourpointfive recently and says he wants to work to restore democracy to Fiji.  C4.5 bloggers have rightfully grilled him about his motives and intentions.

Singh maintains he wants the same thing as bloggers - a return to democracy - so has sent us paperwork he says should clear his reputation. One of these is his pay slip, a letter he says clears him of bankruptcy and another he has sent to Bainimarama challenging him and the regime to show their pay slips.

Will Singh together with Mara be Fiji's freedom fighters?

  12. My suggestion, all elected parliamentarians who are outside of Fiji, use this similar letterhead, and start bombarding the regime!!

Anyway, funny how you use the Fiji Parliament letterhead, but I guess you have every right to use.

I am not a fan of yours Singh, but smart move!

  18. I have heard that business people with investments in Fiji are interested in supporting Roko Ului. A lot of them still remember his father. They think if he's half as good as his father he can make a difference. Let's hope some of them do more than talk. They should put together a war chest so he can work up a serious campaign to return to democracy.

  30. The offence committed by the Dictator and illegal AG and junta for paying themselves more than what the HSC approved is crimnal offence of extortion, offical corruption, defrauding government of fiji, abuse of office, larcency and theft.

To abolish HSC after this means nothing, the offence was committed before this was done and further crimnal offence of concealment, conspiracy and abuse of office.

These thugs must stand trial and go to gail along with the aunty who aided and abeted and extortion done.

Are the FMF officers asleep and loyalty not to Fiji?

    ReplyDelete
  31. Some legal opinions please, is this possible?

With one military cabinet in place, a deposed parliamentarian using the official government letterhead.

Aiyaz, please can you quickly draft a "decree" forbidding Rajesh to use the letterhead.

    Funny, but smart move Rajesh.

  32. By shutting anything down clearly indicates your guilt and your lack of hope for ever redeeming yourself you stupid, stupid man!!! And Khaiyum is even more stupid to suggest shutting anything down. You two are like two kids who don't like your buddies playing in the same sandpit as you, so you kick everyone out of the pit.

    ReplyDelete
  33. Hey...IDIOTS...while you're at it, shut down the Commerce Commission too! They're just as suckie as the rest of you, so do us all a favour! PLEASE!!!

  34. The rule by decree goes on! So, they deny that Voreqe is being paid $700K+ and that his cohorts in the regime also get "hidden" pay packets.

And, voila! a decree to now decommission the HSC. Aiyaz and Voreqe, you only show with this decree what you're trying very hard to HIDE. But as we always say, One day Mafatu!!!!!

  35. @ 4:37 PM Frank Bainimarama & Aiyaz Khaiyum evacuated to QEB

There’s confirmed reports that Frank Bainimarama and Aiyaz Khaiyum were evacuated from their homes on Saturday night after they got wind their life was under threat.

Reliable sources say they were both removed from their homes at night and taken to Queen Elizabeth Barracks for protection.

There were talks of a possible uprising over the weekend from certain elements but nothing more has been said about the make-up of this group.

C4.5 had posted a bounty list made up of key players in Frank’s regime and there are strong indications that the same group is behind Frank and Aiyaz’s fleeing to QEB.

Bainimarama and Khaiyum beef up their security

    leave a comment »

Insiders say the treasonous pair Frank Bainimarama and Aiyaz Khaiyum have beefed up on their security guard numbers and presence after their assassination scare over the weekend.

Eye-witnesses who saw them whisked away and kept at QEB say the two are not taking any talks of a possible revolt lightly.

They say both men are now watched closely by indigenous Fijian bodyguards, whose numbers have doubled since the weekend’s episode.

Sources say both men have been cited in various parts of Suva followed by their growing security guards entourage which indicates that the two so-called most powerful men in Fiji don’t even feel safe walking freely in the same country they claim to be ruling.

Rajesh Singh, a Minister from the SDL/FLP multi-party government

    8th June, 2011

    The Illegal Prime Minister

    Fiji Government

    Suva

    Email: pmsoffice@connect.com.fj

    Dear Frank Bainimarama

Higher Salaries Commission / Road Upgrade Costing / Bill Gavoka’s Case

This is further to my earlier correspondence. Despite the heavy sanctions placed on you fromAustralia,New Zealand, and other like countries and authorities, you are still going ahead running the country as if it is your own.

Please note, all decisions that you make will have an implication on the future generations and the tax payers of the country.

It seems that the illegal regime through the Attorney General is treating Fiji like his own.

I want you to respond to the following:-

    1. Why the Higher Salaries Commission has been abolished?

    2. Why is the Ministerial salary been processed from a private firm, commonly known as “Aunty Bano’s firm”?

    3. Can you come public on the exact salary the cabinet ministers receive together with all tax clearance and fnpf contributions?

    4. Why the Road Upgrading projects are costing so much and contracts going to Chinese firms and not to locals? Latest cost last year was around $1.1million per kilometer, how come the costs have gone up to $2.7million.

    5. Where is the transparency in the Bill Gavoka and Reverend Lutunacevamaca case? Does one have to be the Attorney General’s father-in-law to walk out free from court cases? Why this nepotism. The judicial department needs to fully answer this.

I still stand firm on my call and ask you and your illegal cabinet to stand down effective immediately for the sake of our country’s future.

THUMBS UP FOR DEMOCRACY AND NO TO COUP!

    Regards

    Rajesh Singh

Robert Khan (Radio Tarana NZ), get your drink buddies Aiyaz and Frank to comment on this issue on your radio. Tell sanjesh to take an interview of Frank and play it on your radio. See how Frank replies...

Also ask him where has he kept the cuts that he receives from giving all the roadworks to Chinese contractors. He froze Chaudhrys aussie account, he will be next. Ask him how much he and Aiyaz have made? Approx about 500 million.

Robert, You can also tell us how much you made from FBCL upgrade? You guys sold $1.00 stuff for $1,000 to FBCL. How cheap can you get. All of your time is near. And where is your tavale John Prasad hiding these days. Tell him and Mark Dawson that their times are also near....hahahah

  50. So many Anonymous speaking here and full of shit. We cannot get back the Qaraese, the Singh, mara,. the Chaudhary because all these people had a chance to take Fiji to greater heights but kept on doing their self-service indulgence while Government.

We need new and young blood-Bai and Aryarse is getting near to the coffin-now there are very well educated Fijians and Indians still living in Fiji who can take Fiji forward and this can happen only in a democratic Society.

Remember all these names, The bai, the Khaiyum, The Mara, The Tappoos, the Singh, the Qarase, the Rabuka-never pick any of them when they attempt to run for Government and Vote not one of them.

Pick the honest, young, educated, confident and respectful of the ir elders candidate.

Anyway that is as far as i think Fiji should look forward to.

Transparency is far away us at this present stage.

GOD BRING US TO A DEMOCRATIC GOVERNMENT SOON.

  51. No need for a caretaker government. Just uphold the 2009 appeals ruling and reinstate the sacked SDL GOVERNMENT minus that criminal Chodo.

And let SDL complete the remainder of their term and then hold elections again.

As to why the Chodo wasn't reinstated after the 2000 coup, well, ask hand puppet Crank Bhai Nobrainsmarama.

so full of hatred and lies, but where is the evidence to support your allegations ?
How can any government overcome the damage done by each coup, especially when you consider that each is costing fijians over 10 billion dollars.

If fiji could coup free for just 20 years, there is the possibility that ti would be so prosperous that you will all have decent jobs and wages and begin to buy your own homes etc.

Surely it's time to reconsider the derision that goes on year after, while only handful benefit and the majority suffer.
Just try out the Democracy for 20 years, that's an extra 15 on top of what you've already suffered since 2006.

If it doesn't work, just have another coup !

  67. what rajesh needs to do is form a SDL/Labor governemnt in exile with other former ministers and party men and provide this as an alternate goverment to people of fiji, however in exile.

the point is that this is best international pressure for the fiji junta where a counter government(formed by few former members that were ELECTED) exists in exile which can openly critise the junta for its torture, crimes, corruption, abuse of human rights etc

Also this will fark up the PER or marshal law where political parties cant operate nor can democracy.

  92. Beware of Singh:

Rajesh Singh is a Fijian politician of Indian descent, who briefly held Cabinet office in mid-2006.

A protégé of Ratu Inoke Takiveikata, the Qaranivalu (Paramount Chief) of Naitasiri Province, Singh was one of only two Indo-Fijians elected on the ticket of the ruling Soqosoqo Duavata ni Lewenivanua (SDL) Party of Prime Minister Laisenia Qarase, when he won the Cunningham Open Constituency at the Parliamentary election held on 6 -13 March 2006. In the previous election, held in 2001, he had attempted to win the Ra Open Constituency for the predominantly Indian National Federation Party.

Soon after the 2006 election, Singh was appointed Minister of State for Youth and Sports. In this role he was subordinate to Ro Teimumu Kepa, with whom his working relationship was tense. Fiji Television reported on 28 September that Kepa had written to the Prime Minister a week earlier, charging that Singh was failing to cooperate with her. When he started publicly querying what he said were discrepancies in the accounts of the Sports Ministry and especially the Fiji Sports Council. He was dismissed on 13 October 2006. Takiveikata, imprisoned for his role in a mutiny linked to the 2000 coup, had attempted to persuade Qarase to retain Singh, according to a Fiji Television report on 8 October, but to no avail.

Following the military coup which deposed the Qarase government on 5 December 2006, Singh declared his willingness to cooperate with the new regime. Fiji Live quoted him on 17 December as saying that he supported the stated intention of the Military to purge corruption and irregularities from the government and bureaucracy.

On 26 May 2007 Singh told Fiji television that he had resigned from the SDL and wished to contest the next election, but not for his former party. [1]

A Special Investigation into the affairs of the Fiji Sports Council was released in early 2007 proving that concerns that Singh had raised were indeed substantative this led to the sacking of FSC CE and other officers.

Can anyone let us know about this and back it up with photos to matavuvale.com and coupfourandahalf.com by clicking on the contact button on this page and sending photos etc. as attachments.
If this is true, we need to start spreading the truth as to just what is occurring in fiji so we can let the rest of the world and fijians living outside of Fiji, know what is happening.

As people remain within their own circle of friends, within their own towns, cities and borders, they fail to see the small subtle changes, until it's too late and they become afraid to speak out.
So let's give them that opportunity here.
Please get in touch with your family and friends and have them send all manner of photos so we can publish them, anonymously of course.

Good work with the letter and do continue to vindicate yourself quietly and with dignity if you feel you have been wronged.

LOTS of people believed the empty, lying words of AG/PM at first - but time has proven what they really are all about. Now all eyes are fully opened. Actions speak tons.

Before this evil empire can strangle the last breathe out of us, we need the International community to do some strangling of their own. Mara you need to be our spokesman now that the regime is after you as well. You've been on both sides of the fence. Time to take a stand and show us that you were wrong and you want to make it right.

Lastly C 4.5, I asked before if you can contact A. Hughes (former Comm. of Police) who was booted out of Fiji and went to work for Interpol, I believe. He SHOULD be able to trace our stolen monies that sit in fraudulent accounts overseas. Have you been able to establish contact?

these guys have stuffed up real deserving hard working professionals of decent equitable executive pay to reflect their deliverables during their time in office under a legitimate elected government. Even a proposed request increase for a $15,000 per year by some statutory orgs were like trying to penetrate a steel wall with a rubber bullet - & not approved.

Now these mother * father illegal pigs have taken that away and paid themselves pretty preety exhorbitantly without swet & hard work.

Fiji tax payers - thats the reward for keeping quite to these thugs. So do nothing and they continue to rape you all inlcuding your FNPF retirement savings.

  124. Rajesh Singh called for stop of corruption and investigation into SPG. But he was cut short by his boss Mara's aunty. Was it that his own Govt was questioned on this?

So he joins Baini's coup and becomes a member of Sports Council Staff given the opportunity to witch hunt the corruption at SPG.

Who better than Rajesh to get the job of cleaning up corruption or Vayshnoi/Singh/Chaudhry Team?

So how much of corruption has the team unearthed and how many of those got charged by their own creation of making too much noise against SDL corruption.

Did he manage to open the can of worms.

At least I must say thumps up for Rajesh to be the pioneer politician to join openly with Mara to try unseating Frank on corruption.

Or will it be another empty vessel just like the allegations against the Fiji Sports Council?

Rajesh you leaked SDL info to FMF. Now leak on C4.5 all you got which you have given to Mara.

Or maybe not...let those who hate you keep thinking that...they must be the SDL lot that did not like your noise against corruption spoken out. Let them think you feeding on Mara but Mara knows very well that you are the one who really started the ball rolling..

And wait for Mara to reveal those drip by drip in a true campaign style... One issue per week.

This will be seen as campaign on trail despite emergency decree.

ANY more Politicians to give out their name so openly like Rajesh against the junta?

    ReplyDelete
  125. Rajesh, I really liked your cheeky stand to using the letterhead.

However if you are fighting to restore democracy, then Parliament of Fiji letterhead may be illegal to use.

Firstly because you joined the regime so at least you cannot use it.

Also election was in around March 2006..it is already past time to dissolve the parliament!

Last sitting of parliament would have beeen prior to Dec 2010!

Then you were absent for 3 sitting of parliament after Dec 2006!

..sorry I forgot you were not REALLY absent for 3 sittings to be deemed dismissed!

..because the bastard never called for any sitting of parliament..meaning you cannot be dismissed for missing 3 sessions.

But now it is past 5 years and life cycle for SDL/FLP parliament is OVER.

So maybe you are former Hon. Rajesh Singh and no longer recall of parliament is option apart from a fresh election...

    BUT WHO CARES ANYWAY?

Nothing in Fiji is legal ...so carry on using Parliament of Fiji letterhead!!!

At least you can until ASS's court declares this to be illegal!

And IG cannot use this letterhead at all...ha ha ha....

    Because they are "ONLY INTERIM"

AIAZ can you please change the dictionary meaning of word "interim" by having a decree as this is owefully a very long "Interim Govt".

    Thumps Up Rajesh and Mara!

Can anyone else add their name as the 3rd name to these two? I can't because I am lamu sona..

    Sa Sucu Sa Lutu!

    ReplyDelete
  126. Obviously, the reason why so many of us comment annonymously is that we have close families still living in Fiji who are likely to be subjected to military abuse. It is not because we lack "balls". If Rajesh Singh was so "brave" then why didn't he come out publically before? I'll tell you why: firstly, he made sure that he moved all of his interests (including his family) to a safe haven (NZ) and secondly, he sees an opportunity to jump on the "return to democracy" train. The problem is that he seems to think that the train has only just arrived. Many on this site have been on it for a while - from day ONE (5 December 2006). Right around the time that Singh was abandanoning his SDL mates to suck up to Bainamarama. He is just as bad as Inoke Kubuabola and Filipe Bole and others in the military regime who are chameleons and change their colours to suit the environment and to maximise personal gain. They are NEVER to be trusted!

    ReplyDelete
  127. @anon: 2.57pm

then just shut your mouth up and get lost from this site.

come on, join oppose the regime openly.. yeh do it the smart way, or whatever way, just do it..

or better, when someone is doing it, then dont bother to oppose..

if you cant make, then dont break it!!!

This is the biggest problem in Fiji. Everyone seems to know everyone and everyone seems to envy everyone. This is why FIji has grown.

  128. There are too many anonymous in this column so use a name peculiar to you.

I can read that some of you do not really know much about Rajesh Singh. He talks a lot but he cares for the grassroots people hjence the nation, unlike the selfish cronish self centred snobs of urbania and surburbia commenting here and his colleagues in Parliament.

He was the only Minister to have served in youth, employment and sports who is genuinely concerned about the welfare of our young people / youths and sports development.

So please stop the unnecessary criticism and be objective about what he has done so far, unlike the many ANONYMOUS like you in this forum...

Seems that I had inadvertently stepped on a few toes. Apologies for that BUT it seems to me that by focusing on your pigeon hole stance, you deny yourself the opportunity to view, understand and embrace the bigger picture.

Those of us who believe in HUMANITY rather than being straight-jacketed into party politics and all its dirty dealings believe in the rights of ALL INDIVIDUALS irrespective of ethnicity, gender, social standing or political beliefs. So you wont be surprised therefore that I exercise my right to vote according to that stance - according to the merits of each candidate NOT according to his/her party and not on party lines!

By the way, I am much too busy to read/study the convention you have ordered me to read so why dont you educate me on it! I promise to keep an open mind. However, from experience and personal observation, I am not entirely convinced on the merits of a system that is hell bent on forever thrusting crutches onto my people. Come to think of it, how different to the current regime's operations is that? Both takes away control from the people!

Now, as for the matter of belief in government of laws (not thugs) and in a legal and elected government...Hmmmmmmm...let me see...

Oh, before you accuse me of being something else, I am as indigenous as any Fijian can be and as human as any person should be! I hope the air is now clear so we can get on with the task at hand. When all is said and done, we are on the same side ultimately, aren't we?
