“Then they came for me: no voice for Padma"

I have previously refrained from writing about the Bainimarama Government’s banning from Fiji of Dr Padma Lal (wife of Professor Brij Lal) from Fiji, because she is my sister and it would be perceived as a “conflict of interest”.

But more and more, senior executives in government and public enterprises suddenly resign, allegedly “for personal reasons” which often means, given that they are at the height of their experience and ability, that they were being pushed out.

Or they are just brutally given their marching orders, resisted with futility sometimes, just as some executives at a major media company were, and to rub salt into the wound, their marching orders are often given by expatriates of dubious merit, appointed to high positions by the Bainimarama Government.

If they are lucky, they are put out to pasture in sinecure appointments here and there or in embassies overseas.

Prominent newspaper publishers have been deported for doing their jobs professionally and ethically.

You can draw up your own list of such persons.

What is shocking however, is that there has been no public outcry at possibly unfair terminations of contracts.

It might be too much to expect individuals to protest publicly. They may feel too exposed (it is hard enough for them to criticize the government privately to me, as they look over their shoulders to check who might hear).

But one does expect organizations associated with the “dis-employed” person to publicly register their protest if there is any possibility of an unfair dismissal decision.

But that does not happen either, just as it did not when Dr Padma Lal (and Dr Brij Lal) were banned from entering Fiji.

I shall only write about the failure of institutional responses, and only with respect to Dr Padma Lal, about whom the Bainimarama Government said not a word, and whose only “crime” seems to be that she is married to Brij Lal.

Who is Padma?

She is a Gujarati girl from Toorak, one of the first science graduates and indeed gold medalist from USP, who later taught at USP.

She did pioneering work in marine biology, and a pioneering PhD in environmental economics in relation to Fiji’s marine environment and the interface with commercial agriculture.

She became an expert in the sugar industry, with her book Ganna (“sugar cane” in Hindi) bringing together a collection of articles analyzing most problem areas in the sugar cane and milling industries, including detailed analysis of the productivity (or rather the lack of it) in the cane farms and sugar mills.

She has worked for, and developed solid reputations with international scientific research organizations like ABARE, IUCN and CSIRO.

She was deemed good enough in 2008 to be the Chief Guest at USP’s medal awards ceremony, conducted under the current Vice-Chancellor.

She also recently applied for a professorial position at USP in her field, and was denied an appointment for unstated reasons, despite being a regional person eminently qualified for that position.

She and her husband bought a house in Suva, intending to spend more time and work in Fiji and the Pacific.

Unlike her abrasive, undiplomatic and politically incorrect older brother, she networked widely and contributed in many fields.

She served on the Gujarat Education Society Board; participated in the events of the Rajput Society (thedhobis) of which she and I are part; she was a Rotarian; and goodness knows what else she threw her abundant energy at.

She was an ideal peaceful decent law-abiding citizen and resident of Fiji, far more than the myriads of foreigners who have been welcomed in Fiji by the Bainimarama Government.

Yet Dr Padma Lal has been banned from entering Fiji, for no other reason than that she was married to Professor Brij Lal.

This academic, armed only with her laptop and spreadsheets analyzing the productivity of the sugar industry or the economic value of some marine environment, was deemed by the Minister for Home Affairs and former RFMF officer Timoci Natuva, to be dangerous for the security of Fiji.

Questions were asked in parliament, with totally unconvincing answers being given as the cause for the banning, other than that it was a “collective” decision coming from the Prime Minister’s Office, they had the “right” to make the decision, and the decision was final.

How utterly ridiculous.

There is no comparison to be made between Dr Padma Lal’s talents and contributions to Fiji, with those of the individuals who made the decision to ban her.

So why have the institutions been silent?

The quiet institutions
The management of the University of the South Pacific, of which Dr Padma Lal is undoubtedly one of the luminaries, both as a student and academic, said not a word in protest, and neither did the Staff Association.

Neither did any of the other Fiji universities utter a word of protest.

The Fiji Association of Women Graduates said not a word.

The sugar industry organizations who all stood to benefit from Padma’s work said not a word.

The IUCN, Padma’s employer, said nothing publicly.

The Fiji Women’s Rights Movement and the Women’s Crisis Centre, both led by CEOs who were both junior to Dr Padma Lal and know her extremely well, both professionally and socially, said not a word.

The Gujarat Education Society and the Rajput Society said not a word in protest.

The Hindu religious organizations (yes, Padma was a practicing Hindu) the Arya Samaj and the Sanatan Dharam said not a word, and neither did any of the Christian religious organizations.

The CCF said nothing.

The Rotary Club said nothing.

The Law Society, perhaps not concerned about what happens to foreigners even if they are distinguished former citizens making great contributions to the country of their birth, said nothing. But neither are they particularly concerned about the lack of justice for their own fellow citizens.

A massive number of former academic colleagues of Padma Lal, many of whom appear often in Fiji and in the media extolling the virtues of the Bainimarama Government, said nothing publicly. They also include a very prominent current Minister in the Bainimarama Government (Dr Mahendra Reddy) who worked closely with Padma in researching the sugar industry.

What is going on?

Not lack of ethics or morals

It would be too easy and wrong to accuse all the individuals who are heads of these organizations of personal cowardice or lack of morals and ethical principles.

I know that most (not all) of the individuals concerned are upright law-abiding moral citizens.

Should any friend or relative suffer a death in the family, they will be there to share grief, just as they gladly share the joy at births and weddings.

So how explain the institutional silence at the injustice against Dr Padma Lal, which is so blatant and clear-cut that not even the Government propaganda outlets have supported her banning.

Even a prominent academic arduously pro-Bainimarama blogger in NZ (Professor Croz Walsh) expressed dismay that the Fiji government was spurning the enormous potential contributions of Dr Padma Lal (and Professor Brij Lal) to Fiji.

How explain that collectively, the institutions they lead, have demonstrated for the last nine years, a horrible silence in the face of so many injustices to individuals in government and public enterprises.

One can only conclude that despite the election of a parliament, there continues a culture of intimidation, fear and silence, even when individuals in our society are blatantly denied their basic human rights, including the right to visit Fiji, or even the right to life.

This does not bode well for Fiji’s future.

In order to understand Bainimarama, one first need to go back to the late 15th century and study Machiavelli.

Machiavelli said that princes couldn't be GOOD and EFFICIENT at the same time.
Bainimarama is crual at times. He can torture people, kill them, and do all sorts of injustices.
The thing is that he has also to show a good side of his personality, and tell nice stories, the sort of things the world wants to hear.

The prince has to be feared and loved, but feared is paramount. One who is not feared is not respected and that can lead to chaos.
That is why the people of Fiji keep quiet: they know what will happen to them if they talk, and no one wants to unite and act together. Bainimarama knows it and that's why a little bit or violence and torture can go a long way in achieving his version of stability in Fiji.

Machiavelli's philosophy remains very actual.

Make no mistake, the December 5th. 2006 coup was about one thing, saving Frank Bainimarama from a charge of murdering and or torturing 5 CRW Soldiers in 2000!
Then you have aiyaz Sayed Khaiyum, in it for his own agenda, taking over the Culture, Tradition and Land of indigenous Fijians.
Many, but not all, RFMF Soldiers have blindly followed and supported these 2 criminals for the sake of a few dollars under the guise of " for bread and butter issues", something referred to in The Bible as "30 pieces of silver"!
Then there were those brave Soldiers who remained Loyal to the people of Fiji, their Government and to their Pledge, who chose to resign or were thrown out and hunted down by the demented Commander of the Military, Frank Bainimarama.
Make no mistakes folks, this coup is about avoiding prison for crimes committed in the 2000 coup and for the funds stolen from the RFMF Budget from many years before 2000.
Now, not only is your very essence threatened and in danger of disappearing forever, but also your Ancestral Land and Heritage!
But I don't understand why the Soldiers are still content to be receiving Frank and Aiyaz' crumbs!

Soldiers have proved one thing: they are only good at beating and torturing innocent civilians; never confronting evil. These are modern day Fijian soldiers. Will they change? we doubt it. I can see even families being divided over the behaviour of soldiers. That is why we must get rid of the military mindset and military presence.

None of those in power today beginning from the dick-tator to his pressy down to AG-epiche had contributed more good to Fiji and the South Pacific then this phenomenal lady Dr Padma. Their (non)invaluable contributions to the country has produced stunning results. Today we have seen a high rate of nepotism in the civil service, public and private institutions. Corruption is contagious and is incurable. Rule of law is applied to all except the selected few which means that no one is above the law except current Fiji.
I've talked to people overseas and getting mixed reactions on my beautiful country esp, Fijis current political climate. For the first time in my life that I hear of negative remarks of Fiji(whether it's still the destination to be) Thanks to the current regime for painting this picture for the world to see. We are living in the technological era where our action today is caught up somewhere else seconds later. Thanks to microchips and satellites for breeding social networking. Sure is a new world and Fiji with its leadership is not an island on its own. The world is fully aware of the people's oppression under the current regime and their actions had made it impossible to hide. The only avenue to escort free is through the gun barrel but for how long? Someone, somewhere will come up with something that will change everything.

Anonymous 5.03am - you may be proven right. The gun barrel will be used by the 'refugees' who are flooding into Fiji. Most are muslims. Khaiyum directly is involved in getting them here selectively. Even some muslim students came from Pakistan and are now demanding refugee status. Khaiyum instructed Immigration to not to interrogate them. If this continues, we will see more violence. When will Bainimarama wake up? Past leaders like Rabuka and Qarase are sleeping. Khaiyum controls opposition by dividing it. FFP MPs are only concerned about their 50k salary they will sell Fiji.

In February 1945, after 35 years’ loyal and distinguished service, General Dietrich von Saucken was sacked for insisting it was pointless to continue the War. A month later he was reinstated – he was too good a general to do without.
Hitler summoned von Saucken to his bunker, gave him his orders – to defend Prussia against Russia. He had strolled in casually, wearing his cavalry sword (forbidden in Hitler’s presence), and had given him a slightly apathetic military salute, instead of the Nazi salute which had been compulsory for all officers in Hitler’s presence since the previous year. von Saucken was eyeing his boss with open loathing. Hitler casually threw in “and you will be reporting to Gauleiter Forster” – the local Nazi party leader.
This was not going to work with von Saucken. A Prussian general taking orders from some party functionary? von Saucken gave Hitler a withering look. The facial equivalent of “get lost, corporal“. Hitler didn’t notice, he was staring at his maps on the table.
Dietrich von Saucken leaned over the table and slammed his hand down on it. That got Hitler’s attention. von Saucken looked him in the eye and said “I have no intention, Herr Hitler, of taking orders from a gauleiter!”
I imagine one must have been able to hear a pin drop. Fegelein was shot for less than that. von Saucken had openly rebelled – refusing a direct order from Hitler and belittling him by addressing him as Herr Hitler and not, as regulations demanded, mein Führer. There was silence for a while. Hitler said quietly “Alright Saucken, have command of it yourself“. He waved the general away. von Saucken made a faint pretence of a bow (and again no Nazi salute), turned his back on Hitler and left, never to see him again.
What is most amazing about this story is that Hitler, the man who men feared to disobey or insult, simply caved in when confronted by a better man. And in front of his staff too. If more men had been like von Saucken then a whining talentless lazy brat like Hitler could have been stopped before he ruined his country.
von Saucken commanded his men with distinction to the very last day of the War. He was told to leave Prussia by ship during the evacuation, but carried on fighting, sending back injured men instead.
Just before the very end, a plane was sent for him to escape on so he could avoid Russian captivity. He refused to leave his men, and sent the plane back with injured soldiers on it instead. On the 8th of May, the official end of the War in Europe, he was given his final military decoration, and was the final Grman to be decorated in the War.
Predictably, the Russians treated him vilely. He would have known that would happen when he refused to abandon his men. The physical tortures the Russians inflicted on him left him in a wheelchair for the rest of his life.
After ten years’ captivity, Dietrich von Saucken was repatriated and retired to Bavaria, where he took up painting.
What a pity we have no soldiers with the courage of von Saucken. Our tin soldiers have it left it people like Brij Lal and his tavale to stand up to Bainimarama.

The principal administrative officer in the Opposition Office said SODELPA “can never hope to form a government as long as disruptive elements remain part of it.”

So true Prof Wadan but then again this has been the regime's modus operandi i.e. intimidation, pre-emptive restrictions etc. These are the methods the army (including their now political exponents) had learned in the middle east during their peacekeeping operations. the biggest problem here is unlike the Israeli military whom they wish to mimick our military is just full of fucken arsehole lamusonas who just take after their leader Frank. They threaten and intimidate innocent unarmed civilians in the absence of any security threat but when they are faced by real armed elements (like poorly armed militant groups in Syria) they bend over and ever so willingly get fucked up the arse for weeks before they are released.

There is s story in the Christian Bible that describes a poor widow who kept going up to an unrighteous judge. who feared neither god nor man, and demand that he "give her justice against her adversaries".
In such a situation, one can see the hopelessness of her case, and can reasonably assume that she will die without getting any justice.

Yet, it said that after a while the judge decided to give her what she wanted because he said, "I will give her justice because she will beat me down with with her persistence".

To Prof. Wadan Narsey, even though you do not believe in the Christian God, please keep up the persistent words against the unrighteous men who fear neither God nor man in Bainimarama and Khaiyum.

FLAG Committee chairman Iliesa Delana has confirmed that there has been no progress made as yet with plans to change the country's national flag.

Prime Minister Voreqe Bainimarama has extended the public consultations on a new national flag to December 31, 2015.

In July, Mr Bainimarama issued a statement confirming that more flag designs would be added to the 23 that were released on June 9.

Mr Bainimarama said by extending the deadline, there was ample opportunity for Fijians of all ages and backgrounds to further contribute and consider what symbols most appropriately represent the nation.

Silence might be the law in Fiji, but have you notice how powerful was the response to the flag change process? It was, I believe, the first and only time in 8 years of dictatorship that the voice of the people was heard loudly and there was no way for Bainimarama to do anything about it. Officially, he just extended the deadline, but in fact his whole plan collapsed. Not a single update on twitter or on their website ever since... I suspect they ran out of money too!

That shows the weakness of Bainimarama when people talk loudly using their real NAME as Semi said before.
So for Wadan, sorry... people of Fiji don't care about academics.... only colonial flags.

If you start counting the votes and then midway through you call a pause to the counting and then when the counting resumes, some of the people lose some of their votes ie the numbers suddenly went backwards then that is "rigging" the election. FIVE expatriates will soon join Government as permanent secretaries.

The five expatriates are part of the 17 permanent secretaries announced by the Public Service Commission chairman Vishnu Mohan yesterday.

They will take up permanent secretary roles in the Ministry of Infrastructure and Transport, Ministry of Civil Service, Ministry of Local Government, Housing and Environment, Ministry of Youth and Sports and Ministry of Communications and Information Technology.

Although their names were not announced, Mr Mohan said out of the five expatriates who are due to be in office by January 1, two were women.

Update: 1:08PM FLAG Committee chairman Iliesa Delana has confirmed that there has been no progress made as yet with plans to change the country's national flag.

Prime Minister Voreqe Bainimarama has extended the public consultations on a new national flag to December 31, 2015.

In July, Mr Bainimarama issued a statement confirming that more flag designs would be added to the 23 that were released on June 9.

Mr Bainimarama said by extending the deadline, there was ample opportunity for Fijians of all ages and backgrounds to further contribute and consider what symbols most appropriately represent the nation.

SOME workers who are part of the Seasonal Workers Program in Australia are earning $A191.93 ($F296.64) weekly.

The workers, who are doing leaf plucking at a vineyard, say they are not happy with their take home pay.

Pay slips provided to this newspaper showed they had $210 deducted for food and accommodation, $33 for health insurance, personal support workers (PSW) deduction payments of $50 as well as superannuation.

One worker had a gross pay of $A569.93 ($F880.86) after all deductions, the worker received $A191.93 ($F296.64) as net pay.

Another worker received $A467.10 ($F721.93) as gross and got only $A154.10 ($F238.17) as net pay. One had $A439.20 ($F678.81) as gross pay and received only $A130.20 ($F201.22) as net pay similar to other workers who had given in their pay slips. Responding to the claims, the Minister for Employment, Productivity and Industrial Relations, Semi Koroilavesau, said the seasonal workers pay was based on their productivity.

POLICE are treating the death of Maureen Yasmin Nisha near McDonalds, Nadi, as an alleged murder after a post-mortem examination revealed stab wounds on her body.

Ms Nisha's body was found by a security guard on a vacant land last Thursday.

Police spokesman Atunaisa Sokomuri said investigations into the alleged murder continued.

"A suspect was arrested in Nabua yesterday (Saturday) and he will be taken down to Nadi for questioning," he said.

Five Fijians who were part of the seasonal workers program in Australia are now overstaying.

The five had initially complained about salaries and working conditions.
Minister for Employment – Semi Koroilavesau, says at the height of the dispute, the five left their contracted workplace to stay with relatives.

Under their contract, they were scheduled to return to Fiji last week but were not on the flight.

Koroilavesau says the 5 have breached their contract and their whereabouts are unknown.

He adds that the agreement on the seasonal workers program remains in-tact with phase two of the agreement under negotiation.
114 Fijians remain at work in Australia under the program.

SUBMISSIONS for Fiji's new flag continues to flood in to the national flag committee, says chairman Iliesa Delana.

Mr Delana said Fijians were still sending in their submissions and they continued to see a wide range of ideas on what people would like to see as their new flag.

"Submissions are still being sent to me and to the Department of Information, apart from the 23 what we're receiving now are new ideas," Mr Delana said.

Mr Delana however could not confirm the actual number of submissions they received so far because of what he said was continuous submissions from the members of the public.

He said they were also waiting on Prime Minister Voreqe Bainimarama to inform them of the next step after the December 31 closing date of submissions for the proposed new flag.

The competition ran from March 2 until May 1 2015 before Mr Bainimarama announced an extension to the closing date for the submissions.

During the initial submission date before a selection of 23 that were finalists, more than 2000 designs were received from Fijians around the country and around the world.

Fijians has about a month left to give in their ideas of what they want on the new Fiji Flag.

The comments from Ryacudu, who previously served as chief of staff of the Indonesian Army (TNI) and commander of the Strategic Army Command, or Kostrad, follow reports that all international NGOs have been ordered to close offices in Papua.

4) The USA and its allies were aware of the massive gold, oil, gas and copper resources in West Papua, the West papuans and the Dutch were not. The USA's, Britain's and Australia's major corporations such as Freeport, Rio Tinto, British Petroleum, BHP Billiton, etc. make billions out of West Papua with a seeming exclusivity agreement with Jakarta. Tax revenues from Irian Jaya (West Papua) account for more than one sixth of the total tax revenues received by the Indonesian Government.

5) Since invading West Papua, Indonesian forces have murdered at least one sixth of the population.

6) In 1961 Sukarno blackmailed US President Kennedy into supporting their unlawful claim to West Papua by claiming his nation would become communist if the US did not. In 1962 Indonesia invaded West Papua, which with only local tribesman with spears and arrows to defend their country, the Indonesians succeeded. In 1963 the USA forced The Dutch / Netherlands to officially recognize West Papua as Indonesian or the Dutch would lose their post-war reconstruction aid. The Dutch conceded only on the basis the West Papuans would be granted a fair referendum on whether they wanted Independence or not. Indonesia having secured International approval immediately murdered all the former members of the West Papuan Government and other local pro-Independence leaders they could get their hands on. In 1969, after 8 years of International pressure, the Indonesian military conducted what is a widely accepted sham referendum not of the who West Papuan population, but of 1022 hand picked Indonesian collaborators and sympathizers.

7) In 1965 / 1966 Suharto lead a US backed military coup which deposed democratically elected Sukarno. In 1967 the US Freeport company secured an exclusive 30 year license to mine the gold and copper reserves of West Papua.

8) As well as generating massive tax revenues for Jakarta, the foreign corporations which exploit West Papua's natural resources also pay large sums of protection money to the Indonesian military, who in turn murder West Papuans.

THERE is no date confirmed for the changing of the national flag.

Prime Minister Voreqe Bainimarama said in an interview that the change would happen at a later date.

"Na qai caka malua (It will be done later)," he said, adding that the media would be duly informed when it was time to do so.

Earlier on flag committee chairman Iliesa Delana confirmed no progress had been made on this issue.

Mr Bainimarama extended the public consultations on a new national flag to December 31, 2015.

In July, he issued a statement confirming that more flag designs would be added to the 23 that were released on June 9.

Mr Bainimarama said by extending the deadline, there would be ample opportunity for Fijians of all ages and backgrounds to further contribute and consider what symbols most appropriately represent the nation.

Meanwhile, a report from the Parliamentary Standing Committee on Justice, Law and Human Rights tabled in Parliament on August this year contained a proposal on the need to change the Coat of Arms.

Committee chairman Ashneel Sudhakar had told this newspaper that "all the people who submitted said that there was a need to change it".

"There are no designs called yet, but the law that has been tabled will facilitate the change in the Coat of

Arms," Mr Sudhakar said.

He added the design on the existing flag was a modified version of the Coat of Arms without the two Fijian warriors on either side, but the provisions had been made to accommodate changes.

Flag and coats of arms go together. You change one, you often have to change the other.
In New Zealand, the current flag is used on the coats of arms.
Looking forward to see what will happen in New Zealand and Fiji.

That said, I hope Fiji will end up with a better flag than New Zealand.

I wonder how long PM Bainimarama is willing to wait though.

It was a good idea
to give more time to designers and this time hopefully the government will follow
common sense and do like in New Zealand. The flag committee should
not design the flag, but choose it only. That is partly why the public reaction was so
negative in Fiji. Kyle Lockwood won the NZ competition, so there was not
much fuss about the final choice as it wasn't the PM's design or the flag
committee's design.

I think it's better for parliament to have the final say based on public opinion.
MPs should have a free vote. Don't waste money on referendums.
That's what they did in Canada and today they have one of the most iconic
flag.

MEDIA RELEASE: EXTENSION OF FIJI FLAG FEEDBACK PERIOD

The Fijian Government has announced the extension of the feedback period for designs for the new national flag to February 29, 2016.

The Government has received a number of new submissions since the 23 designs were published earlier this year.

From March 1 to 19, five designs will be chosen, through the PM’s Office, for members of the public to vote on. Members of the public will have 3 months to vote on the 5 designs through public consultations, social media and text messaging.

It is expected that the design with the most votes will be announced on 1 July to be our new national flag. The new national flag will be raised on Constitution Day which is on September 7.

Submissions for new designs can be sent to newfijiflag@gmail.com, hand delivered to the Department of Information Ground Floor, New Wing Government Buildings, 26 Gladstone Road, Suva or mailed to the Department of Information, PO Box 2225, Government Buildings, Suva.

Bainimarama once made a stupid comment to the Indonesian President Joko Widodo about Indonesia being special to Fiji because it was the most southern Asian country closest to the Pacific.

Widodo remarked, "You are a dumbarse..Fiji (not Indonesia) is the most southern Asian country and in the hub of the Pacific".

Khaiyum is trying to change the flag to reflect that now that he has his puppy,Voreqe removing the "Indo" out of Asians and calling them Fijians.

MORE Fijians overseas, touched by the article and the pictures of children crossing the Wainimala river 32 times to reach their school at Nakurukuruvakatini Primary School, are willing to offer their assistance for the children in the district of Noemalu in Naitasiri.

Reach 4 Future Foundation president Ganesh Sen said he was willing to begin talks and scoping works on the possibility of building bridges in those crossings.

Mr Sen, through the organisation, had spearheaded talks between the Australian and Fijian governments that saw the construction of the new Waivaka bridge in Namosi.

Speaking to The Fiji Times from his Melbourne home in Australia, Mr Sen said he was deeply touched to find out there were children in Fiji who had died all in the name of education.

Mr Sen said he had already arranged for 50 school backpacks to be sent to Fiji for students in the upper ridges of the Wainimala river.

THE Republic of Fiji Military Forces in 2007 - contrary to policies and procedures in government financial regulations - incurred an over-expenditure amount of $45.5m, the Auditor-General's 2007 Report documented.

The report noted that while Cabinet has approved that the Minister of Finance validated the over-expenditure, funds were not re-deployed to the budgetary allocations for the RFMF to offset the over-expenditure.

In section 16.8 of volume three of the 2007 report, the Auditor-General highlighted that the excessive over-expenditure are a clear indication of mismanagement of funds.

"Excessive over-expenditures are a clear indication of mismanagement of public funds and ignorance of standing financial instructions," it reported.

The details of the over-expenditures indicate that all over-expenditure was the result of overspending in the areas of: establish staff, travel and communication, maintenance and operation and in the purchase of goods and services.

The purchase of goods and services area was given a budget allocation of $3,922,400 and the expenditure amount totalled $29,943,740. Budget allocations for travel and communication in 2007 were $502,400 and the total expenditure also busted that allocation, totalling $1,634,152.

In his recommendations to the RFMF on this issue, the Auditor-General said senior officers of the RFMF should ensure that the RFMF operated within its budget.

"Expenditures should be reviewed against the budget allocation on a monthly basis and reported to management for effective and efficient decision-making."

The Auditor-General received no comments from RFMF management on this issue.
