Newest decree hints at Bainimarama's presidential ambitions

Where does the regime's newest decree leave Fiji's self-appointed prime minister?

The Political Parties Registration, Conduct, Funding and Disclosure Decree says all new and existing political parties must be registered within 28 days and have five thousand signatures - where is Frank Bainimarama's party and will it register?

The new decree also stipulates that no-one holding a position in the RFMF, police, government boards can be members of a political party. 

If Bainimarama is to launch a party (otherwise how will he and regime members engage in the elections and secure seats in the new Parliament), then he will have to resign as commander of RFMF. 

Will he do this - or will he ascend to the all powerful position of president and someone else front the party?
    The terms of the Political Parties Registration, Conduct, Funding and Disclosure Decree outlined today is clearly aimed at killing off any competition.



    As already noted above, all new and existing parties will have 28 days to register from this Friday, when the decree comes into force.

    According to the decree the names of political parties also have to be in English and have a membership of five thousand. 

    Furthermore, two thousand of them have to be from the Central Division, 1,750 from the Western Division, one thousand from the North and 250 from the Eastern Division.

    Previously, political parties needed just 180 members to be able to register and numbers certainly weren't dictated.

    The decree also says each party needs to have a branch office in each division and five people are required to register the party. The cost? Just over five thousand dollars.

    It also restricts public officers, including union executives from starting a party and political party funding restrictions for all organizations including companies, unions and NGOs.

    And as already detailed, anyone who has been convicted of an offence for a period of six months or more in the last five years cannot be a party official.  

    Political parties will also not be allowed to accept donations from overseas governments, local companies or even NGOs - they are expected to survive on membership fees.

    Independent candidates are not excluded from the decree - they are required to declared their assets, in Fiji and elsewhere in the world.

    As it did with the draft Constitution, the regime is not leaving anything to chance and is eliminating every potential hurdle to ensure its elections go the way it wants it to.

    Unfortunately for the regime, it gives itself away with every decision it makes and every draft it burns.

    Oilei-SDL is dead. Now SDL has to change its name. It should change its name to Fijian Nationalist Elite Party or Fiji for the native fijians only. There will be no QoliQoli Bill as party's cant have discriminatory policies. This is real clean up. Fiji is for everyone including Vutaki Meo,Kamlesh Kumar and Graham Davis.

    We already have political parties that have been telling us for years that they represent the people so they must already have the membership to register.

    What Fiji needs are political parties that consist of representatives that want to work for the people and not representatives who just want the job.

    They need no funding from outside of Fiji.
    They dont need 28 days to get their act together.
    The party will not have the military,the police,union leaders,members of the judiciary,civil servants or other public figures simply because there is not going to be any political party and ultimately no elections.
    That had always been the plan.

Bainimara only toppled Qarase government becuase the country under Qarase was going under economic ruins. eg 35 cabinet ministers, Qoliqoli Bill, no economic growth for 5 years, high levels of corruption ,nepotism, decline in standard of living, increase in poverty, rise of squatters, eviction of innocent indian tenants, decline of sugar production, a defunct public service, deteroriation of infrastructures eg roads, water, electricity, low levels of overseas investments, uprising of nationalists, lack of economic direction.     Below is a note by Father Kevin Barr recording his encounter by telephone and text with Fiji's Dictator Bainimarama. The dictator abused and threatened him over the phone and text messages following a letter to the Fiji Sun editor by Fr Barr making reference to a Chinese Flag being included in a new Fiji flag following announced changes by the Dictator himself.



    As often told by others who know the Dictator, this type of angry, abusive and threatening behaviour where, swear words flow profusely from his mouth, is fully in keeping with how he treats those he dislikes. It just goes to show how Fiji and its people are being forcibly ruled by a mentally unfit lunatic who has no qualms whatsoever of abusing even a priest. Let the world know of this vile and vindictive behaviour from someone who dare call himself the leader of a government, be it an illegal one.

    A SURPRISING DAY IN MY LIFE




    On the morning of the 10th January I was at my desk at the PCN Office when the phone rang and someone who said he was a Colonel in the Prime Minister’s Office asked if this was my number. I said it was and he hung up. A few minutes later I received a call from the Prime Minister. I greeted him and wished him a happy New Year. Then in a very angry voice he said that I should apologise to the people of Fiji for my letter concerning the Fijian flag in the newspaper. I said that I thought it expressed a real concern with a touch of joking humour.



    The PM said it was irresponsible coming from a recognised leader in the community. He stated he was not a Catholic but a Methodist. He then called me “a fucked up priest” and said I had become anti-government. He said he used to try and help me but would do so no longer. I said I would be prepared to come and speak with him. Instead he repeated I was a “fucked up priest”, threw in a few swear words, told me to go back to where I came from and put down the phone. His tone was angry and really over the top.







    A few minutes later there was a text message on the phone from the Prime Minister which read:



    “I think you owe the people of Fiji an apology for your childish comments. You give all Catholic priests a bad name."





    I was about to go to lunch when another text message arrived saying:



    “Fuck U arsehole. Stay well away from me.” I texed back: “Thank you Sir for the nice words. If you want me to apologise I will do as you wish.”



    As I was having lunch another text arrived:



    “Start saying your goodbyes Father Kevin James Barr, Australian national, work permit as a missionary, expiry date for permit 31/12/2013.”



    I did not reply. Then came the final text: “Go and be a missionary in China”.







    When I returned home about 4.15 there was an apologetic call from the Ministry of Housing saying they had been directed by government to withdraw my membership as a Member of the Housing Authority and Public Rental Board and that a letter would soon be delivered to me on that issue. In some ways I was expecting this vindictive reaction. I also suspect that others apart from the PM were involved. The Land Force Commander is noted for his coarse language and the AG for his vindictiveness.

    Fiji's Bainimarama appointed chairman of G 77

    Fiji's interim Prime Minister, Commodore Frank Bainimarama, has been appointed chairman of the United Nation's biggest voting bloc, the G77.

    The grouping consists of more than 130 developing countries, plus China.

    It is also the first time that a Pacific nation has been handed a 12 month chairmanship of the G77.

    Commodore Bainimarama accepted the chairmanship from Algeria and thanked member nations for placing trust and confidence in Fiji.

    "On behalf of the people and government of Fiji I assure you once again that we will work tirelessly with all of you to promote the principles and objectives of our group in the different international forums, and I thank you," he said.

    Commodore Bainimarama says he discussed his country's efforts towards democracy during a meeting in New York with the UN Secretary General Ban Ki-moon.
    Prime Minister Bainimarama says he briefed the Secretary General on his government's roadmap to return Fiji to full democracy, including the drafting of a new constitution and the plans for nationwide elections in 2014.

    A DECREE WITH MALICIOUS INTENT

    The latest Decree (Political Parties) goes a long way to ensuring public accountability and transparency by political parties. To that extent the Decree is commendable.
    However, the inbuilt malicious intent to deny most current politicians from holding executive positions within a political party is not just deplorable, but downright disgusting, especially when Frank Bainimarama, Sayed-Khaiyum, Epeli Nailatikau and other interim ministers don’t consider themselves holders of public office.
    Hence, they are EXEMPT from the provisions barring holders of public office from contesting the elections!!!!!
    In their attempt to weaken the executive structures of political parties, they’ve decreed that holders of public office, boards of statutory bodies, police, army, trade unionists, etc (which for convenience could mean all and sundry) cannot hold political party office and in some cases, cannot contest the next general elections.
    In so doing, there are brazenly and without shame, stacking the odds in their favour. So much for equal citizenry!!!
    Having moved in the direction of eliminating Qarase and Chaudhry from the race, they’re now targeting Mick Beddoes, making it almost impossible for him to meet the requirements to register the United Peoples Party as a political party. Beddoes will struggle to achieve the membership by geographical location criteria. His party has been largely minority-based – meaning Fiji citizens whose interests were largely ignored by the larger political parties.
    Felix Anthony and the FTUC were destined to remain on the political fringes the moment they fell out of favour following the differences that eventuated when there was a parting of the ways over the FNPF/Natadola matter.
    Attar Singh of the NFP has also not been spared in this cleansing exercise by the regime.
    All of this, of course calls into question the issue of proportional representation and probably gives us advance notice of a return to the “First-past-the-post” system of election, even after all of the regimes’ grandstanding about the need for a more equitable form of political representation.
    Qualified Fijians who have much to contribute to this country are also being discouraged from seeking election to Parliament. The need for them to publicly declare their assets and liabilities is somewhat of a contradiction when nowhere in all of the decrees to date do we have any requirement for Bainimarama, Khaiyum and their followers to declare publicly the PUBLIC funds they’ve received since 2006.
    The decree, makes it difficult for political parties to meet all the requirements within the grace 28-day period, and requires them to concentrate their efforts between now and elections in 2014 on ensuring they are indeed registered. Leaving that dilemma to the politicians, Bainimarama and Khaiyum have afforded themselves the freedom to continue to concentrate their own efforts on endearing themselves to the electorate between now and 2014. Come election time, because they’re not holders of public office, they can then form their political party and contest the elections. All fair and square!!
    Will they win? That remains to be seen. If their malicious intent turns into a “spit in the wind”, then they will have themselves to blame if they fall flat on their faces. In any event, the malicious intent of the Decree is more a case of cutting the nation’s nose to spite the faces of a few.

    UN chief Ban Ki-moon has demanded that Fiji's military rulers to restore "legitimate" government and adopt a democratic constitution.
    Ban met with the Pacific country's Prime Minister Voreqe Bainimarama, who seized power in a 2006 coup, on the sidelines of ceremonies to mark Fiji becoming head of the Group of 77 developing states.

    Bainimarama has promised to hold elections in 2014 after a new constitution is adopted but this month rejected a draft version prepared by an academic panel and said his government would draw up its own version.

    "The secretary general emphasised the need for Fiji to restore legitimate government and constitutional order as soon as possible," said UN spokesman Martin Nesirky.

    "He reiterated his expectation that the process leading to the adoption of a new constitution in Fiji will be transparent, participatory and democratic, in line with internationally recognised principles," the spokesman added.

    Though Bainimarama has rejected a draft version drawn up by a panel led by Kenyan academic Yash Ghai, he has still committed to finishing a new version by September 2014 so elections can be held.

    Fiji is taking over the G77 group for one year.

    The group is now made up of 131 countries, including China, which make up the biggest bloc of developing countries at the UN.

    Ban and the Fiji prime minister also discussed sustainable development, UN development goals and a looming summit of small island states.

Question 2, the intention of large political parties proposed here goes completely against the spirit of the Closed List Proportional system which would have encouraged smaller parties. Is this annoucement tantamount to saying that the electoral recommendations of the Ghai Draft are also out? Question 3: Is this intended to scuttle the autonomy of the Constituent Assembly, hand-picked though it will be?

    Cabinet Ministers can join political parties

    Public office holders such as the President of Fiji, Prime Minister and all cabinet ministers can be applicants, or members of a political party.
    A criteria set out in the new Political Parties Registration Decree 2013, exempts these public office holders from the restrictions outlined in the decree.
    The Attorney General Aiyaz Sayed-Khaiyum says only those on government boards, civil servants and unionists can’t be politicians.
    “A public officer is someone who is a member of a statutory body, or a commission or a board. For example is I am a board member of AFL, I cannot be a member of a political party nor can I be one of the original members of the 5,000, nor can I be a judge or a magistrate, nor can I be holding any office in the public service including the Fiji Police Force, the Fiji Corrections Service or the Republic of Fiji Military Forces. Nor can I, for that matter, be an official of a trade union.”
    Most political parties when contacted today said they’re waiting to study the Decree.
    Copies of the Decree are expected to be available later today.

    COMMENT: So, the current leadership does not consist of public office holders although they receive their pay from PUBLIC FUNDS. Is this an admission also that they are illegitimate office holders, having assumed power from behind the barrels of RFMF guns rather than through a legitimate vote by the people????

    Who exactly are these 5000 required members of any political party.

    Surely, the mass of the voting population are going to wait to hear and digest what each party is 'selling' before they choose which party to vote for.

    If there are so many in Fiji that simply align themselves to a 'party' no matter what that parties manifesto is this is not the way to progress.

    Anon@2.47. In most democratic nations, a public servant has to resign from his/her post if they want to contest the election. Winning would be good but if you lose, it's a risk you have to take. This would eliminate double dipping. Well Voceke is 1000-dipping so he's doing ok the pig.

    Come the end of of the 28th day, the Pig will say " We gave them the opportunity but they were not interested. SO......I [NOT "We"] will carry on indefinitely".
