Roko Ului Mara: 'I do not plan on having a part in caretaker government'

1) When do you go to New Zealand and why there first?
I have no confirmed travel arrangements currently. I plan on starting to travel regionally as soon as I can and I will include New Zealand and Australia on that tour. I am still waiting for confirmation of my visa applications.


2) Who will you be meeting and what are you hoping to get out of the visit?
On the tour I am planning on meeting senior figures within the Governments of the countries I am visiting. I cannot go into more detail at the moment. I will also hope to meet members of the Fijian community in every country I visit. It is important that everyone truly hears about what is happening in Fiji at the moment. It is important that the outside world understands the oppression that Bainimarama and Khaiyum are currently inflicting on Fiji.


3) What do you see as your role now in the fight for democracy for Fiji? Your'e a soldier and still using your RFMF credentials but there's a feel of a political campaign about what you're doing now with the Thumbs Up for Democracy idea.  Where do you intend taking the Thumbs Up idea?
My current role is to bring democracy back to Fiji. In military terms that is my mission and I will not stop until I can say "mission accomplished”.


Thumbs up for Democracy is not intended to be political. It is intended to give the people in Fiji the confidence that change is on the way and that end is near for Bainimarama and Khaiyum. It is a safe way for the Fijian people of all races to show their desire for change.


4) Do you see a political role for yourself in the future of Fiji?
My first duty when the dictatorship has ended is to come back to Fiji, to face the people and to answer to them for my part in the 2006 coup. I do not plan on having a part in the caretaker government that will be in place to return democracy to Fiji as quickly as possible.


5) In your latest video you say "many of you are putting your faith in me to bring about the end of this military junta. I will not let you down."  Can you really guarantee this?
I can guarantee that I will not rest until I can say “mission accomplished” and democracy has been restored to Fiji. As I said a lot of people are putting their faith in me and I will not let them down.


6) From what you know, was the PER meant to go on  this long?
PER was originally only to be in place for a few months. We were then promised by both Khaiyum and his puppet it would end after the media decree was in place. That is now a year old. PER is well past its sell by date. The puppet and his master know without it they will lose control.


7) What will be different about your Roadmap? The key to any good road map is a date for elections ... what's yours?
For a start my Roadmap will be published and available to all. I am working with different pro democracy groups and advisors to make sure that we have a credible plan to bring about democracy in Fiji. It will have a timetable but that timetable can only start from the moment the Dictatorship has ended.


I don’t know how long it will take have a regime change and for Khaiyum and Bainimarama to be removed. But I promise I am working to end it as soon as possible. Everyday more and more people are joining this fight. The people of Fiji have had enough of Dictatorship and they want a prime minister they have chosen.


8) You have a lot of support but there are still people who think you're ultimately fighting for democracy because you fell out with the regime. Isn't there truth to that?
I did fall out with the regime. Both Driti and myself were questioning the direction of the regime since 2008. This lead to our being sent on leave, the trumped court cases and the ongoing harassment of my family. Am I putting my family at risk because Frank and I had a tiff? Of course not I am fighting for democracy because it is the right thing to do. For too long I was silent but now I have found my voice and Fiji will get back to democracy.


9) There are also people who have not forgotten that not too long ago you were in charge of Bainimarama's 3FIR infantry hit squad. A number believe you are more guilty than you have confessed to. Part of the letter below is an example of that criticism, but also the hurt and betrayal people feel towards you because of your history with Bainimarama. What is your response?


"You need to ask Roko Ului why he is now pointing fingers when he was at the helm and had ordered the bashing of civilians in QEB. He was the Commander of 3FIR, where all those who did the bashing, came from. He is selling his soldiers, the men who looked up to him as a Commanding Officer, Leader and Chief. Orders came from him. Such is the calibre of a "Self-First" Army Officer


"He ordered Taniela Tabu, Losena Salabula and another woman from Lau to QEB and swore at them in front of the very soldiers he is pointing fingers at. He used words that was hurtful and not supposed to be used on senior citizens by somebody younger.


"He even sent soldiers from 3FIR to guard his sugar plantation at Seaqaqa and his Estate in Lakeba and gave orders to these soldiers to treat people from Lakeba like soldiers and thus old people had to run from point A to point B, wake up early, etc. Some elder people were drilled as though they were soldiers, even people of chiefly status. He formed a Hit Squad to target those who were against the Regime, The hit squad leader was the late Kesi Ledua (a friend) and he ordered them to burn Michael Scotts (Lawyer) residence, burn Netani Rikas (reporter) residence and burn Lieutenant Colonel Raivoces (ex Army Officer) residence in Namadi. What do you call that? If you did not know and wondered who did all those things, well it was the honourable Roko Ului and his kingpin, the late Kesi Ledua. I just hope all the mentioned people read this and know who was really behind the formation and the activities of the Hit Squad


"He is just trying to hoodwink people into believing in him and having mercy on him. Remember, he was at the helm from then and he did anything he wanted to, he supported Bainimarama and rose to the rank of Lieutenant Colonel when there were people much more senior than him. Now, from the helm to the bottom of a pit toilet and suddenly he yapping away. His only move to escape Korovou or Naboro was the escape to Tonga."


I have said I regret my participation in the coup in 2006. I am sorry for some of the actions I allowed to happen under my command. There are a lot of accusations appearing now after I’ve spoken out but we were all under the command of Bainimarama who absolutely knew all that was happening around him including the human rights abuses. These were ordered by him and as you know he personally participated in some of them. He has done nothing to stop it from day one till today. I repeat I will answer to the people of Fiji.


The future caretaker and elected governments must decide how they want to proceed with those involved in 2006 coup and I will abide by their decisions.


For the moment let us concentrate on ending this regime as quickly as possible and then the people of Fiji can take their time to decide about the best way to move the country forward towards democratic elections and eradicate the coup culture."


10) You have said what you and those who supported Bainimarama were wrong. But you have not said the coup was treason or that officers like you violated the Constitution. Why not?
Of course I’ve said it was wrong and it shouldn’t have happened. We believed in the cause although the means were illegal. Now looking back even the cause has become questionable, it had more to do with Bainimarama saving his own skin from prosecution by the SDL government for Treason and Murders of the CRW soldiers in 2000 then blaming them for corruption.

The ends never justifies the means.
Roko Ului needs to say it. He keeps skirting around the issue. Somehow he keeps thinking that a coup is ok in certain situations.
No it's never "OK" to do a Coup.
A Coup is wrong and will always be wrong.
The "will of the people" is what is imporatant; Not the whims of an individual.
What needs to happen is the Fiji Army in its present form must be completely dismantled.
The firearms and ammunitions must be removed and buried in the deep sea in Kadavu, otherwise you'll have dimwit little Privates who won't be able to resist the temptation to reach out and do another Coup.

I personally don't have a problem with Ratu Ului Mara, but I do have a problem with his unwillingness to call a spade a spade and admit openly and finally to his part in the act of High Treason.
You can put lipstick on a pig, but it's still a pig !

His assertion that he will therefore or instead, be answerable to the people of Fiji is flawed !

It will be the Courts and the Rule of Law under the 1997 Constitution of the Islands of Fiji, to which he and coconspirators will be answerable, not the people per se.
Make no mistake, it ain't over till the fat lady sings.

In leaving Fiji the way that he has, he put his family at great risk, for Fiji's sake.
But this cannot and will not excuse his part in the coup of December the 5th. 2006 and his part in it.

Everyone responsible must be held accountable to the Law, or the cycle of injustice against the innocent Fijians just continues.

The continuous re-enactment of the PER every month, from day one till now is overwhelming evidence that popular support is being achieved by coersion. This will eventually lead to declaration of illigality by future Courts in Fiji confirming the April 2009 FCA decision on illegality. Gates J himself stated this in Chandrika Prasad as quoted below:
"..... I would hold that for a revolutionary government to achieve de jure status, that is, to become internally a legal and legitimate government, the following conditions should exist:
(a) the revolution was successful, in that the Government was firmly established administratively, there being no other rival one; (b) its rule was effective, in that the people by and large were behaving in conformity with and obeying its mandates; (c) such conformity and obedience was due to popular acceptance and support and was not mere tacit submission to coercion or fear of force; and (d) it must not appear that the regime was oppressive and undemocratic.
In my view unless all four of these conditions exist no Court in a democratic country should pronounce a revolutionary regime legitimate. Every one of them (a), (b), (c) and (d) raises a question of fact. ....."
So each PER extention is detrimental to the regime as it will work against them later in court as it will be used as evidence to nullify the immunity decree...message to regime is your legal armour will not survive the barrage of legal artillery rounds if the PER continues...this means NABORO...please think and discuss this...

Frank is still in power because the army is still behind him. The only logical way to end this whole thing is to take away that support. Rokolui and Driti were in a position to galvanise the army against Frank but did not. RUMs integrity and credibilty has to be questioned and his utterings could easily be passed off as sour grapes. I look forward to the day when khaiyum & frank are locked away but do not believe RUM should be anywhere near the government that takes over.

The solution to stopping the coup culture in each Country, is different.
In Fiji's case, I would suggest that the problem, is in fact several, not one !
a/
An inability or unwillingness to prosecute coup perpetrators because of family, clan and village allegiances etc.
It's difficult to charge and arrest your own Chief and make them do their time in prison !
b/
Perhaps a fundamental lack to Prosecute in the 1st. instance, compounds an already delicate and difficult task.
c/
Fiji's non Indigenous population will continue to feel like 2nd. class and disenfranchised Citizens, while they compete with Laws which, rightly or wrongly, are enshrined in the Constitution to protect the rights of the Indigenous population.
d/
The dismantling of the Defence Forces are an unpalatable option, but may be a necessary one, unless a compromise can be found which would ensure that Sedition and Treason are dealt with more decisively and swiftly.
e/
New Laws encompassing the act of assisting, aiding and abetting in an illegal act against the Government and the people of Fiji, should be scrutinised, so that those who would otherwise take advantage of an unstable Government, could also be bought before the Courts and charged with serious offenses.
Foreigners and Consultants and the like, should be included and dealt with by these Laws.

These Laws should be tied to the Laws of other Countries outside of Fiji and where no Treaties of Extradition currently exist, this should be pursued by the newly elected Government of Fiji.

I'm somewhat surprised that Rt.TRM is now on the outer with the Military Regime. However from experience, maybe because he was a senior army officer and a I Taukei chief, he was always beyond reach; an upstart who is quite evasive of contact with the people.

Whispers through the coconut wireless relate that he was a dangerous person with unlimited powers in army circles with his own cliques who performed his biddings.

I like what he is doing now and he should hurry with the revelations BUT he has to come clean with the people on some on his role in the Army's inhumane activities since the 2000 Crisis.

Well, okay, Mara. I want to post my comment before I read those of my fellow bloggers.

You sound contrite and it is even possible that you are. You say Baini "made you do it" but there were things you did that would have gone beyond his interests. Too many know that you used the power "darkness" gave you to exercise complete control and domination - for your own personal interests.

As fellow bloggers have said, none of us is perfect and all of us have done things in the past we wish we could undo. But what you became, as an integral part of this coup from implementation to carry-out for 5 1/2 years is at the opposite end of the spectrum. This is not stealing candy from the store. This is stealing the rights of human beings on every level to control and choke them like they are chattel in an entire nation. This involved murder and torture.

This is your opportunity to atone. But do it without benefit. Do it because it is the price you SHOULD pay to the people of your country that have been held hostage for so long by the illegal regime.

Until you do, and regain respect in my eyes, you have lost even your military credentials and title.

If you were questioning the "direction of the illegal regime" as far back as 2008, then why were you, yourself, doing illegal things to benefit yourself right up until you left one month ago?

Yes, it will be painful to reveal all. But too many already know. Tell all and why it caused you to have a change of heart. We need the truth now and no more lies from anyone.

Most of all, we want our democracy back and we want the AG/PM to STAND DOWN! We didn't elect you and we don't want you!

Speaking "some of the truth" will not be Mission Accomplished. IF you are a true soldier then you should be tough enough to handle it. Hoorah to Fiji. Hoorah to Mara for finally waking up and realizing that he was part of the problem and not part of the solution.

To just say that he won't be contending fora Caretaker Government, is the height of arrogance.

There is no question, that his rightful place for partaking in the acts of Sedition and Treason, if the courts find him guilty of those crimes, is prison, not the Parliament.
What reality is this man living in ?

I would like to hear him publicly acknowledge this, because i am concerned that he still doesn't seem to get the gravity of the crime he has committed himself, though he's happy to point out the crimes committed by Frank and others.

Remember, be it at your own hand or by your complicity in this act of high Treason, you are partly responsible for the crimes committed by this Regime against your fellow Citizens, including the tortures and subsequent loss of unborn lives, the murders of at least 4 Civilians and all the other untold atrocities.

I hear and see little to no contrition on your part and remain sceptical as to your long term objectives.

By your own stupidity and selfish act, you have sullied your Fathers name and reputation.

Share Charges have been laid against two men from Tubou village in Lakeba for allegedly breaching the Public Emergency Regulations.

One man has been charged with one count of malicious act and three counts of forgery.

Police have also charged his accomplice with one count of inciting and giving false information.

The two were brought in from Lakeba yesterday following investigations that they allegedly wrote a letter to Prime Minister Commodore Voreqe Bainimarama informing him that he was not welcome on the island of Lakeba, and the signatures of elders, chiefs and representatives on the letter were forged.

Police spokesperson, Inspector Atunaisa Sokomuri confirmed both are in police custody and expected to appear in the Suva magistrates court tomorrow.

As much as i hate what Frank is doing with the Taliban - I think it is the better option as compared to having the GCC re-established again.The chiefs only think of themselves not of the interests of the state.Indeed, they represent a by-gone era that no longer has any relevance in the modern globalising world that is unfolding.

The future pathway, ought to ensure that Fiji as a state is friendly to all and is reconfigured so as to maximise the nation's economic potential. Equal rights and justice must be clearly formulated in the constitution. Inclusive democracy for all ethnies with no discrimination according to ethnicity. Structures which forment racial divisions must be dismantled. Conventions that perpetuate ethnic exclusivity must be annulled. A Fiji where all citizens are welcomed to share in the fruits of the state irrespective of ethnicity, tribal origin, religious beliefs ought to be the goal.This will create more stability in the long run.Moreover, these values to be enshrinned in the constitution and enforced as deliberative democracy. But in contrast, a Fiji reconfigured along ethno-nationalist prerogatives will lead to further coups and serious instability.

I am glad to note that my fellow fijian now realise that coups are bad weather its against Bavadra, MPC or Qarase. We can pick and chose that some coups are bad and otherwise are good.

Anybody tainted with coups must be kept aside. For someone to support a coup for 5 years and suddenly realise it is bad is intriguing. I say this because it has only come about after he dash for his freedom.

Being part of a caretaker government will more then likely disallow him to take part in any subsequent election.

So his political ambitions are clear.
Thats what a democracy is all about.

It's good to finally get an open consensus in order to establish a plan of attack.
Personally, I don't have a problem with any particular person, but like most Fijians, be they black or white, Indigenous or no, I do have a problem with the actions and behaviour of many in the Regime and of course, just what the Regime stands for, which is oppression etc.

I'm neither for nor against Ratu Ului Mara, anymore than I am for or against Aiyaz Sayed Khaiyum, but I am against the act of High Treason, Sedition, Murder, Torture and other Human Rights atrocities !

Whatever solutions Fijians decide to implement to counter future coups, they must be implemented Democratically through an elected Parliament.

Any, and I repeat, "any" punishment against the coup perpetrators, must be taken care of through the Judicial System, by the State, not by Vigilantes through acts of individuals or gangs.

How this coup and this Regime are brought to its knees, will determine Fiji's future.

Let me clarify that if Ratu Ului Mara is genuine, and I'm inclined to believe that he is, then what he has done, though from a safe distance, is brave beyond words and I want to acknowledge for his families sake that to leave and fight, under these circumstances, must have been a harrowing decision to have to make.

I can only imagine what it must have been like, to come to the realisation that what you thought was a good cause, was no more than one man using his comrades at arms, the RFMF and the Fiji Navy, to secure himself, at any cost to the Nation, from a Prison term.
To then have to decide to stay and face prison himself (RUM) and no longer be able to speak out on behalf of his fellow Citizens or to be seen to abandoning his post, which is something most Soldiers could not even contemplate, and yet be able to safely, from a distance, extol the virtues of a Democracy, having just ravaged one.
In other words, Ratu Ului Mara has finally, having helped overthrow an elected Government, now had to eat humble pie and admit that what he and the others have done, is wrong and that Democracy is better than Dictatorship.

Sadly, he didn't see this and wasn't at that time, as wise as his fellow Officers, as they either resigned or were sacked by their Commander, rather than support another illegal coup d'etat.

Perhaps RUM's family lineage and his own delusions of grandeur and narcissism, blinded him to one of life's realities, and that is that you have to earn your Title by being honest, forthright and wise.

Yes, it's true. Writing all in caps is like yelling. I didn't know it either when I first began e-mailing and had to have a recepient educate me on it. I thought writing in caps just made it easier to read.

So we all learn. You capitalize to enunciate or exemplify a word or statement, just as you would if you were speaking. A whole letter written that way acutally loses its potency. That's all. It's just etiquette but not a hard and fast rule.

One last thing though, I, too, have a tendency to flip by the comments all in caps. Just a heads up. Plato

Those soldier's and officers who have been discharged from the RFMF since 2000 till now have never once opened their mouths on what they did whilst in uniform, even after they fell out of favor with the Commander. Rajesh. You are breaking my heart. I can see how much you want to exonerate yourself, and as I have said before, you should do it, quietly and with dignity. And it would appear that you are.

I also see that you have repeated one constant mantra: that you have Fiji's best interest at heart.

Any parent out there would know that sometimes our grown children go against our rules. I don't see how anyone can hold your son's decisions against you - but here we are - all too busy willing to take one another on instead of concentrating on our common enemy. Too much tetesterone in the room, even for me.

Focus, all of you. We have our personal opinions and experiences but more than that, much more than that - we have one common objective - to get our country BACK! Back to democratic rule. Thumbs up for democracy. Thumbs down for dictators. Plato
