Award for excellence - and yet deaths in custody

Incompetency awarded:
Two of the country's most incompetent agencies have been singled out for their so-called 'excellent' service.

And yet both have been involved in ugly and controversial beatings of Fiji citizens, including prison escapees, some of whom have lost limbs or who've died in custody as recently as August.

The government run Corrections Services and Fiji Police have been recognised for their service to the community, while ironically the recent death of Vikilesa Soko is being investigated, and other cases remain 'unsolved' or closed.

Both Corrections and Police have had poor public relations records in recent years, with cases such as that of Iowane Benedito going uninvestigated despite the perpetrators being identified.


Now, with Fiji Islands Revenue and Customs Authority (FIRCA), Fiji Corrections has taken the 2014 Excellence (SEA) Prime Minister's award, with Fiji Police being named in the Service Excellence Award - along with a number of government departments including the Prime Ministers Office and the Ministry of Information.



FIRCA, too, has had a questionable role in some of the fraud and corruption cases brought against Fiji citizens, working hand in glove with FICAC to pursue targets generally accepted as reflecting biases and the settling of old scores. 

The awards seem to have been given out indiscriminately with almost every government agency and Ministry being rated. One has to ask: how believable is that?

some of the [TF]Territorial Force soldiers(reserve) were given the opportunity to go to iraq,Afgan,Sinai etc and the fact is when they return they ask if they could be absorb into these two discipline forces police and prison services.This is fact.
It is not only these TF who were given this chances but even some got transfers just a change of uniforms.

The opposition must table these issue in parliament and tell Bai to stop it.

Fiji will never be blessed with idiots running the nation and culprits hiding behind the military skirts (skirts because they were scared with ISIS). They can try to push and shove but will will never get rid of these facts. And the fact is they are torturers and criminal thugs running Fiji.

The fact is these crimes will never go away as Bainimarama hopes. Until these deaths and tortures are investigated and charges laid these souls will never rest. Those deads will come back and haunt Bainimarama. Prove us wrong Bainimarama.

Service of excellence Awards is just a way around bullies and lies to the people of Fiji.

As the saying goes you can run but you cant hide Bainimarama. Go figure it out yourself.

Now its time for the opposition members of parliament to put forward a motion, that all military personal be returned back to Delainabua military camp and not to interfere or encroach on police work and investigation.

If there is a military personnel or military group found interfering with police work they should be dealt with the law & prosecuted.

Thats my view of how we can get a better Fiji & move forward.Right now we have to rebuild a stronger foundation that can withstand any further disturbance or weak elements within.A stronger police state with more autonomous power, equipped with state of the art defence & buttressed with a strong Judicial system will eliminate all future disturbance.

Can we ask the Police Commissioner and the DPP's office to ensure that these cases be investigated rather then stuffed onto a corner as they have been doing.

Otherwise no one will ever trust the judiciary system in Fiji ever again. Their bad pratice hasn't changed since 2006.

How can cases take months or years to investigate and months or years to submit report and months and years for making decision then stuffed.

Reading through blog sites everywhere we can see all the people frustrations and the DPP should take note and do something. No point waiting around because these cases will be pop out regardless of who is in charge. Rather they do it now then coming back 10 years later and bite their ass.

For years, the Exclusive Achievement Awards have been mainly for civil servants in the Suva-Nausori-Navua area - mainly the CEOs, Commissioners, Directors, etc.

Why not let the customers/general public choose the best civil servants?

Now that democracy is being restored again, it would be test case if the prisoner who has lost his leg due to torture file case against the government for failing to recognise his rights.
It is anticipated that Fiji Law Society should take this as test case.

You dont have to file a report with the Police but with the Ombudsman Office,The Fiji Human Rights Movement,The Legal Aid Commission etc their lawyers will file the cases in court.We have voted this Govt and of course your griviences will be looked into and you will be adequately compensated; but this Govt will move on.Reminds me of that song " nobody's gonna break my stride, no ones gonna hold me down,oh no, We got to keep on moving..."

In this pictures Service Excellence Award was awarded to the best military leadership ONLY from the best military commander. Sorry it was not meant for the best Civil Servant career officers or departments.

These military personnel are best soldiers with guns in their hands and best fighters but they are the poorest career civil servants officers because they were not trained to handle civilians or publicans at large.

The civilians or public would turn rebellious if they are forced with something they do not like or want it. It is therefore it is very important from the beginning to slowly and humbly ask and talk it over with them first to get them understand. They are not like soldier boys that they are forced in training exercise to do it to the extreme even if death is the price or being crippled for life whilst in training.


In the pictures above I feel that the SEA should have gone to CAREER CIVIL SERVANTS and department. One could see and read between the lines that the flows of currents within the civil servants and government workers will not be the same again. Expect some disruptions and bad vibes somewhere down the line, Sir, during your 4 years term. I might be wrong and I apologize if it does not happen because this is my personal opinion as former career civil servant.

Sukuna Bowl is strong enough strategy to bring in public supports for our both disciplinary services annually but not Service Excellence Awards.

what about $36 million to USP. The new Minister for education should remove Ikbal Jenif as chair. Rajesh Chandra should be asked to explain how he has misused government funds- surplus he shows is actually projects funds- ministry of education should investigate all payout to staff due to staffing problems which VC has not been able to resolve. how many cases are in court? what is happening to the director of properties and facilities who was wrongfully suspended- I hear he has resigned by VC is scared of accepting his resignation as he may have to pay millions in compensation??

The Auditor has just started to dig it out. And he can already tell you how much money is missing or unacounted for. If you read today's Fiji Times some of it is already explained there.

For eg The Fiji Army overspent their budget by $20million in 2007.
The Auditor has then gone and had a look at what they bought ( which is still there in the Storeroom in Delainabua...ALL USELESS STUFF, BECAUSE NO ONE HAS ACTUALLY USED IT)
and it doesn't account for all the missing funds.
And the same for Ministry of Fisheries and other Ministries.

YES WE DO KNOW HOW MUCH MONEY THERE WAS TO BEGING WITH... BUT WHERE THE FARK IT WENT, NO ONE SEEMS TO BE ABLE TO TELL US.....

At the end of the day the buck stops with the CEO ie Bainimarama

Bainimarama during his debate with Ro Kepa that was on TV said that 20% of $400million is $20million.

So if the CEO cant even tell us what is 20% of a LONG LOAF OF BREAD then you know why the Fiji Economy is FARKED!

I don't know whether Fiji Coupfourpointfive has received any award for excellence but it is certainly deserving.
You do what Julian Barnes says good patriotism is meant to do : " The greatest patriotism is to tell your country when it is behaving dishonourably, foolishly and visciously". ( source : Kate Roediger's letter in CT 21/10)
You do the country a service by doing that diligently.
The people responsible for taking the country down that wayward path ( mostly the people in power and their cronies) will not take kindly to what you tell. But the job of good reporting is not about keeping the powerholders happy. It is about keeping the country on the right track by exposing the wrongs.

Professor Wadan Narsey has written several articles of USP mismanagement. Both VC Rajesh Chandra and Ikbal jenif have not provided any answers. They continue to ignore these because VC Chandra has been trying hard to be close to government so they dont do any investigation. Rajesh Chandra is a snake- without spine and is just bidding his time to finish his contract in 2018- USP will be gone by then. The Education Minister Reddy is right that USP has raced to the bottom- please Minister Reddy institute an independent inquiry- I know Rajesh is known to you- he will suck up to you-sources at ministry of education say he has already seen you to masipolo because he has a lot to answer- you have an opportunity to fix usp- please do

When career Army Officers handles the career Civil Servants job there will always be confliction in the civil system both in Monetary and Public Relations in serving the people like you that would be seriously affected. One good example is the Audit Reports of 2006 to 2013 that over $100 million were being abused or unaccountable for by the Military Government. Republic Fiji Military Force alone abused $42 million in year 2006.

USP stakeholders need to inquire if this is happening at The University of the South Pacific, deeply undermining not just its ethics, transparency, accountability and good governance, but also undermining all the universal principles which have characterized great universities over the centuries (see link below to Masefield).

I remind that USP is NOT a private company, “owned” by the Vice Chancellor, or Council Chairman, or even the Executive Committee of Council. USP is a “public company” whose real governing body is the entire USP Council, acting on behalf of the tax-payers of the region.

Yet USP management has today virtually become the owner rather than the employees. Moreover, the governing structure is such that USP Council may now be systematically denied information which could throw USP Management in bad light, especially if the USP Vice Chancellor and sometimes the Chair of Council have a vested interest in such matters.

Reading all this comments I am curious. Transparency is absolutely important in a democratic government. Now everyone is going on about the past 8 years before election since 2006 when the coup took effect.
Firstly I would suggest that this current government be only scrutinised about their work and management from the day they got elected. That in a hearbeat is democracy and foundation we can as a country build going forward. The message here is "going forward". By digging up the past 8 years I truly believe it is taking us backwards. I am not saying lets forget about it rather let us learn from both the positive and negatives of it and strive to improve it hence building the strongest foundation and best democratic country in our region.
Why am I advocating such a strategy well the problem we have here is this, let us say the opposition brings up a move to dig into the last 8 years and the government says okay fair game. Except the government say rather then just from 2006 why not lets go back all the way to 2000 or even before that.
The opposition will then turn around and say actually lets just forget it because they know that if it was backed up to start even from 2000 then majority of them will be investigated too therefore if such investigation was hypothetically carried out then I truly believe that what Frank did in the last 8 years will be peanuts compared to when Ratu Mara was PM all the way till Qarase was couped out in 2006.
If we're going to dig back always remember there is always the very real possibility of that hole getting far deep then originally planned.
So what do we do then, do we go back or go forward?
