Bainimarama and Khaiyum challenged on their incomes and assets

Show us what's in YOUR offshore accounts and tell us why you refuse to publish government accounts, especially the Auditor General’s report.

Khaiyum's aunt, Nur Bano Ali.
That's the challenge today from the country's main four parties and the trade union, FICTU, who've sent a joint statement to the regime demanding it reveal its books and personal funds.

It follows the release yesterday of the Political Parties Registration, Conduct, Funding and Disclosure Decree, which stipulates political parties re-register within 28 days or otherwise lose their assets to the 'state.'

The decree also threatens political parties who fail to wind down with $50,000 fines.

SDL, the Fiji Labour Party, the United Peoples Party, the National Federation Party and FICTU say Frank Bainimarama and Aiyaz Sayed Khaiyum should disclose monies they hold and show transparency in the dealings of family members - a particular reference to Khaiyum's accountant aunt, Nur Bano Ali, who is known to have her fingers in many pies.

The statement is as follows:

Political parties call for accountability and transparency from the Prime Minister and the Attorney General

1.    In a joint statement issued today Fiji’s major political parties have called on the Prime Minister and the Attorney General to disclose their incomes and assets, including properties they have acquired since seizing power.

2.    They should also disclose moneys held by them in their overseas accounts and properties held there, if any.

3.    The statement said that it is a well-known fact that the Prime Minister and the Attorney General and their close family members have acquired several up market properties in Fiji since 2006. They must in keeping with their oft-repeated calls for transparency and accountability declare their finances and assets and liabilities to the nation ahead of asking political parties and their officials to do so.

4.    The Prime Minister must also explain to the people why, as Finance Minister since 2008, he has refused to accede to repeated calls to publish government accounts and finances and the Auditor General’s reports thereon, as required under the Finance Management Act.

5.    Why is the Prime Minister flouting the law on government finances? He must also explain why the audited accounts of the Prime Minister’s Flood and Cyclone Relief Funds are not published for the information of the people and the donors.

6.    And why, we ask has he continued to block the audit and publishing of the RFMF Regimental Funds?

(Page two of the statement)

1.    If the Prime Minister and the Attorney General refuse to themselves submit to the accountability and transparency requirements they are demanding of the others, then it is plainly obvious that they have much to hide from the people.

2.    It is well known that official corruption is at an all-time high under the current administration. Indeed, Transparency International has excluded Fiji from its Corruption Perception Index listing 178 countries because of a lack of data and in its last 2010 survey on Budget Transparency it gave Fiji zero out of 100 points saying it is virtually impossible for Fiji citizens to hold its government accountable for its management of the public’s money.

She's ditched the Elvira look and is now rocking a mild form of "Shazza the Banshee but not quite Rihanna" look? Yeah, look No. It's a bit of a long shot. But I digress.

Commendations, Salutations & Kudos to the political parties coming together. Bring the nation together and lead us so that we can vanquish the usurpers. Maybe now you can FINALLY make good on the multi-party provision that the very much alive 1997 Constitution provided for.

Excellent. And while working together i plead with you all to work take a step further and organise National marches in all major towns and cities, in support of your written submissions demanding the same from this illegal Govt.

Mass demonstrations would be the best example and of peoples'togetherness in our unity against the illegal Govt.

It is better done now while the topic is hot and the illegal Govt hasdropped its pants exposing its despicable disregard for our rights and dignity

They want to be government but don't want to be accountable. In any country but Fiji the position of prime minister and acting prime minister is political.

Bainimarama and Khaiyum have both assumed the title .... Khaiyum is even called acting PM in the Fiji Live story!

They are kidding no one but themselves, Carr, McCully and sleepy eyed Fijians.

We are not officials of a political party and do not have to comply with the provisions of the Political Party Registration Decree 2013, says Fiji’s Attorney General and Acting Prime Minister, Aiyaz Sayed-Khaiyum. He made the comment while reesponding to a joint statement issued this afternoon by the Fiji Labour Party (FLP), Soqosoqo Duavata Lewenivanua (SDL), National Federation Party (NFP), United Peoples Party (UPP) and the Fiji Islands Council of Trade Unions (FICTU) which called on the Prime Minister Commodore Voreqe Bainimarama and Sayed-Khaiyum to disclose their incomes and assets, including properties they have acquired since coming into power. The leaders demanded that the pair should also disclose moneys held by them in their overseas accounts and properties held there, if any. Sayed-Khaiyum said the Prime Minister and himself are not politicians and if they were then they would comply with the provisions highlighted in the new decree. “By trying to personalise the issues, these politicians are again demonstrating their vulnerability as non-transparent officials of political parties,” said Sayed-Khaiyum. He said the current government is the first government in the history of Fiji that has created an independent corruption commission, it is the first to unreservedly ratify the UN Convention Against Corruption ("UNCAC"), it is the first to invite a peer review of its compliance with UNCAC and also the first Fijian government that has revamped the criminal laws to widen the scope in respect of corruption, abuse of office, fraud and impose stricter penalties. He also said they have already made a commitment to put in place new laws regarding freedom of information and Code of Conduct for public office holders, which will include declaration of assets and liabilities but these laws are currently being drafted. He is also calling on political parties and their officials have to comply with the provisions of the decree. By Mereani Gonedua and Reginald Chandar

What's good for the goose is good for the gander regime folks!

Perhaps Bainimarama might like to get the ball rolling with his financial kiss & tells & reveal whether or not Mary Makitalena Bainarama put down 1.5mill for the Solanki property in Domain -- a far cry from her ghetto public housing roots in Raiwai.

Aiyaz has certainly moved up in the world as well. Moving from his parents digs (with his personal police guards & guardhut funded by taxpayers even though there is a police post a couple of meters away) on Lovoni Rd to a swank 54 Vunakece Rd palace in Namadi.

And dear old aunt Nur. How on earth did you manage to lavishly upgrade your office from a pokey hole in the wall to taking over a whole floor complete with modern glass & decor fit-outs?

Ask any police investigator & they will confirm that this is the most common way to catch thieves -- they're actually stupid enough to openly flaunt their ill-gotten means.

Fijiana said...

It saddens me to see how money and power can destroy a person's moral standard. In 2006 when Bainimarama took over the government, I was his ardent supporter. He had stated all the right reasons for his action. The intention were honorable and noble.

Unfortunately this one Khayum fellow inched in and side lined all the honorable and fair minded individuals inch by inch. The key players were sidelined
dishonorably.

With all my research and studies,I have concluded that any coup has a limited shelve life. This is just a short period of time frame. Rabuka may had gained this knowledge from his studies. Thus he did the right thing in accomplishing his goals. He was precise with his action.

It is my assessment that Bainimarama may have lost the plot. Now with power and financial gains it has become hard for him to give up the power. There is no exit plan for Bainimarama or Khayum.

Now having said that, and considering the recent actions of the regime, it is humble opinion that the only way to go back to democratically elected parliament is to get UN and International community's involvement. The people of Fiji will have to sacrifice and push the issue to the max.

I would suggest that some eminent groups or individual's intervention may be needed. People such as Bishop Desmond Tutu, President Jimmy Carter, Rev. Jesse Jackson, President Bill Clinton are some of the names I may suggest. These people are intelligent, understand the politics, and are humanitarians. I am sure that this may be something to think about.

Let's start a discussions on this subject. I would be interested in seeing how many others are there that are like thinking people.

Its rediculars what Kaiyum was saying that they were not political office bearers, who is he trying to fool? Why calling themselves pm and acting pm? Aren't they supposed to be politicians?

Ladies and Gentlemen of Fiji, they have now no where to hide, use your brains, and God given wisdom, we don't need Aust, NZ, America, or the UN to settle our problems, we do it now, only then they will assist us.

They are not government. Kaiyum just declared that, so why the wait, act now, and put all of them in jail and throw the keys away. Tu Peni, Ratu Jone, you have 500,000 strong majority that will back you up, civil war is the only answer to this problem, we only need one Butadroka spirit individual to ignite it, so do it now before its too bloody late and our beautiful Fiji will be gone forever.

To all Indo Fijians in Fiji, you should back us on this, because these two thugs are creating hatered among us, do not fear, just stand with us and let us tackle this together. Thank you Chaudar FLP, NFP, and others like you, don't worry about their stupid decrees, they can shove it up their rear

Thanks Anon @ 1:21pm for that -- but it really is incumbent on Bainimarama & Khaiyum to come clean themselves.

The People are paying for them - every little thing they enjoy today from flash houses, official cars, the food they put on their tables, their ability to pay bills, the iPads, the iPhones, their booze for piss-ups at Traps, their family getaways for NYE at Naviti, the course fees at USP, the nice imported toys for grandkids from Prouds, the fine china from Tappoos -- all of it is only possible because the taxpayer pays for it. And in return, you would think that the illegal & treasonous regime would have the courtesy to be just a little bit grateful and say "look thank you taxpayers, this year you paid me X & what I now have to my name is Y, and this is how we did on our 2012 Budget, and the Auditor Gen's report shows that we're still a bit off the mark here, here & here".

But naturally taxpayers are not holding their collective
breaths because these criminals are not elected, they are not accountable to anyone BUT love setting standards they themselves can't keep, while they crack the whip at the modern day slave taxpayers to toil faster & harder as they sip their ill-gotten Pinot Noirs.

The buck has to stop somewhere and until they themselves come clean, they have no right to be making any such demands on anyone -- meanwhile they're heading down a rapid decline on the popularity stakes.

The biggest problem in fiji is ASK, Nur Bano, Mohammed Shaheen, one Mrs Shammem, Riyaz Kaiyum. Majority top positions go to muslims. iTaukeis pliz do not blame all the indians because of muslims. The indian community is also hurting. No jobs for children, the income from the sugar cane production has plummeted, the cost of fertilizer has rocketed, the prices of food has skyrocketed. Bring back SDL but with no racist policies. We just want good government and nothing else. We dont want Chaudhry even. God bless SDL.

But when they challenged to show transparency as governments are required to do, they they're not government officials so not bound by rules. Either way this gang is illegal, unelected and unsupported.

@Fijiana. I don't know whether you are Fijian or Kaivalagi. You stated that you supported him.

So you support Coups.

You obviously don't believe in the democratic process.

So we can see that you have this stupid argument right throughout your blog.
You said his "intentions were honorable and noble"
You are obviously blind.
This man did the Coup for no other reason but to avoid jail when Commissioner Hughes was investigating the previous coup.
How come you the only person in Fiji that doesn't know that?
You want discussions? You can fark off with your discussions.

I don't know whether you just came lately to C4.5 or whether you've been hiding under a rock.
Its obvious that you don't know what's going on.

Why bring people like Bill Clinton or Tutu?
What the fark is wrong with bringing back Qarase.
After all he was voted in by the people.

We don't want "discussion"
Fark off with your discussion.
This is not the time for discussion.
This is the time to arrest these 2 thieves.

There is no place for the racist SDL, FLP or UPP in modern Fiji. Likes of you have contributed to the downfall of this country.

You personally are answerable to the people of Fiji. What was your involvement in disappearance of the girls from Raki Raki? What was the discussion between Dip Chand and you while he was in custody? You are not a lawyer, so what strings did you pull to meet with the than accused Dip Chand, in privacy?

George, you have a lot to answer!!!

Just want you to remember I am watching you and WILL MAKE SURE that your day in court will be sooner than later.

Maybe you are going through learning curve and reading at your colorful language, you seem to be uneducated with very minimal vocabulary. That is why you resort to obscenity.

Your question:

Why bring people like Bill Clinton or Tutu?
What the fark is wrong with bringing back Qarase.

You need to get your head examined. Qarase is insignificant. He has never served Fiji as a Fijian. A Nationalist and was only concerned about his pocket. Qarase is now a "jailbird" a criminal, and has no place in Fijian politics. Besides do not insult Bishop Tutu, Bill Clinton and others who have served their prospective countries and the world. They have sacrificed and unlike Qarase have not"facked" (your word) their own. There is zero comparisons between the parties. For all that I am concerned, Qarase may wrought in jail. He is no better than Mahendra Chooro.

This is time to unite all the big political parties in Fiji to fulfill the criteria of the bias decree of this illegal government. For you George Shiu Raj it is pointless to hate Mahend Chaudhary becuase of his support for the 2006 Coup and its illegal leader. I think he had learned his lesson. Please note that we always can learn from our mistakes and poor judgement. I suggest to all the old politicians, to prepare handouts and distribute them to your supporters by informing them the risks we are going to face if this illegal regime is going to continue to govern our State Finances and Resources. From my own personal observation, assessment and analysis of this illegal regime performance, reporting, accounting and managing government resources, I have no doubt it is the worst corrupt government for Fiji since our nation was ceeded to great Britain in 1874. It is also the government that can promote racial hatred in Fiji, religion differences, (muslms against other religions),the rich and the poor gap has widened more than before because bias decrees, etc, etc,.Last but not the least, let me remind the top government investigators in the Auditor General Department, Fiji Islands Revenue & Customs Authority, FICAC, and RBF please check the compliance level of this regime and their leaders. I am sure the level of white collar crime committed by those in power is very high.

Editor,
Can Pat Chute (Fiji Sun 18/1) tell us why he is ONLY writing in now to say Father Kevin Barr should "stop all involvement with political issues, wages council, letters to editor" etc and not "meddle with union and government affairs" and to " stick to spreading the word of God and serving the community/parish"?
Why for instance did he not write in when the self- appointed PM Frank Bainimarama handpicked him to be the chair of the Fiji Wages Council?
Is Mr Chute objecting to "all" of Fr Barr's "involvement" or, a certain kind of involvement? The kind that the Frank Bainimarama military regime does not like?
I think Fr Barr is doing God's work the way the his faith dictates.
And, he was been doing good work.
When some people do good work for the poor in society others especially the powerful and the privileged get rubbed the wrong way.
Isn't that the sort of thing that happened with Jesus Christ?
I think Pat Chute should do whatever he is doing and leave Fr Barr to do what he is doing.
That is the decent way to proceed in a society that the Bainimarama regime purports to be heading towards "true democracy".
sincerely,
rajend naidu

If I may add a brief comment to Rajend Naidu of Sydney and inform the IGNORANT TWIT named Pat Chute (whose letter I haven't read and will not bother to look for now) to read up on the Catholic Church's teaching of the Doctrine of Social Justice, so he might gain some understanding of the responsibility that Catholic priests, missionaries as well as lay people carry in the public AND political arena. It's a lifetime responsibility... Where there are human beings, there will be politics AND there will be Catholics. Get used to it!

Now keep your attention and efforts focused on ridding the tyrant bainimarama and his gang of thieves.

Please allow me to refresh your memory. 2006 election is VERY questionable!!! SDL government had printed in excess of one million ballots while there were only 500000 or less registered voters. So wake up and smell the java.

You are so right when you say "Birds of a feather stick together".

So if the shoe fits wear it. I shall not waste my time with your stupid comments. Moce

An article that really nails it:

Carr must toughen up on Fiji:
The Australian

FOREIGN Minister Bob Carr has undergone -”enjoyed” would surely be the wrong word – a sharp learning curve over recent weeks. In diplomacy, it’s often the small things, the small places, which trip you up.

Among the scores of worthy speeches and hundreds of helpful media releases made over any year by a foreign minister, it is the mispronounced name, the incorrect title, the slip of the tongue that may never be forgotten.

Getting the detail right can elude people anywhere. And Carr has suffered for a failure of concentration and consistent attention to the plight and the politics of Fiji, for which even the distractions of membership of the august UN Security Council is no excuse.

Fiji is becoming an irritant at the UN, too, bizarrely chairing a lobby group of developing countries, handing military ruler Frank Bainimarama a new platform. Fiji may have a population of a mere 900,000, but for 25 years now, since the first of its four coups, its governance has required sustained focus from the dominant power of the region: Australia.

For all the feigned insouciance on the part of the military regime in Fiji, the claims that it is Beijing that really matters to them now, people there watch like hawks Canberra’s responses to the twists and turns of the political game being played out.

The recent perverse train of events began with Bainimarama and the President he appointed, former army chief Epeli Nailatikau, rubbishing on national TV the draft constitution that emerged from lengthy consultations and 7000 submissions.

The draft was drawn up by a constitutional commission led by one of the world’s top constitutional experts, Yash Ghai, who is in constant international demand. Instead, Bainimarama said his legal experts would now produce, in under a month, a draft to be considered by a constituent assembly he is about to appoint. Its final product will provide the basis for elections next year. This new document will entrench all the 85 decrees the military has handed down unilaterally since seizing power in December 2006.

Fijiana - your silly comment about SDL printing a million ballot papers for 1/2m voters shows how much you know about Fiji. You dickhead, under 87 constitution there were two votes for per voter. One for communal candidate and one for open. thats why one ballot paper for 1/2m voters. engage you brain before your mouth next time. pull your head out of Nazhat Shameem dirty asshole in full of shit boy.

@Fijiana, the problem with you and Frank is after 6 years you haven't produced any evidence that would stand in a court of Law.

You and Frank are all mouth.
You've raided hundreds of places and offices and confiscated computers etc BUT HOW MANY PEOPLE HAVE YOU ACTUALLY CONVICTED?

All we can see here is you perpetuating a lie.

Well guess what, we know why this arsehole did the coup and THERE WILL BE NO IMMUNITY.

He has to face the courts like everyone else then we'll see.

I wonder what is the punishment for treason? Hmmmm....

FBC TV the regime propaganda machine had been showing the movie INVICTUS about twice. This is about the changes in south Africa after apartheid. How the nation of South Africa was united by Mandela. All the inspiring words by that great man that galvanized the black south Africans to work with other races. What the propaganda machine failed to show the viewers that Mandela went to prison first for a very long time before he did any of those things. Unlike these coup coup people in fiji, they are running away from the law and trying to dodge prison time. They think their inspiring words will change the hearts & minds of the people. This people power, they want to decide for themselves not manipulate and decree them into agreement. Take all the money you want but you will always be remembered as a thief Bainikhaiyum. You both have the DNA of Saddam Hussein. Rob the people at gun point, cause trouble with your neighbors and forge ties with countries who will only bring more trouble to fiji. What happened at Saddam will happen to both of you and your supporters.

rajend naidu said...

The movie INVICTUS is about Nelson Mendala's inspirational leadership. One has to be an idiot to equate it with Frank Bainimarama's conspiratorial leadership.Mandela's leadership was based on asserting the peoples' rights to democratic freedoms and human dignity and governance based on the free will of the people. Bainimarama's leadership is based on asserting his claim to rule over the people without their consent and to deny them their democratic rights. Mandela's name and fame will live on long after the great iconic leader is gone. Bainimarama will be consigned to the scrap heap of history - as is the fate of most dictatorial rulers.
