Catholic Archbishop ardent in his faith Fiji on 'right path'

Fiji's long-serving Catholic leader, who supported the regime’s People's Charter, has passed away just two and a half months out from the elections he held so much faith in.

Archbishop Emeritus Petero Mataca died yesterday at Suva Private Hospital, aged 81.

Mataca was Fiji’s first ordained bishop and was hugely popular but divided the Catholic Church with his support of Frank Bainimarama and his illegal government.

Appointed Archbishop just two years after in 1976, Mataca went on to support the Peoples Charter and co-chaired the National Council for a Better Fiji with Bainimarama.

Unlike the Methodist Church, which challenged the illegal government, Mataca refused to endorse a statement by the Assembly of Christian Churches and the Fiji Council of Churches, which described Bainimarama and the military as ‘manifestations of darkness and evil.’



Mataca rejected the statement as hypocritical, saying the ACC and FCC had failed to denounce the 2000 coup.

He had criticised the George Speight coup, and the ‘discrmiminate destruction and burning of property, and looting.”

“It is the part of Fiji history (where) I am ashamed to (be) known as a Fiji islander,” he said at the time.

Mataca said the Catholic Church’s sympathy went to its ethnic Indian brothers and sisters, but heard, too, the frustration and anger of indigenous Fijians.

“We will journey with them until they feel secure in their identity, (in their) rights as indigenous (people) and in their stewardship of time, talents and treasures, including land given by God," he said.

In 2005, he accused the Laisenia Qarase government of hoodwinking church leaders into supporting a bill that offered perpetrators amnesty saying: “...... any stubborn effort by the Government to push through this Bill will be counter productive and will threaten Fiji’s future stability.”

A year later, he urged Christians not to get caught up in ethnic politics.

On being made a Companion of the Order of Fiji last year, he said “I think I am the only leader who has survived and come across all the coups in Fiji." 

He said he was planning to write a book and that "Fiji is on the right path.”


Yet another decree amended

Mataca's passing comes as Fiji First and its officials at last declare their assets.



What an anti-climax: Frank Bainimarama and Aiyaz Sayed Khaiyum were outed on their salaries and assets more than two years ago but both have played dumb despite repeated and renewed calls for transparency and accountability, even after they announced the September 17 election. 

Both have dodged, tarried, and delayed so many times their 'compliance' this week is meaningless.

Any disclosure now is bound to be less than what the people deserve with any real information sanitised or waved away.

And not unexpected, yet another decree has been amended. 
NFP: Targeted in amended decree

According to the regime the Political Parties (Registration, Conduct, Funding and Disclosures) Decree 2013, has been adjusted to ensure political party leaders and officials who assumed leadership roles after their parties were registered declare their assets and liabilities, along with those of their wives and children.

Khaiyum claims it is a result of 'lack of transparency' by  National Federation Party and Peoples Democratic Party executives who haven't declared assets and liabilities.

He says there have been changes in both NFP and PDP 'but

none of these people saw it fit to come and declare their assets and liabilities.'


The Electoral Decree 2014 has also been amended, confirming ballot papers will not carry the party name or logo, just the names of candidates, their photos and designated candidate number as earlier revealed.

A NEWS report titled Fiji Airways reveals findings from hard landing investigation does not reveal anything at all.

I find it hard to comprehend the decision to end a pilot's flying career for the organisation's decision in handling the airbus training. In one sentence Fiji Airways CEO/MD refers to the incident as not a pilot error, but blames organisational factors such as pilot training. Why then couldn't Fiji Airways put the pilot back on corrective training to ensure that whatever shortcomings identified in the investigation are addressed.

In a letter I penned after the arrival of the first airbus last year, I had identified pilot training as a critical area given the change of systems from Boeing to Airbus.

Unless Fiji Airways is not concerned about aviation public safety, I would sincerely ask that it makes public the findings and recommendations of the investigations.

You would not want to erode the public's confidence in travelling on our national airline, would you?"

Why does the Land Use Decree have Section 15 (1)?

Bainimarama and his A-G keep telling iTaukei voters they have provided the strongest guarantees yet for their rights as traditional landowners.
Anyone who understands the issues knows that this is a lie. Mataqali cannot be deprived of ownership of their land but they can be deprived of all rights that are supposed to go with ownership. Under the Land Use Decree Bainimarama can order “arrangements” that lease the land for up to 99 years to anyone Bainimarama chooses and on terms and conditions which are left entirely to him. The rent, the length of the lease and all other provisions are left to Bainimarama if he is PM.
And if landowners think that any decision made by Bainimarama ignores any of their rights under the Constitution, they are blocked from taking their complaint to a court to have justice. Section 15(1) of the Land Use Decree of 2010 lays down that no court or any other tribunal can question the decisions made by the PM under the Land Use Decree.
If anyone tries to go the court to appeal a decision the Chief Registrar is required to block it. They don’t even need to rely on the case being allocated to the one of their tame judges.
Landowners must demand an answer to this question: how can the constitution protect landowners if they cannot take their claims to a court?
Up to now we haven’t seen the unrestricted power of the Land Use Act used and the reason is not hard to understand. If he uses these powers this side of an election he will certainly lose the iTaukei vote. If he waits until after the election and retains his grip on power he will hope to be able to bully landowners into accepting his power. With landowners at his mercy, he will have the country by the throat.
The Land Use Decree is not easy for the non-lawyer to follow. It talks about arrangements, not leases, but it leaves everythng in the hands of a dictator. The one question to ask Bainimarama when he campaigns in your area is: what is Section 15 (1) of the Land Use Decree for? Ask him to say plainly what it means. Why are iTaukei landowners denied the right to appeal to a court if they do not think a decision under the Land Use act is fair?
If the Government wants to acquire freehold land owned by, say, AS-K, the Constitution says he has to be given just compensation. If he thinks the compensation is not just he can ask a court to look at how the decision was made and change the level of compensation. If iTaukei land is acquired under the Land Use Decree the owners are barred from going to court.
How can we have common and equal citizenry when one groups of the citizens is denied access to courts to protect their rights?

TO KNOW THE TRUTH THE AUDITOR GENERAL’ S report is critical.
What is the FNPF contribution since 2006.
What is the asset in company and trust account?
This must be fully investigated as these are not correct information.

The FijiFirst Party has total assets valued at $636,515 as at 30th June this year.

Cash and cash equivalents which include donations and membership fees are stated in four bank accounts.

The cash in the bank totals $280,515.

Other assets of the FijiFirst include two vehicles - a Kia Sorento valued at $80,000 and a Mahindra vehicle valued at $55,000

Their liabilities stand at $248,000 which are outstanding invoices as at 30th June this year.

Now that Bainimarama and Khaiyum have disclosed their salaries, it is pretty clear to me that the claims of their salaries being $2 million were untrue. They were probably paying themselves even more, and that doesn't include all of the kickbacks, bribes, gifts, slush funds, interest, dividends, etc. they've gotten as well.

The PM shouldn't disclose all of his assets because he is not a politician. Also he is a generous man, giving flood relief, education, bus fare, etc. Doesn't the Koran say "If you disclose your alms, even then it is well done, but if you keep them secret, and give them to the poor, then that is better still for you; and this wipes off from you some of your evil deeds." Sure, he gets paid more than Qarase, but that is because he works much harder. When he is elected he can triple his salary because he is worth it and no one can say no.
