Drug duo get time but big questions linger over police thefts

One major drug case has wrapped up but another is just unravelling.

The Indian national, Muskan Balaggan, has been sentenced to 11 and half years jail after earlier being convicted of trying to export more than 520 grams of cocaine to Australia valued between $200,000 and $500,000 ($AUS).

Fellow accused, Elton Xhemali, from America, has been jailed for 10 years.

Both have been given  non-parole periods of 9 and 8 years.

Balaggan, 22, and Xhemali, 26, were sentenced in the High Court in Suva by Justice Daniel Goundar who admitted "Fiji does not have a sophisticated intelligence service to detect drug-smuggling."

He said: “Unless there is a tip off, it is easy to sneak in and out, hard drugs. In all cases, the hard drugs were for the overseas market. So Fiji is just being used by the drug-smugglers as a transit point ...."

Revealing words considering the shadow currently hanging over the Fiji police after allegations of a drug ring operating in the force, going all the way to the top.

The force this weekend revealed a second lot of drugs had gone missing and that it was yet again an inside job.

Several weeks ago, cocaine valued at millions of dollars disappeared from Toorak CID.

Accused: Bakoa. pic Fiji Live
Two officers were originally singled out for the missing dope last week from Nabua police station but just one has been charged, Constable Kaipati Bakoa, who appeared in Suva Magistrates Court this afternoon on one count of theft and one count of interfering with evidence.

A police mole says Bakoa is a scapegoat and that while he was assigned custody of the drugs, they  went missing when he was at home.

He puts the value of the missing marijuana at one million dollars and says "How can so much dope go missing with at least 10 officers at Nabua police station ground floor at any given time?"

He says
: "Only the Chinese and drugs cartel have the capability to buy those drugs at what intel sources say could be a discounted price of 3 million."

He reckons there is currently about one million  dollars worth of drugs on the streets and night clubs. He also claims the drugs have been shipped to New Zealand via boat or Chinese fishing vessels.

"With these kind of operations only Fiji Police and Army have the capability of moving such amount of drugs. Any other person will be caught!"

Gounder says

"Unless there is a tip off, it is easy to sneak in and out, hard drugs. In all cases, the hard drugs were for the overseas market. So Fiji is just being used by the drug-smugglers as a transit point ...."

Rubbish.Pure Nonsense.

Cocaine and marijuana going missing from the "secure" headquarters of the National Intelligence Bureau indicates that the problem isn't merely one of having porous borders, its also porous (and corrupt) legal systems which Gounder as a corrupt thoroughly devious "Judge" scurrilously attempts to protect with that very pathetic pronouncement.

So..would it be less expensive to deport these alien to their respective countries..just that now these Suva based civil libertarians will be advocating culturally and religiously appropriate curry, roti, chutney for the Indian National; Lasagne and occasional McDonald for the Yankee, and chopsuey, flylies for the soon to be arrested Chinese co conspirator.

Oh..yes, the respective consular assistance will near demand that their respective citizens be afforded preferential treatment as “foreign prisoners’, even their from overseas families may demand and even supply “comforts like IPads, soft pillow, remodified sanitary etc..oh, and while our local inmates remain on the normal tavika kadrala suvu raici coqa…uh..and the bucket!

There is something wrong with the whole story and just to make someone pay for others crimes.

A detective constable of Nabua police station charged with theft of marijuana and interfering with evidence has been remanded in custody.

Kaipati Bakoa appeared in the Suva Magistrates court this afternoon.

DPP lawyers asked to have the accused remanded as the offence is serious and it’s likely that he will interfere with witnesses.

Bakoa claimed in court that he is the only witness in this case – and the theft at the CID Headquarters where millions of dollars worth of cocaine was stolen.

The constable alleged the station officer Nabua was aware that certain individuals were hiding drugs in their clothes and taking it out.

Bakoa claims he’s framed because of his race.

He told the court he’s married with two children and following the charges it’s likely his family will be asked to vacate the barracks.

The case has been adjourned until 18th of this month for full disclosures to be served to the accused.-FBC News

The Americans warned us a few years ago that the snakeheads, pimps and Chinese triads -- always seeking the path of least resistance -- had already penetrated Fiji, which they were using as a transit point.

Isa, were they right! And this government invited them in!

@ Semi Meow... you are either delusional or been out of Fiji for too long. The food range for prisoners hadly goes as far as to cover foods like lasagne. The prison cooks wouldn't even know what that is. Stick to your tavioka and stop showing off your limited food knowledge.

North Korea has a tradition of trying to get developed nations to "buy" its good behaviour in terms of its nuclear program. Every time it runs out of money (or influence), it schedules another ICBM test.

Perhaps shadow "drug running" is to be Fiji's version of that same trick with A/NZ?

Bainimarama off to China for medical treatment under the guise of a "trade trip" to Zheijiang.

The same pretext was used in November 2010 when he went to Zheijiang.

Of course, nothing came out of the "trade trip" to Zheijiang in 2010.

The FBC report below is follwed by the Fiji Sun report for the "trade trip" he did in 2010.

PM heads to China

07:26 Today

Taken from/By: google
Report by: Minfo/Ritika

Prime Minister Voreqe Bainimarama will leave the country tomorrow (weds) to attend one of China’s biggest investment and trade symposiums.

The annual symposium attracts millions of business entrepreneurs and visitors from around the globe in Zhejiang Province.

Province Governor says the Fijian PM’s visit will set an important platform for global cooperation, partnership, friendship as well as new business opportunities.

Bainimarama has visited the province three times already and the Governor says this has brought the province closer to Fiji in providing opportunities.

The Prime Minister will also attend the China International Consumer Goods Fair (CICGF), which is one of the four largest import and export fairs in China.

He is expected to meet with other potential investors who are interested in setting up businesses in Fiji.

Bainimarama off to China

The Prime Minister Commodore Voreqe Bainimarama yesterday left for China on the invitation of Chinese investors who recently visited Fiji with the Governor of Zhejiang Province.
The purpose of Commodore Bainimarama’s trip is to discuss further trade and economic opportunities between the Zhejiang Province and Fiji.
Zhejiang Province is one of the fastest-growing provinces in China and has become one of the richest and most marketed provinces.
Zhejiang’s towns are renowned for handicraft products like silk production, for which it is ranked second among the provinces.
Zhejiang has one of the largest shipbuilding and information technology companies in China.

Wasn't goundar on leave?

I agree with you 100%.
I think we should lobby for a Foreign Force, whether it be UN or The Americans or Australians to take over this MAFIA army by force ,disarm them and completely dismantle the Fiji Army.
We don't need one.
All they are doing is causing Coup after Coup after Coup.
All those strong young men could be taught other skills like Plumbing or Carpentry etc etc. More Useful skills.Rather than being taught how to terrorise and torture their fellow-fijians.

Muskan Balagan alleges that her lawyer Rajendra Chaudhary RAPED her. RC diappears to Aussie whilst Fiji Police await to interview him.

At about the same time Chodo Snr's case comes up for conclusion/ Decison before the hanging judge Goundar. Chodo informs Gounder in open court that he has had 'talks' with the illegal AG about his funds in Aussie Bank Accounts. Judge Gounder 'stalls' Decision - now indefinitely.

Mean-time Muskan changes her story! Says the illegal AG told her to say what she said!

NOW Balaggan does Time and CHOOR politicians AG/ Chodo snr and Jr. walk FREE!!

All the ingredient masala (SEX, DRUGS AND ROCK & ROLL) of a super-hit Bollywood Damaka of a movie; - an illegal AG, a drug-smuggling heroine; an American accomplice; a corrupt CHOOR politician and his wayward 'can-be' rapist son; and to top it all a dodgy judge; (now in early retirement in Aussie) ...

Am I the only one seeing conspiracy theories here.. or am I stoned???

I am sure Muskan Balaggan can make millions in Book and Movie rights ... she just has to find a good agent. Agent Gagan approach her..

Yes, the trip to Zhejiang is for medical assistance, not for trade. Bainimarama used the same cover story in 2010, just as was noted earlier, and returned with a neck scar.

This was the time Bainimarama lowered the boom on FIJI Water and Roko Ului. This was when he also suddenly realised he was vulnerable to Ratu Epeli Ganilau acting as PM, especially with another Mara inlaw as president. Consequently, Bainimarama moved against the Maras immediately upon his return.

Bainimarama also moved to kick out U.S. Ambassador McGann, thinking he was part of Roko Ului's counter-coup plot. Not a smart move.

Bainimarama told the Fiji Sun to run its front page stories about how he'd called McGann onto the red carpet for a bawling out. He didn't realise McGann wasn't even in Fiji at the time.

The Americans could have humiliated Bainimarama and the Fiji Sun simply by pointing out the facts, but they instead showed remarkable poise and forebearance, chosing instead to downplay the crisis. This showed the dictator that his paranoia about the Americans was unfounded.

Regime change in Fiji simply hasn't been a U.S. goal. If it were, the Americans would have accomplished it quickly and long before now.

This all just goes to show that, whether we like it or not, solutions to the problems in Fiji cannot be imposed by the RFMF or from outside Fiji. Only Fijians can solve Fiji's problems. Only Fijians can decide Fiji's future. The sooner we face the cold facts, the sooner we can seize our destiny.

RPC's wife has filed for divorce.....seeking restraining orders against him, living under the same roof. Apparently she knows what was happening in the house when Muskan was living with them. It was not rape but consentual sex.....CHOR FATHER & SON.

The punishment doesn't fit the crime, although the Judge has laid down the law- at least? Wasn't this the same girl that accused Chodos Son for rape? To bad that
Judge Daniel didn't lower a heavy boom on these drug smuggler, like hang these swines or 25 years imprisonment? I think the punishment was to light and will encourage them to continue after released?

Anonymous said...

What do you know about that "crime" in order to adjust the punishment? Only, if you are a criminal for yourself! " The thief yields catch the thief"!!!

Anonymous said...

Valataka na Dina@RUM...unfortunately you've outsmart yourself and now you,re a
man without a country! Had you played your card right, you would have been in a good position to assumed Bai's position at this point in time? Bainimarama may die
in China within a week or two and Mosese Tikoitoga may have that responsibility? Unless AZIZ decided to step in and outdraw him in the process-with Khaiyum support?

Anonymous said...

Would Fijians Support Khaiyum as Prime Minister? I would think that they would? Look the guy is married to a Fijian girl, although lots of guys thinks that he's gay,but he's much better looking then Bai,Chodo or Qarase and may be smarter then Bai and Chodo-hands down!I may vote for him if he decide to run for Prime Minister position.I think that Khaiyum is doing a great job and Bai's not complaining either?

Anonymous said...

Yes, I may want to support Khaiyum for prime minister, too, since Heinrich Himmler isn't available.

Anonymous said...

Aiyaz Sayed-Khaiyum is a criminal who is still at large for obvious reasons.

He is headed straight for Naboro Maximum Prison. No two ways about it!
