Kean brothers both stepping up

Just as Coupfourpointfive had predicted earlier, the murdering bro-in-law of the illegal PM has been named the PS Transport, Utilities and Works. The current word is convicted killer Francis Kean's brother, Percy, will soon replace the PS of Missinformation Sharon Smith-Johns.

(Tuesday 18th October 2011, No:1929/PSC) PSC ANNOUNCES NEW APPOINTMENT
The Public Service Commission has confirmed the appointment of Commander Francis Kean as the permanent secretary for the Ministry of  Transport, Public Utilities and Works.

In announcing the appointment, the commission chairman, Mr Josefa Serulagilagi said the position was critical to the Public Service, which not only demanded outstanding leadership skills and qualities but a person who was prepared to make a difference in government’s quest for reforming state institutions and bringing about improved efficiencies in their operations and deliverables.

Mr Serulagilagi said Commander Kean had leadership qualities and a wide experience in the Republic of the Fiji Military Forces and the Civil Service.

In 1990 he was the first Fijian to pass the International Sub Lieutenant Course at the Britannia Royal Naval College; was awarded an Advanced Diploma in Applied Nautical Science from the Australian Maritime College in 1999; has a Certificate in Maritime Studies from the University of Wollongong, Australia in 2002 and awarded a Graduate Diploma in Management in Defence Studies the same year.

He also attended various short courses and in 2010 was awarded a Post Graduate Diploma in Management and a Post Graduate Diploma for General Managers from the University of the South Pacific.

He is a Board Director for the Maritime Safety Authority of Fiji, is  the acting chairman to the Board of Directors for Fiji Ports Corporation and an Auditor for Government Shipping Services.

  10. All this tells is that Kean is a very good career sailor - but its a big jump from bati ni wai to head of TPUW? Wonder if he ever wonders how his career took on such a strange trajectory that he finished up building roads & bridges? As for the other 2 - anyone called Percy's fair game &
    be following departing incumbent's career options very closely - maybe she could ask Frank the Bank for a job Lowy's as they have this strange thing about employing misguided Ms lady Fiji experts with hyphenated names.

One must appear to be qualified to handle not just one job but a number of civil service jobs in order for the salaries to be payable to one's bank account. How long will Fiji's tax payers be able to afford the cost of such extravagance?

What im trying to say that nearly 90% of our export and import are involved with sea. Therefore that PS post for Transport needs to be a qualified seaman. Or Agricultural Field Officers to PS of relatively no Agri economy portfolios, A Educationalist to Foreign Affairs, Works etc??, Medical Doctor as PS for non medial/health portfolio..why…why did we not question Ratu Sir Mara, Major General Rabuka and other PM’s ..maybe these former leaders saw professionalism, dedication, management capacity and capabilities ..oh..and of course unquestionable loyalty to the Leadership of that political era.

  24. Being a criminal should be immediate grounds for disqualification from the holding of any public office.

    This is something that has plagued Fiji for years... starting from Rabuka's days until now.

    The SDL took it one step further when Qarase told prisoners that it would hold their jobs for them until they got out.

    Bainimarama learnt from that and has done the same.

    Shame on all our leaders!

Kean was convicted for murder but freed from prison because of his brother-in-law's orders. Anyway, Francis Kean would have had had to begin from the lowest ranks of the Civil Service in a normal, democratically elected government, such as the Alliance, SVT, FLP or SDL. But, firstly, he would have to serve his time in prison and then convince the PSC to accept him. Added to this is the fact that he is the Illegal PM's brother-in-law. In a normal government, conflict of interest would have disqualified Kean and he would never had made it past the first vetting line. In other words, Francis Kean would never had been employed in the Civil Service under a normal, democratically, elected government. To rise to the Permanent Secretary level, after just recently serving time in prison for manslaughter is just out of this world. Only in Bainimarama's world is it possible. Nepotism in its highest order, and as never has been seen before in Fiji's history. Ia, e na oti mai! Dua a meca e ta oti?

    Like most of you I do condone nepotism generally, however, an executive consideration and decision to consolidate loyalists around the nucleus of leadership should be view as a dire necessity to get the job done best in the circumstances.
    History records 2 of our late PMs appointed their own sons to be PS in the PM office. Mind you not all former PS in democratic Fiji are graduates, but their services were of course exemplary.
    Mr. Kean served his time in Prison and the authorities deem his experiences as a strategic element in National security as a seasoned Naval Officer better utilized extramurally and thence imminent reinstatement to get on the job….sure ….sure Tongan Naval Fishing boat breached our boarders during Mr. Kean’s watch.
    Even as layman, we never ever with an iota of suspicion that our half brothers from the Kingdom of Tonga would fish in our waters without permission.
    Oh and why still compare the Bainimarama Fiji with the democratic days?? Hello, he is a dictator!! FULL STOP!!..mean all us can whine till the bulumakau comes home..Unfortunately or fortunately, the Rear Admiral Frank Bainimarama is now Prime Minister pre 2014, and will be the first elected Prime Minister first term post 2014….do you then wanna whine some more or be part of an alternative Government to give Fiji a choice pre and post 2014??

All former Fiji Government had ex-jail bird as MP, Senator, and Senior Gov official, and their service and dedication to us all left a legacy that covers the records of their misdemeanors from our minds….well, fo many of us who love Fiji!!
