BDO report into USP show multiple policy breaches

Coupfourpointfive has been handed the controversial BDO Investigation into allegations of mismanagement of monies at USP.

The 110 page report details allegations and findings which we have posted as images with this post.

Here are some of BDO's key obeservations and recommendations:

* We are of the view that the oversight, governance, and control of remuneration is a key weakness across USP. This was a key theme throughout our investigation as many of the matters raised in the Paper, or the likely motivations behind those matters, relate to remuneration.

* We have noted a consistent theme of policy breaches in respect of bonus payments. Specifically, we have noted instances where staff members have been awarded ‘multiple’ bonuses which is not allowed under current policies. Payroll records indicate that bonuses totalling $1,890,129.08 was paid to staff across the three years ended 31 December 2018. Bonuses are discussed in detail below (refer to paragraph 72).


* We are of the opinion that the cumulative effect of this lack of oversight and control has resulted in breaches of policy (where policies exist) and numerous instances where staff members, particularly those in senior roles, are remunerated well outside Council- approved salary bandings. Examples of this are outlined below using the SMT and some members of staff that are named in the Paper.

USP saga :Personalities Matter
The appalling crooked dealings of a Labour political figure in Victoria prompted this letter from Anne Carroll in The Age 18 June. What she says applies to the rot at USP.
She writes :
" This is not about the Labour Party, the Liberal Party, the Nationals or any other party. IT IS ABOUT THE PERSON ( my emphasis ). As long as people with a lust for power are attracted to politics ( or any other job for that matter ), there will be corruption. Until the multitude of benefits available to politicians are reviewed, reduced or made less attractive, perhaps candidates should undergo testing for the psychopathologies that make them use our political system for their own gain".
Just substitute political system with the USP and the same thing is true.
There were corrupt persons involved in rorting the USP system for their own gains and aggrandisement.
Who were these persons?
Let them be named and shamed for bring USP - the premier tertiary institution in the region - in disrepute.
They tarnished the good name and the good standing of this good university with their rotten, selfish behaviour.

Editor,
The fish rots from the head by Bob Garratt gives us an insight into the failure of good corporate governance at USP which we witness.
The heads at the USP responsible for the rot should be required to read Professor Garratt's book and write an essay on it and how they strayed from adhering to the competencies spelled out by the expert on corporate governance.
They must then stand in front of the university community and read their essays aloud.

USP has had its fair share of corruption and teachers sleeping with students over the years in terms of "under-the-table" dealings and this one takes the cake.

This is definitely FFP attempting to nationalize the university after it took one outsider to expose the filth that's been rife within the Vice Chancellor's executive staff.

No wonder they acted draconian by sending in the police to "trespass" on university property to silence the peaceful protesting teachers and students as if they're intimidated.

Took one outsider to expose everything and was vilified for it becoming a hero for students and teachers alike.

And Fiji Snub singing the same old tune as a poor attempt at diverting attention from the USP saga.

Understanding the USP saga.
The revelations of the rort, the skulduggery at the USP reminds me of the proverb : the higher the ape climbs the more it shows its ass. The further an unsuitable person is promoted, the more obvious his inadequacies become.
That has clearly been the story at the USP under VC Rajesh Chandra and his cronies.
Correct me if I got that wrong.

Degrading Humanities At Universities.
Extract from Paula Hurley's letter to The Age 22 June:
"... The fact that humanities courses... Are seen by this federal government as so easily dispensable is a telling reflection of its own lack of critical thinking and it's disturbing ideological resistance to intellectual endeavour..."
This the story of all right wing reactionary governments all over the world. I suspect it might have been the case in Fiji ( USP ) as well in recent years.

Under The Protection Of The Fijian State.
According to a person named Rohitash Chandra of Sydney - who under the Change.org platform has a petition calling for the immediate firing of all those implicated in the BDO report - the only reason these people have not been sanctioned since the USP council meeting of last August ( 2019 ) is that they are protected by the Fiji government.
How much truth does his claim carry?
Can someone throw some light on it...

The Greedy Gang At USP
The greedy gang at USP who had their snouts in the trough should be ashamed of themselves. They were already in high paying jobs with additional perks and yet they tried to get more by dubious means.
In that same country people struggle to make ends meet on a minimum wage of $2 something an hour! And, over a third of the population live in poverty!
But the greedy gang at USP felt they had to get more!
What a shameless lot!
