Fiji Institute of Accountants does not have auditors, just members

NFP's lawyers Munro Leys has written to the Registrar of Political Parties, Mohammed Saneem, saying that the Fiji Institute of Accountants does not bestow the title of 'auditor' to its members.

Saneem has suspended the NFP because he says they breached the Political Parties Decree by not getting their accounts audited by 'an auditor certified by the Fiji Institute of Accountants'.

Lawyer Richard Naidu says:

"We assume you have now worked out that there is no such thing as an auditor certified by the Fiji Institute of Accountants. The Institute does not certify “auditors”. It certifies “members” who are either provisional, licensed, affiliate or chartered accountants, certain of whom (we call them “CPPs” for short) must hold certificates of public practice.

"The (meaningless) reference to an auditor certified…[etc] in the Decree does not mean that only a CPP may audit the accounts of a political party. NFP argues that a member of APNR Partners, NFP’s auditors, holds an Institute-issued copy of a certificate saying he is a chartered accountant. Your interpretation of the phrase is no more or less correct than NFP’s."

Naidu has asked Saneem to withdraw the suspension. See his letter below.

A POLICE officer appeared before the Suva Magistrates Court a short while ago charged with three counts of rape.

The 42-year-old man of Nadawa is alleged to have committed the offence in Suva on January 22, this year.

Magistrate Jioji Boseiwaqa has transferred the matter to the High Court, which will also rule on the bail application.

The lawman has been remanded in police custody until his case is recalled on February 12.

The Fiji Police Force is concerned with police statements that have been leaked on social media in relation to the case of Lautoka businessman Rajneel Singh.

In an exclusive interview with FBC News, Acting Police Commissioner Brigadier General Sitiveni Qiliho stated they are aware of documents that include Singh’s medical reports, x-ray results, medical reports and other materials being posted on social media.

Brigadier General Qiliho says this is part of the on-going investigation and is part of the complexities on Singh’s case.

“There are other things that have transpired in regards to that even targeting me as the Commissioner of Police, they’ve created a, fake Facebook account and made comments in regards to that. They’ve even tried to duplicate my email address and just inserted an extra alphabet in it. So it’s quite a complex issue and there are people out there that we would want to get to that are doing this things that have been adding to the complexity of this case involving Rajneel Singh.”

Brigadier General Qiliho adds they’re trying to get access to the ip addresses of those involved.

If the NFP members are been suspended with no good reasons than it just make sense for the entire opposition party including Ro-Kepa and
the entire SODELPA group to walk-out & stay out until the NFP members
are allowed to return? Don't allow this dictatory military Government

same to the SODELPA members as well?

PRIME Minister Voreqe Bainimarama has made a plea to the people of Fiji to help Government adopt a new flag.

While speaking at Votualevu, Nadi yesterday he said Fiji was not the same country as it was 10 years ago and since independence.

"We are making our own future, determining what kind of nation we will be, what kind of people we will be," he said.

"And that is why I am asking the people of Fiji to help us adopt a new flag.

"I have served under our current flag with pride as a military officer and your Prime Minister, and I love it.

"But while that flag took us out of the past, I would like us to have a flag that takes us into the future, to where we are going rather than from where we have been.

"The new flag always with our beloved Fiji blue can stand for the kind of people we are, the kind of nation we aspire to be, and the kind of country we will leave to these children."

He said Government had established a transparent process for choosing a new flag.

"And I ask you all to participate. We are accepting design submissions until February 29, and then we will select five designs to put before the people.

"There will be a national consultation during which time you will be able to tell us which design you like best."

He said the new flag would tell the world that Fiji was a modern country and a country on the move.

If we put aside the monetary side and the political game and we only focus on the flag itself,
would you say that you prefer to keep the current flag, which suggests that Fiji is a British
colony, or would you rather have your own design?

People have protested and even have their photos showing who they are. This is quite a brave thing to do in Fiji.
In NZ anyone can protest without fear or favour.
But Protesting in Fiji can mean life or death and may even having a gun shoved up your arse, as Mr Speight found out when he was trying to make DVDs on what Democracy meant.
So
1) A lot of people actually DO NOT WANT THE FLAG TO CHANGE.

It is true that the Political Parties Decree states that the accounts of a political party must be audited by an auditor certified by the Fiji Institute of Accountants but what is more important is the spirit of the law than the letter of the law. Person or persons who audit the account of a political party must be certified by the FIA. Was this so in the case of NFP?

October 31st, 1839, Thursday. This morning we witnessed a shocking spectacle. Twenty (20) dead bodies of men, women and children were brought to Rewa as a present from Tanoa. They were distributed among the people to be cooked and eaten. They were dragged about in the water and on the beach. The children amused themselves by sporting with and mutilating the body of a little girl. A crowd of men and women maltreated the body of a grey-haired old man and that a young women. Human entrails were floating down the river in front of the mission premises. Mutilated limbs, heads, and trunks of the bodies of human beings have been floating about, and scenes of disgust and horror have been presented to our view in every direction. How true it is that the dark places of the earth are full of the habitations of cruelty.

November 1st, Friday. This morning a little after break of day I was surprised to hear voices of several persons who were talking very loudly near the front fence of the mission premises. On going out to ascertain the cause of the noise, I found a human head in our garden. This was the head of the old man whose body had been abused on the beach. The arm of the body had been broken by a bullet which passed through the bone near to the shoulder, and upper part of the skull had been knocked off with a club. The head had been thrown into our garden during the night, with the intention no doubt, of annoying us and shocking our feelings.

These poor victims of war were brought from Verata, and were killed and brought away by victors to be roasted and eaten. Many women and children were taken alive to be kept for slaves. About 30 living children were hoisted up to the mastheads as flags of triumph. The motion of the canoes while sailing soon killed the helpless creatures and silenced their piercing cries. Other children were taken, alive, to Bau that the boys there might learn the art of Feegeean warfare by firing arrows at them and beating them with clubs. For days they have been tearing and devouring like wolves and hyenas.

One of the servants of the king a few months ago ran away. She was soon, however, brought back to the king’s house. There, at the request of the queen, her arm was cut off below the elbow and cooked for the king, who ate it in her presence, and then ordered that her body be burnt in different parts. The girl, now a woman, is still living.

Two men that were taken alive in the war at Viwa were removed from thence to Kamba, to be killed. The Bau chief told his brother – who had been converted to our mission – the manner in which he intended them to be killed. His brother said to him: ‘That will be very cruel. If you will allow the men to live, I will give you a canoe.’ The Bau chief answered: ‘Keep your canoe. I want to eat men.’ His brother then left the village that he might not witness the horrible sight.

The cruel deed was then perpetrated. The men doomed to death were made to dig a hole in the earth for the purpose of making a native oven, and were then required to cut firewood to roast their own bodies. They were then directed to go and wash, and afterwards to make a cup of a banana-leaf. This, from opening a vein in each man, was soon filled with blood. This blood was then drunk, in the presence of the sufferers, by the Kamba people.

Sern, the Bau chief, then had their arms and legs cut off, cooked and eaten, some of the flesh being presented to them. He then ordered a fish-hook to be put into their tongues, which were then drawn out as far as possible before being cut off. These were roasted and eaten, to the taunts of ‘We are eating your tongues!’ As life in the victims was still not extinct, an incision was made in the side of each man, and his bowels taken out. This soon terminated their sufferings in this world.

We cannot tell you how many have been slain. Hundreds of wretched human beings have been sent to their account, with all their sins upon their heads. Dead bodies were thrown upon the beach at Vewa, having drifted from Bau, where they were thrown into the sea, there being too many at Bau to be eaten. Bau literally stank for many days, human flesh having been cooked in every hut and the entrails having been thrown outside as food for pigs, or left to putrefy in the sun.

The Somosomo people were fed with human flesh during their stay at Bau, they being on a visit at the time. Some of the chiefs of other tribes, when bringing their food, carried a cooked human being on one shoulder and a pig on the other; but they always preferred the ‘long pig,’ as they call a man, when baked. One woman who had been clubbed was left upon the beach in front of our house at Vewa. The poor creature’s head was smashed to pieces and the body quite naked. Whether it was done by the heathen to insult us, or not, we do not know.

One Christian man was clubbed at Rewa, and part of his body was eaten by the Vewa heathen and his bones then thrown near our door. My lad gathered them up and buried them, and afterwards learned that they were the bones of one of his friends. After Rewa was destroyed, heaps of dead bodies lay in all directions; their bones still lie bleaching in the sun.

We do not, and we cannot tell you all that we know of Feegeean cruelty and crime. Every fresh act seems to rise above the last. A chief at Rakeraki had a box in which he kept human flesh. Legs and arms were salted for him and thus preserved in this box. If he saw anyone, even if of his friends, who was fatter that the rest, he had him – or her – killed at once, and part roasted and part preserved. His people declared that he eats human flesh every day.

At Bau, the people preserve human flesh and chew it as some chew tobacco. They carry it about with them, and use it in the same way as tobacco. I heard of an instance of cruelty the other day that surpasses everything I have before heard of the kind. A canoe was wrecked near Natawar, and many of the occupants succeeded in swimming ashore. They were taken by the Natawar people and ovens were at once prepared in which to roast them. The poor wretches were bound ready for the ovens and their enemies were waiting anxiously to devour them. They did not club them, lest any of their blood should be lost. Some, however could not wait until the ovens were sufficiently heated, but pulled the ears off the wretched creatures and ate them raw.

When the ovens were ready, they cut their victims up very carefully, placing dishes under every part to catch the blood. If a drop fell, they licked it up off the ground with the greatest greediness. While the poor wretches were being cut in pieces, they pleaded hard for life; but all was of no avail: all were devoured.

The Fijians loved human flesh for its own sake, and did not merely eat a slain enemy out of revenge. Probably the absence of any animal they could eat gave rise to the custom...


The crew of every boat that was wrecked upon these shore was killed and eaten in some parts. Often a man would order to be clubbed some man or woman that he considered would be good for cooking, his plea being that his ‘black tooth was aching’ and only human flesh could cure it. Such was the absolute right of a man over his wife that he could kill and eat her, if he wished; which has been not rarely done.

Such inordinate gluttons were some of these chiefs that they would reserve the whole bakolo, as a human body to be eaten was called, for their own eating, having the flesh slightly cooked time after time to keep it from going putrid. As a rule a Fijian will touch nothing that has become tainted, but sooner that lose any part of a human roast, they would eat it when the flesh would hardly hang together.

So great was their craving for this strange flesh that when a man had been killed in one of their many bruits and quarrels, and his relations had buried his body, the Fijians frequently enacted the part of ghouls and, digging the body up from the grave, cooked it and feasted thereon. So customary was this that the relations of a buried man who had not died from natural causes watched his grave until the body had probably become too loathsome for even a Fijian’s appetite.

The flesh was either baked whole in the ovens, or cut up and stewed in the large earthenware pots they use for cooking. Certain herbs were nearly always cooked with the flesh, either to prevent indigestion or as a sort of savour stuffing – I know not which. The cooks who prepared it and placed it in the ovens filled the inside of the body with hot stones so that it would be well cooked all through.

After a battle, the victors would cook and eat many of the slain at once, but generally some of the bodies were borne home to the victors’ village, where they were dragged by ropes tied round their necks through the open place to the temple. There they were offered to the gods, and afterwards cooked and divided among the men, the priests always coming in for a large share. By the side of the temples great heaps of human bones lay whitening in the sun – a sign of how many bodies had been thus offered to the gods. Women, however, were not allowed to take part in the awful banquet, yet women’s bodies were considered better for the favourite portions. So delicious was human flesh held to be, that the highest praise that could be given to other food was to say: ‘It is as good as bakolo.’

Some of the most famous of the great cannibals have eaten an enormous number of human beings, many of them in their time having consumed hundreds of bodies...

A colonial flag is a flag displaying the flag of the mother country in the top-left and the shield of the colony on the right.
That is the structure of a colonial flag.

Yes Fiji got independent...with a flag that has the structure of a colonial flag.

I recently listen a radio program in the UK where the 2 guys on radio where kind of making fun of the current Fiji flag. They were wondering why Fiji has kept the British colonial flag. Kind of funny to see Brits scratching their heads while Fijians have no clue they have a colonial flag... weird.

That said, I am in favour of the change, but common sense would suggest to have a decent flag before changing it.
Will see what happens.

As for Qorvis, they are suckers. Bainimarama is obviously not a great leader since he needs those sharks to help him.

Actually, in buddhism, they believe all humans are actually the same "person". All crimes ever committed,

of particles, so who can even think about feeling proud when there it is so obvious that we are the

Our national flag was on display in the thousands at Allianz Stadium on both days of the Sydney 7s.
The sight was one to see to believe as it was seen at all corners of the stadium.

The Sydney 7s might as well have been the Fiji 7s as our flag outnumbered all others by far, even the host, Australia.

I'm sure next year's event will turn out even better but there will be a difference.

Come Sydney Sevens 2017, we will be flying a new national flag and I'm sure it'll be a strange sight and feeling. I, however, believe that come the end of the 2017 event, we would have launched and accepted our new noble banner blue!

A new beginning hopefully topped with gold!

Just a month after being reinstated to “command” Niumataiwalu the next of kin threw out his aged mother. Sadly, her mother is unable to care for herself, her mobility is heavily reliant on her ‘walker” and is basically cognitive impaired and is mostly forcibly confined to her room.

Wednesday night devotions are convened at his residence when he’s on the ground, with his mother under strict orders, to stay in her room and not to come out. Even toilet breaks are withheld until the church members depart after “devotions”. He is also known to be a wife basher when “he hits the roof”.

Whilst the above could be conveniently and quietly swept under the carpet, or moved to the “it’s his personal business tray”, my question is, in light of the safety of paying passengers and fellow crew members, is this the calibre of pilots being employed by Fiji Airways? We all know Safety is paramount in the aviation environment.

His employers will acknowledge Capt. Niumataiwalu does have an anger issue and will also acknowledge that Niumataiwalu has undergone appropriate anger management counselling but as mentioned above just after month of reinstatement he discards his parent like an object, in anger.

Does the Board and the relevant Ministry’s PS (Public Enterprise) and the relevant line Minister (Hon AG ASK), let alone the media know of such a pilot who's mental state is a safety hazard in their midst?


Could we entrust our lives in such hands when he does not even regard or show compassion to his own mother?

I dread and fear the safety of his passengers when his “episodes” come around if in the air!!!!

PRIME Minister Voreqe Bainimarama said the Union Flag, British Lion and the Cross of St George are British symbols and not Fiji's.

He said as an independent nation, Fijians had the right to carve their own identity in the world,

Mr Bainimarama made this statement in Parliament in response to Opposition member Mosese Bulitavu's question for Government to explain why they wanted to change the flag and how people would benefit from that change.

"When our soldiers are on peacekeeping missions, when our diplomats are representing us at the United Nations, when our athletes are competing on the world stage, they are doing so under the flag that is uniquely and proudly Fijian," Mr Bainimarama said.

"That leaves no one in doubt that Fiji has its own destiny. There have been some criticisms from those who would prefer the British symbols to our own.

"Overall, I have been encouraged to see how many Fijians have their eyes on the future, not the past, in particular among the younger generation, to see how many believe in the vision of a new flag.

"We do not see the change of our national flag as a distraction, we see it as an inspiration.

"A new flag to reflect how far we have come together, a new flag that gives every Fijian a symbol we can even be more proud of as we continue to build a stronger and more unified nation and achieve the greatness that we all believe we are capable of. The Fijian nation is stronger in the world than ever before."

The new flag will be raised on September 7, which is Constitution Day.

We all know Safety is paramount in the aviation environment.

His employers will acknowledge Capt. Niumataiwalu does have an anger issue and will also acknowledge that Niumataiwalu has undergone appropriate anger management counselling but as mentioned above just after month of reinstatement he discards his parent like an object, in anger.

Does the Board and the relevant Ministry’s PS (Public Enterprise) and the relevant line Minister (Hon AG ASK), let alone the media know of such a pilot whose mental state is a safety hazard in their midst?

Do the masses know that not long ago this pilot was deemed unfit for command by the appropriate authority and actually panicked during a system malfunction in flight?
Could we entrust our lives in such hands when he does not even regard or show compassion to his own mother?

I dread and fear the safety of his passengers when his “episodes” come around if in the air!!!!

the slave-mentality that has kept Fijians behind. Of course, it is to be expected as part of the transition from "stone age" to modernity. In a century from now, when the people will have matured and will look upon us with a feeling of disgust, things will be very different. The fact that the alligiance to the Military replace the allegiance to chiefs and church tells a lot about the true nature of Fijians... remember those Fijians in a village of Vanualevu (where they voted for Sodelpa probably) asking Franky boy for a job in the Military? amazing...

When you think about it, it is only a matter of time before the two most important traditional strcutures of the Fijian society collapse completly (chiefs and church). Vinaka Semi Meo, you make some sense even though I may not agree with you entirely. The post modern construct of the Taukei system is not necessarily confined to the church-nised version but also others like militarised version and may be others. The worry here is are these constructs grounded enough and have they been tested enough in this changing times? The army has not been tested at all, because the masses simply do not have access to arms. The army have not had any combat experience at all, except for playing cowboys at home and marching up and down our streets in a menacing manner. The Syria surrender experience is a sad and evident testament of their cowardly resolve. But it is good that they are keeping order and control as along as there are no arms made available to the grieving segment of the population and the army does not fall part.

Newly reinstated Fiji Airways Capt. Apimeleki Niumataiwalu who was demoted in early 2015 over work related Anger Issues yesterday mercilessly literally threw his 75-year-old aunt, his late mother’s elder sister Ana Sekoula Niumataiwalu out onto the streets in broad daylight, at his 43 V M Pillay residence in Lautoka, Fiji.

The aged relative is known to have brought her nephew up (born out of wedlock) and solely looked after his primary and secondary tuition fees and stationary in the mid-1970s up to 1983 where Niumataiwalu received the dux prize in high school.

Without this poor lady's struggle to give her nephew the best education she could afford Niumataiwalu wouldn't be where he is right now in the aviation industry.

Capt. Niumataiwalu was demoted after vociferously berating a purser in-flight and in another incident loudly criticizing and rebuking a French expat colleague, again within earshot of cabin crew and alarmed passengers.

Just a month after being reinstated to “command” Niumataiwalu the next of kin threw out his aged mother.

Sadly, her mother is unable to care for herself, her mobility is heavily reliant on her ‘walker” and is basically cognitive impaired and is mostly forcibly confined to her room.

A report has been filed at Lautoka Police Station with an “elderly abuse by neglect and abandonment” tag hovering in the air.

Khaiyum is at it again. Amendments had been made to the appointment of the PAC chairman allowing members to appoint anyone within the committee. The chairmanship is held by suspended NFP parliamentarian Prof Biman. According to law chair must be held from an opposition member. This was initiated by the mad man himself and fully supported by the dentist of the house(Dr Fake Luveni). Opposition members in the committee including Ro Kepa walked out to show their dissatisfaction and not to participate in the selection of the new chairman.
This is our government. They create laws and enforce them for everyone to abide by and change these laws only to suit them.
PAC is going to be headed by any committee member regardless of party affiliates.

AT LEAST 10,000 of the 200,000 students fr­om 400 primary and secondary schools aro­u­nd the country are absent from schools daily.

Absenteeism has become a major issue for schools in the country.

This was told to Parliament by Education Minister Dr Mahendra Reddy in his ministerial statement yesterday.

"Last year's statistics further highlight an alarming rate of absenteeism in our schools on a daily basis," Dr Reddy said.

He said in a recent visit to schools in the Nausori Highlands, he was told by a teacher of a school with a roll of 54 that five children were absent that day.

Dr Reddy said he did not know why this happened despite education being free.

He said a recent survey found that children were establi­s­hing patterns of be­ha­­viour affecting their overall performance.

"Some of these children are engaging in risky behaviour for instance, failing to attend school regularly, late arrival, truancy, and destructive behaviour in class, bullying, consumption of alcohol, kava and tobacco, drugs," he said.

He said a 2015 National Substance Abuse Advisory report which undertook a study of 400 primary and secondary schools in Fiji found that a total of 1,796 offences were committed by secondary and primary school students.

Dr Reddy said Fiji cannot succeed unless children took ownership of their education and parents took ownership of their children's education as well.

Capt Niumataiwalu has every right to throw anyone out of his house. The problem is not Niumataiwalu's family. It is those who "leech" on others for their livelihood.Naturally children do no come into existence by accident and it is only natural that someone, somewhere will take care of them.No child should be expected to pay back the care they are given. It should be a choice of conscience, for it a right not an entitlement . Now while I respect his close relatives they should be well aware that this generation are not caregivers. The traditional mentality of depending on your children should now be one of preparing for retirement.

A complete moron he is, @ Pilot Niumataiwalu. He flies Fiji Airways Boeing's 737...still not fit and qualified to command the Airbus 330. Yes, I am a pilot with him in Fiji Airways and I know him and his work ethics. Totally out of control under the facade of a gentleman. A very panicky pilot and gets irritated very quickly, never calm under pressure. In cahoots with chief pilot josh cavalevu and "JT". Told a purser (senior flight attendant) off like a small kid in front of her subordinates and passengers loudly. The purser actually broke down emotionally. Second time around in another incident he told an expat pilot colleague off again in front of cabin crew and business class passengers! Any other airline he would have got the sack immediately. Portrays a bad image to our national airline and a danger to every body when in the air. Come on Fiji Airways come on Fiji Govt you can do better!

Alleged misuse of funds was top on the agenda for members of the Veivueti Cooperative Taxi Association in Nausori during a meeting on Friday.
Members claim that money set aside as savings have disappeared from the company account.

More than fifteen thousand dollars have allegedly been withdrawn from the bank without the knowledge of registered members.

Secretary Ilisoni Navila says when the taxi business started in 2013, money was deducted from the members income on a daily basis for their savings.

Navila says the man suspected to be behind the misuse is the chairperson of the Association who was assigned to collect and deposit the money.
“By last week we have witnessed and I have also got the bank statement with me showing that it had a great downfall so that’s why we are here for a new election.”

It is believed the chair is away overseas and attempts to get comments from him remain futile.

The taxi base was opened by Prime Minister Voerqe Bainimarama three years ago in an effort to lift the standard of business amongst i-taukei taxi drivers.

You had been pushing Niumataiwalus' case into this forum basically for publicity and to warrant our attention. What's your motive?
In my post 1.27pm I had suggested you took it up with the man himself and or the airline that employed him. You didn't carry these out as asserted from responses here which I suspect all sourced from 1 person-you. While we do not condone his actions against his own blood who are you to pass judgement against him. Did you stand in as the good Samaritan for his aunt? How can we corroborate your story about the ill treatment he instituted upon his mom and great aunt.
Once again take your case to Mr Niumatawalu and his employer if your entitled to.
My assumption . ..Niumatawalu might had been raised by a single paren(mom) to adulthood thus his erratic behaviour. Infants raised by a single mom who at one stage gone through a divorce, rejection,etc tend to suffer emotionally and psychologically . Part has to blane the improper parental upbringing(dad's role is missing) . This is carried on to adulthood if not dealt with at an early stage. The only other person who knew Niumatawalu is his own mother. Did she during her prime years ever or used to "chase her own boy out of the house as a way of grounding him for something a home brat would innocently did?"

Can someone in Fiji explain why the media/government are reporting that it is "expected" that the flag with the most votes will win?
Sounds like observers think the dices are loaded.

And why did Sodelpa changed its stand on everybody being called Fijians? They said they didn't agree initially because... it was pushed by the government in an undemocratic way. So is Sodelpa a real and serious Opposition or what? they don't oppose on things according to what they REALLY think but by principles?

I also think the Sodelpa stand on the flag is very weak. They look like most of them don't give a damn about the old colonial-style flag. Does it mean they will also change their mind when the new flag is adopted?

We will remember that Sodelpa was against cutting the sitting hours by 50% last year and they labelled it as anti democratic...yet they voted in favour of it!!!!! get the $$$$$$$ with less effort. wow!!!! there you go Fiji.

Update: 3:02PM A MAN is in police custody for allegedly raping his seven months old daughter.

The alleged rape had been happening since October last year in Nadi.

It only came to light after the man was confronted by his wife.

Police said the baby was with the Social Welfare Department while the 29-year-old father was in custody for further investigations.
