Aiyaz Khaiyum cohort in Sydney hospital after stroke

Suva City Council's Special Administrator, Chandu Umaria,
is in a Sydney hospital after suffering a major stroke.

Umaria collapsed at his son's Sydney home before New Year and was taken to St. George Hospital in Kogara where he was diagnosed as having had a stroke.

His left side is completely paralyzed and he is unable to move out of bed. 

Chandu Umaria was responsible for kicking ordinary municipal employees in the stomach by helping the illegal attorney general, Aiyaz Sayed Khaiyum, corral workers under the Essential National Industries Decree.

election and was planning to contest it under the banner of any political party formed by Frank Bainimarama and Sayed-Khaiyum. 


That dream has become a nightmare with sources saying Umaria is more than unlikely to recover from his paralysis. 

Sources say he suffered the stroke just days after declaring his political ambitions and soon after landing in Sydney.

    More than 37,000 people including senior citizens and persons with disabilities are currently benefitting through the bus fare subsidy scheme.

    Permanent Secretary for Ministry of Social Welfare, Women and Poverty Alleviation Dr Josefa Koroivueta said 36,280 people are elderly who are 60 years and above while 1,331 people living with disability are the beneficiaries of the bus fare subsidy.

    In 2011, an agreement was signed between the government and Fiji Bus Operators Association that allows elderly persons with the age of 60 years and above to pay half the fare while persons living with disabilities are eligible for free bus fares.

    Meanwhile, the National Council for Older Persons has received a budgetary allocation of $200,000 to carry out its plans within the framework of Fiji’s Ageing Policy.

    Prime Minister Commodore Voreqe Bainimarama says his Government “is finally unleashing the economic potential” for northern Vanua Levu.
    He spoke of new roads and the commissioning of the $14 million Seaqaqa-Dreketi Electrification Project which he switched on yesterday.
    “We have made it a priority to develop Vanua Levu for the benefit of its people and the entire country,” he said.
    He said around eight communities would initially benefit from the project that had the ability to add more as the region developed.
    “It is an important milestone in my Government’s effort to develop the North as the people in this corridor from Seaqaqa, Batiri to Dreketi are now given this opportunity.”
    He said as the new road from Nabouwalu to Dreketi was being developed, the Government was acting in a very real and practical manner.
    “We are finally unleashing the economic potential of the Northern Vanua Levu, laying the foundation of new investment, job creation and prosperity,” he said.
    “By providing electricity and proper road instead of a dirt track, we are creating the basic infrastructure that every society needs to grow.”
    Speaking at the Maramarua Primary School in Dreketi, Macuata, he said the electrification project was the culmination of two years’ work to install a new 33,000 volt Transmission Power Grid to Dreketi via Seaqaqa.
    “This is jointly funded by the Government and the Fiji Electricity Authority that will provide power along the 70 kilometres from Labasa to Dreketi.”
    Meanwhile, the chairman of the Fiji Electricity Authority (FEA), Nazham Udin, thanked the staff and workers of FEA for their hard work and making the project successful.

    In a bid to employ more locals and the right people most effectively, managing director/chief executive Stefan Pichler said they made a series of changes.
    “We have replaced the General Manager IT (information technology), who was based in London, with a local General Manager.
    “You can’t be head of our IT in a 12-hour different time zone and try to manage without having face-to-face contact with your team.
    “We also got rid of the expat Airline Programme executive general manager because this role basically had nothing to contribute to our business.
    “We restructured operations and replaced two expat GMs (general managers), accountable for our Guest Services and the worldwide Ground Operations by one Manager heading both functions.
    “The outgoing General Manager Ground Operations is someone doing this job from Los Angeles, and this cannot work either.
    “You can’t run all our airports, and most of the work is in Nadi and Suva, if you live in Los Angeles and hop over to Fiji for one day a month.
    “In this context, we have also replaced the American expat Head of Safety and Security with a local and very talented manager.
    In earlier interviews, Mr Pichler had made it clear he was not in the favour of hiring expatriates and consultants when qualified locals can do the job.
    He also questioned the number of consultants being employed.
    He said, the airline had to develop its five-year strategy.

  54. More than 600 communities around Fiji are under threat from rising sea levels as a result of climate change.

    The claim comes from military leader Frank Bainimarama - he says villagers have had to endure floods, and seawater has softened the ground and accelerated rot in houses.

    Forty two of them have been identified as being in urgent need of relocation.

    Mr Bainimarama has launched a relocation project starting with one of the villages in the outer islands, building 30 new houses and putting in a water supply.

    Rising sea levels is a critical issue. Bai will only look after his supporters.

    He learnt much from his predecessors. Former Fijian governments looked after their own and neglected everybody else.

    Will any of the political parties have a policy of fairness and equality and needs basis?

    The plan was for these two to be included in their new political party. The plans have backfired in their face - Praveen Bala killed one person in an accident and will be sentenced for manslaughter, and Chandu Umaria has had a stroke and is bedridden.

  86. In my conversation with indo-fijians, it is apparent that majority will vote for FB and his party. For them, NFP is dead and MPC led FLP is no longer to be trusted. On the other hand, the choice between FB and Sodelpa is an easy one between a moderate and nationalist.

    However what surprised me was an itaukei colleague returning from his village after x-mas and new year that majority of his village and island residents will vote for FB as they have witnessed a lot of development.

    Tension has been high on Fulaga Island in Lau after an 82-year-old woman was allegedly raped on Friday.
    Police and medical teams will be heading to the island from Lakeba.
    A 37-year-old suspect who is believed to be not from Lau, has been taken into a pastor’s house in Fulaga for his protection.
    Lakeba Police Station’s station officer, Inspector Samuela Vakaloloma, requested the Commissioner Eastern, Lieutenant- Colonel Netani Rika, who is on a tour of the Lau Group, for a police team to head for Fulaga to investigate.
    Five Police officers, who are part of the Commissioner Eastern’s tour, will be joined by some officers from the Lakeba Police Station.
    The MV Iloilovatu is now scheduled to sail to Fulaga on Tuesday.
    The 82-year-old woman is in a serious condition and has been bleeding heavily, Police say.

Leaving beside the question of what constitutes Eretz Yisrael or the land of Israel, no US or other government could or would force a peace agreement on the parties, much less give Israel an ultimatum to sign it by a certain date.

    I agree with you regarding the past ill treatment of Aboriginal in Australia. Sadly, the white man has gone all over the world decimating their rights and destroying their traditions and culture, let's not allow it to happen in Fiji.
    I can proudly say that I support indigenous rights all over the world and that I have many Indigenous friends and if you can take the time to absorb what I'm really saying in my previous comment, you'll notice that I support the Indigenous Indians as well!

Those places you mention are no doubt beautiful destinations for the wealthy, but can Fijians afford to live there or visit, or are they barred from entering, unless working for a pittance, like $1.20c and hour? And who makes the profit? the Regime gets its illegal cut, the Resort gets its profit after tax and Fijians get nothing.

    Fijians, that is Citizens of Fiji, should not allow themselves to become divided because outsiders have managed to create animosity between Indigenous Fiji and and non Indigenous Fijians.

    But this is being done by Indigenous Fijians!

    Ironically, it is the Soldiers themselves, who should hold Frank Bainimarama accountable for all those stolen Military Funds, but they seem to be blinded by Frank and aiyaz' propaganda, most couldn't even spell that even if they knew where to look it up in the dictionary! That sadly, seems to be the average ability now of the Military Personnel!

Cunning white man took vast swathes of best land in exchange for tobacco, guns, alcohol and other trinkets. Cakobau handed Fiji to Britain because he feared that a small group of well-armed, ruthless, rapacious, greedy, grabbing, cunning, conniving white settlers would tale over their lands and enslave native Fijians. many white settlers were from Australia. There were fears Fjians would be dished the same treatment as aborigines. Indians have not taken an inch of native land in all their time in Fiji.

    A FORMER Fiji resident now living in New Zealand is worried about her safety after being attacked in broad daylight near her Papatoetoe home last Thursday.

    Praveet Singh, 40, who moved to New Zealand in 2003, had gone for a walk when she encountered her attacker on the street near her home.

    The attack left Mrs Singh with fractured eye sockets, a broken nose and bruises.

    The mother of two had reportedly tried to seek help from one of her neighbours but the man continued to wash his car while Mrs Singh was being assaulted.

    The New Zealand Herald quoted a man who said he was reluctant to intervene as he had thought it was a domestic assault.

    Another neighbour was also interviewed and he stated he was afraid that he might be charged with assault if he had been involved.

    A 26-year-old man appeared in the Manukau District Court on Friday charged with one count of common assault and another of injuring with intent to injure.

    In a post on Friday on a social networking site, Mrs Singh questioned the unity of Fiji-Indians living in the Papatoetoe area and said she will never be able to feel safe in her own home and street.

    Mrs Singh posted that an intoxicated man punched and physically abused her "in front of more than 15 Fiji-Indians who stood and watched the entire ordeal like they were watching some show, while I screamed and yelled for help".

    "The Violence Against Women Decree is very clear. If a woman is being attacked and there are people watching and hearing the attack as it is happening and do not report (it), they can be taken to court. That's what is going to happen here in Fiji based on that decree.

    "The victim should be protected," said Minister for Women Dr Jiko Luveni in reaction to the incident.

    Great post which I agree with except for your last line which I have reservations on since ALTA (Agriculture Landlord and Tenant Act) which was embedded in the Constitution (i.e. cannot be amended like a regular Act of Parliament) was seen to be abused to deprive landowners (2-3 generations) of their prime, arable land... and was seen to be led by politicians like MPChaudhary who used it as their trump card.

    I voted for the Labour party for the first time in 2001 because MPC's government should not have been ousted in that manner - through a coup d'etat).

    MPC may be a good manager but he is not a leader; certainly not a visionary like JRam Reddy. He had excellent people on his team like Krishna Dutt and Atu Bain which bolsted his political image but ultimately, he squandered their political capital given the kind of person he had become by then.. (perhaps it had all been building up since 1987 and he just didn't have the humility to recognise his own shortcomings).

    Land usage for the "common good" needs to be handled with much political goodwill, honesty and far-sightedness to enable a win-win situation for both the landlord (mataqali which comprises of several i-tokatoka or families) and the tenant (Indo-Fijian farmer).

    I'm 4.16pm. So he should. Was there really 'no other way' to defeat the corrupt elitists fanning ethno-nationalists sentiments to keep themselves entrenched in Fijian society?

    Why didn't they expose and appeal to public's conscience - collective inherent sense of justice - of knowing right from wrong? And win their hearts & minds?

    Or if they did try (for instance, the tax-funded political campaign (along with the Ganilau party), against incumbent SDL govt in 2006) - why were Fijians not persuaded? In fact, they failed miserably at securing a decent number of votes.

    Was it because that those in their camp including mainboy were not without malice, had unclean hands and displayed a spirit of false self-righteousness (i.e were not without fault e.g the Regimental Fund refusal-to-audit saga).

    Seems to me that Fiji will continue on this vicious cycle at great cost, unless and until people acknowledge their shortcomings and admit to them "without qualification", for their good as well as for the good of the nation if they're still aspiring to lead. Instead of engaging in embarrassing attempts to save face (e.g. vote-buying tactics) when their masks had fallen off ages ago.

    Yes, Fijian land is sacred, yes, it should never be taken away but the fact of the matter is that changing demographics, increasing poverty, and increasing social problems make re-looking at access to land vital to Fiji's continued growth.

    Many developed countries at one point or another had to undergo land reforms to grow their economies.

    Fiji must also go down this path if all Fijians want to have a good life plain and simple.

    Also, I think that in this day and age where there are growing social problems, stubborn high unemployment and poverty, etc any Govt that comes into power promising that they will not take away your land even for temporary purposes should not be trusted. For one thing the current laws are in place that make this possible. Also, Fiji's many social problems will one way or another force Governments to deal with Fijian land access.

    Why do I say this? Well Chaudhry attempted to do it before the 2000 coup, LQ did it, and VB did it.

    In other words, the politics of land use has in Fiji become a partisan one in name only.

    Politicians who use this use as scare tactics should not be trusted because it shows that they are either uninformed or have no real game.

    After all, if Chaudhry did, LQ did it, and VB did it, who's to say then that future govts will not do the same???

    THE government is working with relevant stakeholders to see that fraudulent activities do not take place again in our bus system.

    Attorney-General Aiyaz Sayed-Khaiyum said that in the past, teachers and students were found photocopying bus fare vouchers before selling them.

    "We had a meeting with stakeholders last week and we are working with them to ensure that there is an e-ticketing system in buses which is agreeable to all the parties and proper laws are in place," he said.

    "We have a draft decree already in place which has been circulated to the vendors or solution providers, Vodafone, Digicel and the Land Transport Authority for their feedback.

    "We hope to receive their feedback in few days time before putting this law in place."

    Mr Sayed-Khaiyum said suggestions were made by stakeholders to amend the draft.

    He said this law essentially dealt with the standards that needed to be met in terms of various organisations and stakeholders working together.

    Mr Sayed-Khaiyum said issues raised with the stakeholders included the overseas practice where people did not buy cards but bought the value in the card.

    He said in this way, people would not be engaged in dirty practices again where vouchers were copied before being sold to students as done in the past.

    I'm saying that since 1999, whoever has been PM has had to deal with the issue of land access, regardless of whether the PM was elected or not. And it is going to continue into the future.

    Look at Japan's history for one, they became a developed economy in the early 1900s by increasing land use to pay for their transition from an agrarian society to an industrial powerhouse.

    So if any politician tells you that they will not deal with land access if they win office then I say they should not be trusted because that is exactly what they have to do to fund their policies.

    It is time all political parties in Fiji raise the debate on this issue rather than treating it as a taboo subject. They do no service to voters by side-stepping it.

    Then you want political parties to raise the debate but HOW EXACTLY do you propose that they do that under an oppressive environment dictated to by a junta whose been in power the last 8 years (EIGHT YEARS) - hey that's almost twice the term of many elected govts around the world!

  153. What "land access" issue?

    Native land is already available for access in Fiji.

    I know of Chinese people who are already making thousands of dollars leasing Native Land in Sawani and farming dalo, chinese cabbage etc etc.

    In this case its a win-win situation for the Landowner and the Chinese farmer.

    The farmer is obviously making thousands of dollars but the Fijian landowner seems to be happy with the pittance he is getting.

    But anyway they are both happy.
    And I havent seen any Chinese farmers being chased off the farm yet.

    In fact there is no problem of access.

    The problem comes when Tenants become too selfish and do two things.
    1) One is they behave like they own the land and feel they are owed something at the end of the lease period.

    Wasn't there an agreement that you will vacate the property at the end of the lease and leave it as it was or whatever other agreements written up in the contract.

    2) Some people are just too greedy.
    They lease the land for farming and then sub-lease it to Tourist operators or Transmission towers etc.

    Just imagine yourself to be the landowner & how would you feel being duped?

    This is why contracts are supposed to be written up properly in the first place.

    ANYWAY , YOU TRY LEASING A FARM IN AUSTRALIA AND SEE WHAT HAPPENS.

    WHEN YOU FINISH THE LEASE YOU FARK OFF FROM THE PROPERTY.

    I've seen Hotels coming up in Lau and Kadavu etc , of all places, and Foreigners getting land lease from Native Landowners.

    THERE IS NO LAND ACCESS PROBLEM IN FIJI.

    IF YOU PLAY FAIR, FIJIANS WILL LET YOU LEASE THEIR LAND.

    IF YOU START PLAYING TRICKS and start doing things not written in the Contract THEN BE PREPARED TO GET KICKED OUT.

  155. One of the major problems I gathered through this forum is when people start talking about native owned land or communal owned land because they tend to compare Fiji with other countries. This is an attempt to dilute the significance of land ownership and its cultural connection to the indigenous people of this country.
    Guys please if you compare Fiji with Japan then please apply to migrate to Japan, India or China. This is Viti and it shall remain the land of the Kai Viti FULL STOP. We Kaiviti we never talk about how you should run your religion, traditional culture etc.

    Who gave you the authority to publicly talk about something that is sacred and dear to us. Our identity is directly connected to our land. Development is good but it must be pursued according to the cultural readinesss of the people NOT dictated by greedy western/oriental style capitalist.

    We need to develop Viti according to our own pace but not subject to outside interference as quoted by the Fiji Rugby union Chair.

    BC is right about land ownership and access. Most Fijians own the land in name only. In reality land is in hands of big hoteliers, mining companies, water bottling plant companies, chinese farmers, indian cane farmers (who are rapidly diminishing) and some native Fijian famers also.

    These people invest in the land, work the land, and benefit from the land, with overall benefit also accrued to the nation. Elite Fijians including chiefs, who control their people, used to get most of the rent until recently. Rank and file native was largely owner in name only as he accrued very little benefit. But hey, if natives happy with this system, who we to talk.

    I have an Indian farmer friend who has acquired 3 other farms recently. The Fijian landowners had no hesitation in giving him the lease.

    We started out at school together and he started a small shop and also trucking business to transport Fijians and now he has real estate in Suva. The last time I saw him he was travelling to America for a holiday.
    And to think that this guy finished school at Class 5, while I pursued a University degree and then Post Graduate degrees.

    I still see him now and again and we remain good friends.
    He is by no means perfect but he has always tried to be fair.

    Most Fijian landowners just want to play fair.
    I dont think they lie in bed thinking of ways to dupe their tenant.
    If you play fair then they'll be your friend for life.

    Get well wishes have poured in for special administrator Chandu Umaria after he suffered a stroke in Sydney, Australia, while spending Christmas with family.
    SCC acting special administrator Bijay Chand said Mr Umaria was taken to St George Hospital in Kogara where he was diagnosed with stroke.
    “Mr Umaria is the back-bone of the council and we hope he gets well soon,” Mr Chand said.
    On behalf of the council, Mr Chand sent him get well wishes.
    Lami Town Council special administrator Jasper Singh said he only learned about Mr Umaria’s condition yesterday.
    “This came as a surprise to us and it is very unfortunate that he has gone through this medical experience,” Mr Singh said.
    “On behalf of the council we hope Mr Umaria reaches home in good health and once again starts living a healthy and active life.”
    A regular writer to the Fiji Sun’s letter’s column, Peggy Thomas, of Deuba said she was saddened and shocked to hear about Mr Umaria’s health condition.
    “My prayers and thoughts are with him and his family and we hope he will be on the road to recovery soon and be back on track with the continuation of the beautification of the greater Suva area,” Mrs Thomas said.
    Josefa Ratulomai of Nasese said Mr Umaria was a fighter and that he would recover soon.
    “Our best wishes are with the special administrator and his family in this difficult time and we hope he gets well soon,” he said.

    Could someone check the alumni from this university just to be sure. If he does hold such a qualification then well and good. But if not the FICAC should get their act together.
    I raise this issue as I have seen a number of interviews of Mr Umaria on TV and the guy appears to have little intellectual capacity .

More he has his daughter who has no Uni or FIT certificate working for SCC and also his niece working there, so it's all about who you know. Other students who graduate with great marks have no place to work as they don't know anyone like Chandu Umaria to give them placements for jobs.     Someone claims to have checked the alumni from this university and chandu's name is not there. It is suspicious because Chandu does not mention where he got undergraduate degree from. If true a full scale investigation is warranted.

    It's hard to believe Chandu Umaria would lie about a Masters Degree in Business Administration from Monash University because such a lie would be easily verifiable.

    Someone claims to have checked the alumni from this university and chandu's name is not there. It is suspicious because Chandu does not mention where he got undergraduate degree from. If true a full scale investigation is warranted.

  189. Latest news is that Umaria is back in the country but still on a wheelchair. And Khaiyum is continuing to extend his leave as Suva Special Administrator even though it is clear that he is unable to carry out his duties in that role. God Bless Fiji in the upcoming elections.
