Fiji Parliament debate rugby

Whether the televising of sevens rugby should stay with Fiji TV was debated in Parliament yesterday.

Initially Aiyaz Sayed Khaiyum tried to dismiss the debate by showing off his 'legal skills' saying the Opposition did not follow proper procedures.

In a statement received late last night, the international rugby governing body said "the Fiji Governments' continued lack of willingness to enter into meaningful dialogue with World Rugby, leaves us with no option other than to withhold the broadcast feed for the Dubai leg of the HSBC Sevens World Series, which is disappointing for World Rugby and Fiji Rugby fans"
World Rugby said contrary to reports, it was not consulted by the Fiji Government ahead of the Television (Cross Carriage of Designated Events) Decree 2014 being implemented, as is the global norm for similar types of legislation introduced in other territories.

not consulting is the way of a dictatorship. there was no real consultation in the making of the 2013 Constitution. it was made by the dictatorship of Bai and kai and foisted on the people of Fiji. the same with this decree which has denied the rugby loving people of Fiji their right to enjoy the 7s rugby.
it is high time the people got rid of these dictatorial rulers. they should realise there is no democracy in Fiji just a pretense of it. the pretense has been exposed in this case by the world rugby body.

Khaiyum is a dictator. I cant understand why Bainimara is still supporting and giving high status to him. After sometime this regime/government will fall and both will be arrested and sentenced. Than Bainimara will realise the mistake of having this arsehole. He is driving i-taukeis away from Fiji-first. Why is Bainimarama always away from Fiji on overseas trips. He is not the foreign affairs minister. Without constituencies now the MPs have free ride and I don't blame the MP's. They don't have a set constituency to serve.
No MP came to our town and the village to find about the recent drought in West and North.

Just caught this news item presented by Judy Woodruff on PBS Newshour( SBS 11/12)and thought I should share it with the folks on C4.5.
A national Brazilian commission released a sweeping report on systematic torture, abuse, disappearances and hundreds of killings committed during nearly two decades of military dictatorship in Brazil (1964-1985). The commission has also called for revoking an amnesty and prosecuting those responsible.

Well that's it, one great justice we're seeing is that all these human rights abusers in some parts of the big world are now being hauled to the fore to face criminal prosecution.

Look at the torture techniques that were applied to prisoners at Guantanamo like waterboarding in particular. Shocking, shocking and these were the CIA's method of extracting information.

Im just hoping for the day that the CULPRITS in the Fiji military and police force who have committed similar crimes and think they have gotten away with them, that their day will come to face a court of justice and pay for the criminal acts perpetrated against civilians, prison escapees and those others that suffered and died under their own special methods of cruelty.

The Senate findings show people in power - at the topmost levels of government - are capable of doing that which is not morally or legally right.
The US Senate findings also to my mind clearly vindicates what Snowden and Assange had been telling the American people and indeed the rest of the world.
It is high time the Americans learned to face the truth - truthfully - no matter how unpalatable they are and to deal with it honestly instead of clamouring for the heads of the messengers of truth.

It is always the habit of FFP and Illegal Regime supporters to blame past Governments for the breakdown of infrastructure that has become their responsibility after the illegal takeover and the rigged election. These government ministers and supporters do not realize that when they wish to take over the responsibilities as government leaders, they should not only have their on the power and the perks, but shoulder the responsibilities of looking after the infrastructure and the wear and tear as well.

They need not expect that bridges, roads, buildings, pipes and other structures will remain permanently intact. They have illegally led this nation for over eight years now in which inspections and assessments of the stability of these structures should have been made and suitable remedies be planned and executed.

The exorbitant amount of funds allocated to the military and other ministries and departments in 2015 should now be channeled to the necessary repairs of these structures else we will witness further destructions as wear and tear will deteriorate.

Your post has given me thought that perhaps the breakdown of the sewer pipe at Cunningham Creek is a shadow and a symbol of things to come. Things do not just happen by accident; there is a Divine reason for any occurrence.

Perhaps the God of nature is telling us something which, of course is obvious to the wise. Perhaps this Government and the RFMF are being warned to get their acts together or they will become as "the broken sewer pipe" when He acts out His wrath. Perhaps this Government and the RFMF are thinking that they can control what God controls. If they have become stagnant in that state of thought, then it is now time for nature to act out what its Creator has intended it at this time.

I strongly feel that, it is now time that we all, including Bainimarama, Khaiyum, this Government and the RFMF, need to show some humility and repentance in order to gain forgiveness which will eventually lead us to prosperity.

It is good to read some good comments in this blog, even if we have to wade through a lot of unacceptable ones to find them. There are bloggers who try to tell the truth and make us realise that we need to keep raising the truth even if it means that we will be persecuted for it as in the cases of the NASA whistleblower Edward Snowden and Wikileaks chief editor Julian Assange. Some bloggers remind us of the root of all TRUTHS and that is God because his son Jesus is the WAY, the TRUTH and the LIFE.... Once the TRUTH surfaces, it becomes hard to keep it down as we have seen in many cases before. Jesus is one and from ONE, TRUTH has continued to grow all over the earth and remains one of the most difficult virtues to subdue, kill or bury. It always surfaces when you least expect it.
The government and all those who supported it will soon be finding out that the few people who stood for the TRUTH against their misdeeds are gaining the support of many whose eyes and hearts are now opened and are beginning to favour the TRUTH, HONESTY, JUSTICE, FAIRNESS & LOVE against their opposites.
Listen carefully to the debates in Parliament and see if you can discern the unspoken message of the TRUTH in some of the actions of the members, especially the government including the speaker.
Compare their tones to the first sitting of Parliament.
As someone said, GOD is starting to work. The broken pipes are no accidents. They are nothing compared to earthquakes and cyclones and tsunamis and volcanoes that He can bring upon nations. Fiji and its people must take notice.
In the end, it does not matter which side you are on or who you support, because we will all be losers!

Bainimara didn't get much aid for the last 8 years but inspite of it he has run the country with soft loans from China. eg free education, free bus for children, for senior citizens, building of roads, free text books for children, Loan scheme for all, poverty reduction, anti corruption laws, equal citizen ship for all, elimination of discriminatory laws, reduced size of cabinet, reforms in public service to increase productivity and better service, improved health service. Inspite of this the deficit is 4.25 billion dollars. During Qaradse's time the deficit was $3.5 billion.

Mr Qarase confirmed that the SDL Government did secure a stand- by facility of US$150 million in 2005/2006. But the amount WAS NEVER USED when Bainimarama usurped authority of government on 5/12/2006.

"In fact it was Bainimarama’s regime that used the loan facility. Not only that, the regime borrowed US$500 million which was used to pay off the US$150 million and the balance of US$350 million was used to meet some extravagant expenditures following the coups.In the same statement, Bainimarama referred to the SDL Government’s average net budget deficit of 4.3% of GDP. FEARS concerning the amendments to the Land Sales Act (Cap. 137)) are unfounded, says Government member of Parliament Ashneel Sudhakar while debating Bill No. 28 of 2014, a new version of the Land Sales (Amendment) Bill which was tabled this week to replace the earlier version of the Amendment Bill in Bill No. 13 of 2014.

Mr Sudhakar told Parliament yesterday that the main focus of the Land Sales (Amendment) Bill No. 28 of 2014 proposed by Attorney-General Aiyaz Sayed-Khaiyum was to restrict foreigners to some extent from purchasing properties in Fiji.

"Those amendments do not affect the land outside town and municipal boundaries," Mr Sudhakar said.

He clarified that the amendments would affect land which was within the town and municipal boundaries.

"For instance the land within the Lami and Nausori corridor which falls within the town boundaries," he said.

"It also does not affect, as it was highlighted in the media today (yesterday) that foreigners will not be able to bequeath or will their land to their own children and grandchildren," he said.

Mr Sudhakar said the amendments as proposed did not prevent a foreigner from bequeathing his property whether it was within town boundary or outside town boundary to their children or grandchildren or any family member as they propose.

"The amendment also does not affect specific tourism developments such as Denarau, Momi, Maui Bay and Naisoso for instances which are specifically designed and developed for sale to foreigners and the prices of which, of course, are beyond the reach of some of the Fijians," he said.

Mr Sudhakar said as stated in the proposed bill was to protect protect the land from sale which are within the town boundaries.

"Of course the foreigners can purchase land which are outside town boundaries subject to other provisions of the Lands Sales Act," he said.

World Rugby has announced that it will lift the embargo on the broadcast feed for the HSBC Sevens World Series with immediate effect after the Fijian government agreed to remove World Rugby events from the Television (Cross Carriage of Designated Events) Decree 2014.

Wow, good to know the matter has been explained with all the clarification needed. For many of the vulagi residents who purchased freehold lots, Im sure the statement by FF Ashneel Sudhakar would have helped ease the grave concerns raised earlier unless the majority have purchased properties inside the town and municipal areas which I doubt many would have done. I could be wrong. If some have done so, I sympathise with them.

However, there's this fellow by the name of Simon Hazelman who must have a nervous edge (perhaps jealousy of some sort??) against the expatriate residents in Savusavu. What a cold and rather bitter letter he wrote pushing for passing of Bill No. 13 without taking into due consideration the fear and grave concerns the expatriates were faced with. People like Simon Hazelman who are immature and tunnel-visioned failed to see that these expatriates would not have been residing as Fiji citizens in Savusavu if the offer to invest from Fiji government had not been given to them in the first place. After spending millions to purchase and develop properties they now own, it would not be only insane but illegal of the government to impose harsh penalties on these people. These opportunities were given to them by the previous governments, there were legal incentives in place and the Fiji Trades and Investment Boards approved and assisted all overseas investors during those days. All dealings were done legally and they have worked so hard on the lots bought. Its still ongoing and thank goodness their beautiful homes and businesses that are not within the town and municipal boundaries are safe!! They are happy to know that they can also pass onto their children their homes and land overlooking the ocean.

So it was a great relief to get a clear explanation from the government. They owe this to the people who are concerned anyways.

Just behooves me how ENVY AND JEALOUSY shows up in the minds and hearts of those people like SIMON HAZELMAN. He couldnt help express his disdain.

Really shameful to see a member of the Hazelman family who have scores of acres of land become mean, greedy and ruthless!! Perhaps Simon should work harder and improve and develop the inherited acres of land which is left vacant??? Instead of envying your neighbours efforts, try and do something to improve your lots??

First of all, this crisis is like a tip of an iceberg. Bill #13 reflects desperation for govt to keep land inflation intact. We just have 6% of the entire land area in Fiji under freehold.

The logical explanation would be "Land Inflation" To put it in simple words, simply its explains the positive relation between the rate of inflation and the relative price of such real assets. More specifically, in an economy with an income tax, an increase in the expected rate of inflation causes an immediate increase in the relative price of such 'store of value' real assets. The behavior of real asset prices is further example of the non-neutral response of capital markets to inflation in an economy with income taxes.

With democracy comes investment, with investment comes purchase of property...freehold land is just too small to be squandered on an open market where external exposure is very high.

For this is okay, but govt should treat this very seriously, the negative consequence would be control of land by the few who are already in the system to amalgamate prime land in Fiji.

It is of the view that whatever negotiations are made, protection of the land are to be concentrated in towns and local authorities where properties and functions of the government to serve its people cannot be meddled and compromised by waves of Capitalism.

That's why the concept of integration of the Itaukei ppl into the capitalistic world needs specific and well organized structural and organizational arrangement. Itaukei Affairs Board (TAB)should be scrapped, and cut off from the mainstream of looking after Itaukei Affairs for the very simple reason as they are the secretariat of the central govt. The Vanua should have provincial administrations and governance that are linked to land owning units. This system need to be in place to allow the "now focus investment into the remaining 85% of the Native Land" (incl. of Native leases). Once Itaukei locked their land as master lease, arrangement for subleasing is activated. Or subleasing is given to Land-use Commission for the land bank. Short term leases should be encouraged so that lands are not prolonged in the hands of the lessee. Now is the opportunity for Itaukei to take advantage of the new govt focus on real estate native lease land vrs freehold land under this decree #13, but scrapped full leasing to investors. This will control total alienation (registered 99years that guarantees no return to Landowners.

SODELPA wanted a pay rise after only 6 weeks in their roles. SODELPA sided with world rugby eventhough they knew Fijians on the outer islands could not watch the sevens due to no Fiji TV coverage. And some have to climb mountains to get it meaning not much chances for kids, disabled, pregnant women, sick people and elders.

Fiji First government rather than being doormats to these big boys chose to stand up for their people and glad they did because they manage to get them the chance to see their heroes in action and inspire them especially the kids both boys and girls with the women sevens team also now in the sevens series.

"I was the chief enforcer, pushing everyone to deliver our program and service delivery to the Fijian people and believe me, we have done the best we can with the budget that we have had."

He also revealed that positions for permanent secretaries would be advertised in the dailies.

"The advertisements for permanent secretaires will go into the papers and we hope to invite good, competent permanent secretaries into the civil service, even foreigners."

He said his Government would continue with the reforms it had done in the past seven years.

Mr Bainimarama also outlined that the annual corporate plans of ministries would also be put in place.

THE Water Authority of Fiji is looking at ways to address odour emanating from untreated waste spilling onto Cunningham Creek at the Four Miles bridge in Suva.

CEO Opetaia Ravai confirmed they were focusing on a process called aerobic digestion.

This is when the breakdown of the waste begins to release gases that cause the odor basically because of lack of oxygen.

Substantial oxygen is fed into the spill and combined with Bio Plus will, WAF hopes, take away much of the odour will disappear.

This however, Mr Ravai said, is still being tested.

So the budget was not forced down anyone. The very person responsible for challenging the government did not do it maybe because she knew it was a good budget or she could just be incompetent and don't have a clue about anything at all which begs the question why is she opposition leader.

Give it to someone who can challenge the government. We need a strong opposition because it's healthy for our government to have an opposition who scrutinise everything. Keeps them on their toes.

Jone Conikeli, 41, appeared in the Hutt Valley District Court yesterday, where Judge Peter Butler permitted him to continue on bail and ordered him to appear in Wellington District Court in March, ahead of a trial.

The pastor was arrested and charged in October in relation to alleged sexual offending against two young girls. One was under 12 and the other under 16 at the time.

He has pleaded not guilty to charges including rape, assault with intent to rape, and indecent assault. Police confiscated his passport to prevent him returning to Fiji.

Conikeli is a pastor at the Wellington chapter of the Kingdom Ambassadors International Fellowship, a splinter group of the All Nations Christian Fellowship (ANCF), which originated in Fiji.

We all know that the Methodist church is part of majority of the villages in Fiji. And the church is part of the Vanua so when past politicians like SDL and Qarase come and speak in church and to the chiefs that's The Vanua and politics mixing.

The Vanua has to be separate from the Church and Politics. Much like how you separate your profession with your personal life.

Your model of administration

Lewa we already have the Vanua traditional echelons of people with traditional rights to power. You're proposing to take that away from them and give it to the trustee therefore you're disregarding the very Vanua you're shouting about to protect.

Again you're diluting the traditional power of the Vanua. And might I add all this trustee, company and professional you're proposing is a product of the democracy system you've been shouting against.

You see democracy was and is a good idea. How its implemented is the catch. See when we had the Great Council of Chiefs we were mixing the Vanua and Politics.

So separating state and the Vanua is the best solution for now. Now rather then mix it we engage with each other. See the chiefs and elders still have their authority however rather then just making all the decisions, this time we educate them to engage with other clan members first before wielding their decision so everyone feels included. And if they step out of line the state will handle them.

And unlike the chiefs and elders who gain their authority through births, the state gain theirs through the vote of the people. So if state is not performing after a year give them a chance that's why they have 4 years service. Perhaps they can improve and learn from their mistakes because like all of us humans we make mistakes, its how we learn to be better.

However if after four years the state still haven't improve then the people can vote for some other members.

Don't make things complicated because us Fijian especially our rural citizens are simple. So keep it simple for them and most importantly always have their best interests at heart like the recent Rugby Sevens coverage where the government fought to get access to all and succeeded. The people appreciate those simple things hence simplify.

I know you wrote up your ideas and think dang its the best idea ever and then I commented against it so you got upset.

You blame the colonial masters for most of our problems but seems to forget we were cannibals before them so they were an improvement and now we have the opportunity to lift it up further ey.

The notion that this is a mentally disturbed lone gunman does not tie in with his actions.

He has taken this café and the first thing he has done is have that flag displayed on the window prominently to ensure that it is seen by all and sundry and more specifically by the media.

That is not the act of a lone deranged gunman.

You watch too many movies and read too many comics.

The Jihadists you portray sound like lunatics in a B grade movie for mass consumption.

There is an intellectual and ideological ethos which finds its foundations in the writings of people like Jamal al Din al Afghani, Muhammad Abduh, Mohammed ibn-Abd al Wahhab that underpins the strategic platform on which the pan Islamist groups are implementing the policy of setting up that Caliphate. For them war is an extension of that policy by "other means" (re Clausewitz). The ideal of the Caliphate is whats now driving much of that which is happening in the Middle East and South East Asia.

For them the ideal is to set up their Caliphate in the Middle East where they can practice Sharia law and run systems of Government which are tied in with the theocratic model set out in the Koran.

These guys have no problem with us if we have no problem with them.

They mind their own business we mind ours.

It is the law of the Bedouin that they live by.

The reason why they are in Australia is because Canberra is on their land fighting a war against them. They wouldn't be in Australia otherwise.

So don't try to pull Fiji into their beef with Australia.

It has nothing to do with us and is none of our concern.

In the Bible God promised Cain, Ishmael and Esau that they will be wild men. That anyone who fights against them will suffer revenge at the hands of God and anyone who holds their hand in peace against them God will give peace to. The regime has lost no time in rewarding its big financiers and supporters in the 2014 general elections as evident in the appointment to the Fiji Airways board announced today.

The new names on the Fiji Airways board are: Sandip Patel of CJ Patel, Aslam Khan just retired Vodafone CEO, Stefan Pichler just retired Fiji Airways CEO continues as board member, and (believe it or not) Solicitor General Sarvanand Sharma.

Several of the appointees are clearly questionable. There are three major issues with the new appointments:

#1 There is no indigenous Fijian member on the Fiji Airways board- this is a radical and clearly racist departure from past practice which ensured that membership of statutory boards and State-owned companies were racially balanced. Note: Nalin Patel continues as board member.

#2 The problem of absentee members - Aslam Khan now resides in Geneva (or so we believe), Pichler is leaving to take over as CEO of Berlin Airlines, and Sandip Patel reportedly spends most of his time in Brisbane. What kind of commitment will these absentee board members have to Fiji Airways and to Fiji Tourism? Another noticeable departure from convention is the absence of any tourism representative on the board of the national airline.

#3 What is the Solicitor General doing sitting on the board of the national airline. For god's sake he is the Solicitor General - he must retain his independence and impartiality. He cannot be sitting on boards of State owned companies. This is similar to Chief Justice Gates and DPP Pryde going to Geneva to make representation before the working committee of the UN Human Rights Commission in favour of the State. What if a case appears before Gates challenging the violation of the very human rights issues he went to Geneva to support the State's stand on?

This is just the beginning, folks. Jobs for the boys and reward for services rendered to th e regime! Brace yourselves for more brazen violation of sound past practices and State regulations as rewards are handed out left, right and centre.

Its called asymmetric warfare.

The Aussies aren't fighting against a conventional State force in Iraq or Afghanistan. They are fighting against unconventional forces who use unconventional warfare both at the tactical level and at the strategic level.

And as of this afternoon Australia is now officially a battleground in that unconventional war.

It is nothing new. The only difference now is that it is being exported beyond the Middle East as that battle ground expands into South East Asia (eg what happened in Bali) and now into Australian soil.

It is happening in Israel and Lebanon and in Jordon and in Syria and Egypt and has been so for the last 100 years.

These guys chose the Sydney CBD where Government offices and the Seven network are situated and just a week before Christmas to undertake this operation. That is clearly a tactical decision designed to garner maximum propaganda impact. It is also a strategic decision to make sure that their opening up of this new war front is not lost on anybody.

Six months ago Al Zawahiri announced the opening up of a new war front in South East Asia (which includes Australia).

That these guys have chosen a Christian holiday season, just a week away from Christmas to do this thing in downtown Sydney is nothing short of tactically astute and absolutely in keeping with the Unconventional nature of this war whose new Australian front is now opening up.

This is not a Fiji problem because we aren't the one's directing Drones in Pakistan and Afghanistan from bases in the Australian desert or intercepting and tracking mobile phone communications of Tribal leaders and other Persons of Interest in Pakistan and Afghanistan and Iraq and Yemen and enabling the Drones to target them as they move around in those countries.

However it has the potential to be a Fiji problem because we have lots of Australian visitors coming here as tourists and if it happened in Bali and now in down town Sydney then there is the risk that it can also happen here because we have Australians coming here in large numbers. And that is our problem.

It is not of our making. It is Australia's making for waging war against these people half way around the world because the Yanks and the Brits have a hard on for them and their oil.

If ASIO which has a billion dollar budget and the Australian operations at Pine Gap which can track a mobile phone in the Jordanian desert and the Australian airforce and the Australian Army and their SAWT teams and their Intelligence this and Intelligence that and all the Billions which Canberra has given to this Security thing hasn't been able to stop these Jihadi's from taking over this place in downtown Sydney in broad daylight and starting their war over there then there is a big problem some where in this policy coming out of Canberra for regional security.

ISIS have beheaded four Christian children in Iraq for refusing to convert to Islam, a British vicar based in the country has claimed.

Canon Andrew White, who is known as the 'vicar of Baghdad', told Orthodox Christian Network that the killings happened in a Christian enclave close to Baghdad which has been taken over by ISIS (formerly known as Islamic State).

He spoke of how ISIS has "hounded" the Christians out of Iraq, and how "they killed in huge numbers, they chopped their children in half, they chopped their heads off, and they moved north and it was so terrible what happened".

He told the network that militants "came to one of our people the other day, one of the Christians".

"They said to one man, an adult, 'Either you say the words of conversion to Islam or we kill all your children'.

"He was desperate, he said the words. And then he phoned me, and said, 'Abouna [Father], I said the words, does that mean that Yeshua doesn't' love me anymore?' I said, 'Yeshua still loves you, he will always love you".

Canon White claimed that the children who were beheaded had refused to "follow Mohammed".

"ISIS turned up and said to the children, 'You say the words that you will follow Mohammed'."

"The children, all under 15, four of them, said no, we love Yeshua, we have always loved we have always followed Yeshua, Yeshua has always been with us.

"They said: 'Say the words.' They said 'No, we can't.' They chopped all their heads off. How do you respond to that? You just cry."

Canon White said that ISIS were threatening to kill him, and that he is now living in Israel, following orders from the Archbishop of Canterbury to leave Iraq. He said that most of his staff are still in the north of Iraq trying to look after displaced Christians.

The only countries being targeted by those Jihadi's are the countries which are fighting on their soil.

There have been no Jihadi attacks in any of the Scandinavian countries or in Germany or Austria or Switzerland or even Finland.

You don't need a political science degree to understand why that is so.

The only reason why these guys have turned up in Australia is because Australia provides intelligence for the Drones which are targeting their guys in Afghanistan and Pakistan and Yemen. The majority of drone strikes in the Middle East are being coordinated from Australian soil using ANZUS Intelligence assets and infrastructure at Pine Gap and other locations in Western Australia. Some long range strikes are also run from Australia.

Those guys know it. That's why they are taking the war to Australia.Its tit for tat. A tooth for a tooth. Their Bedouin rules.

The argument that these are "home grown Jihadists" is superficial.

It is an asymmetric war. Anything goes.

The Yanks and Brits use "local assets" (i.e home-grown) in Iraq and Afghanistan and Pakistan to run operations against the people over there, so these people now do the same on Yank, Aussie and British soil using homegrown people to run operations against the Yanks, Brits and now Aussies.

And sadly its only going to become more violent and intractable as this mess spins out of control. That is a given.
